Capacity Assurance Program
WEP’s Capacity Assurance Program evaluates requests for sewer service connections to ensure the sewer system can handle the additional flow of wastewater. Capacity Assurance reviews are required for all new lateral connections to existing sewer mains and for the re-use of existing laterals before they can be reviewed and approved by the Onondaga County Health Department and a permit for the work can be issued by WEP Plumbing Control.

As part of our ongoing dedication to environmental protection, WEP is utilizing the OpenGov platform for paperless Capacity Assurance Applications. You will be required to create an OpenGov account prior to submitting the application.
After submitting the Capacity Assurance Form through the OpenGov portal, your submission will be reviewed and feedback or approval provided within 45 days. An off-set plan to address stormwater and groundwater inflow and infiltration may be required as a condition of approval.
