Shannon Harty, P.E. 

Commissioner 


A zealous advocate for all things public utilities, Shannon has over 24 years of experience providing engineering and management support to many municipalities across New York State. Shannon spent the first 15 years of her career as a private sector consulting engineer – working on projects and programs including stormwater permitting and commercial site development, municipal wastewater treatment design-build, large scale sewer and water capital project development and design, utility rate studies, and other various municipal administration support services.

 

In her role as Commissioner, Shannon is focused on rebuilding and reimagining the Onondaga County public sewer system. “My goal is big and bold – build a brand that the community, elected officials, and our employees understand, appreciate, and want to invest in.”

Deputy Commissioner


Dave is the Deputy Commissioner of Core Functions; our boots on the ground so to speak. Overseeing WWTP Operations, Maintenance, Instrumentation and Electrical, Collection Systems and Pump Station Divisions. He has 25 plus years of experience with this Department have worked this way through Industrial Pretreatment, the Ambient Monitoring Program, Process Control engineering and the management of multiple capital projects and studies. In addition to overseeing core functions, he provides oversight of the Industrial Pretreatment Program, Process Control/Regulatory Services and the Plumbing Control Divisions. 

 

He is the co-owner/sidekick in the workforce re-development initiatives at WEP, with a passion for the services we provide, the value it provides to the community and ultimately the protection of our public resources. 

 

 
 
         
 

Eric Schuler, P.E. 

Deputy Commissioner 


Eric is the Deputy Commissioner who oversees Capital Programming, Engineering, Construction, Asset Management, Inventory Control, Collection Systems, Stormwater, and Fleet. He has previously worked in the private sector and has held leadership roles in the public sector prior to joining Onondaga County. Eric has a passion for being on the "owner" side of things and enjoys having a key role in the infrastructure improvements necessary to meet regulatory requirements and to support system growth and key economic development in the region.

 

Eric graduated from Clarkson University approximately 15 years ago, is a licensed Professional Engineer in New York, and holds the following leadership positions within professional societies: NASTT Board of Directors, NASTT-NE Past Chair, APWA NY Central Branch President, CNYWWC Board of Directors.
