Emergency Management Plan
Responding to and recovering from disasters is complex undertaking.
A comprehensive approach to emergency management saves lives and minimizes property damage. It emphasizes the interrelationship of activities, functions, and expertise necessary to deal with emergencies. The Onondaga County Comprehensive Emergency Management Plan ensures that the County can efficiently and effectively manage emergency/disaster situations.
Emergency management follows several operational concepts to efficiently deal with emergencies or disasters. These include:
Risk Reduction (Prevention and Mitigation)
Planning preventative and mitigation actions prior to the occurrence of an emergency or disaster
Actions could include:
- Vulnerability assessments
- Analysis of prevention, mitigation, response and recovery capabilities
- Determining short, medium and long range measures to improve the County’s capability to manage hazards
- Taking action to prevent or mitigate effects of hazards
- Continually training and exercising to ensure effective response and recovery when an emergency or disaster occurs
Response operations may start shortly before an emergency materializes. For example, receipt of advisories regarding floods, blizzards, or ice storms that could impact the jurisdiction may begin an increased readiness response phase.
Response actions could include:
- Detecting, monitoring, and assessing the hazard
- Alerting and warning endangered populations
- Protective actions for the public
- Allocating/distributing equipment/resources
Recovery activities begin following a disaster
- To restore the community to its pre-emergency state
- To correct adverse conditions that may have led to the damage
- To replenish critical resources
- To protect and improve the quality of life in the community.
