Clinton dewatering test wells complete
 

Highlights of the month

  • Construction continued on the Clinton Conveyances Phase I project. During the month, the contractor (Delaney):
    • Continued installation of sheeting, sewers and manholes
    • Formed and poured walls for two manholes and installed 60 linear feet of 72-inch pipe
    • One microtunneling run was completed along Tully Street.

    This $15 million project involves installation of conveyance pipelines in areas near the Clinton Street RTF—not including pipelines in the Armory Square area or on the Trolley Lot.

  • Mobilization continued for the Clinton Conveyances Phase 2A:
    • Installation of test wells for the dewatering system was completed.
    • Test pits were performed for the design of the underpinning system for the elevated train rail.

    In the coming month, the contractor will begin installation of two dewatering wells, sheeting and underpinning system.

  • Work activities on the Midland Phase II project during June included:
    • Addressing punch list items Testing of various systems within the facility ongoing Final grading and landscaping to be completed in the fall.

  • There were no construction activities this month on the sewer separation project for CSO 050 (Parkway-Rockland). The contractor is expected to start back to work on the remaining tasks at the beginning of July. The work remaining includes lining sections of former combined sewers under a portion of Bissell and Temple and final milling and paving of all the affected streets.
  • Parties to the ACJ continued meeting regularly as agreed to consider alternative CSO control measures regarding the remaining CSO projects of Clinton and Harbor Brook.
  • During June 2008, the Skimmer Boat expanded to two collection days a week to remove floatable debris from the Inner Harbor area. Under contract with the County, Alpha Boats Unlimited provides the boat and crew that collects trash one day a week during May and goes to two days a week through the main recreational season of June-August. They complete daily logs on their collections that are submitted to the County, tracked and compiled. Locations covered by the skimmer include the Inner Harbor, the stream channel to Onondaga Lake and the creek outlet at the Lake.
  • The County has agreed under the Clinton project to replace a deteriorated sidewalk on the east side of the MOST used by pedestrians with flexi-pave—a porous pavement system made from recycled tires. The County has asked the MOST to select the color they would like. Installation is scheduled for July.

Progress of projects under construction

Midland conveyances and regional treatment facility (CSO)

(ACJ completion date—Phase II RTF—9/1/05 (revised) & Phase III Conveyance—5/01/07. Further milestone revisions to be determined)

All construction work is now complete on the Midland RTF, and a pre-start up testing period is underway.

Midland Phase III activities

The potential for revisions to the Phase III plans is being evaluated at this time.

Construction on the Phase III pipeline will begin at the West Castle Street end and progress over 2½ years toward West Newell Street. No single area will be affected for the full 2½ years, and the length of time that construction will take place along each street depends on the size of the pipe to be installed. The pipeline ranges in size from 12 feet in diameter near West Castle Street to 4 feet in diameter near Newell Street.

Sewer separation: Rockland-Parkway area

Sewer separation for CSO basin 050—the Rockland Avenue-Parkway Drive area of Syracuse—involved installation of 4200 feet of new sewer pipeline. Construction began on July 9, 2007 at the intersection of Rockland and Hunt. The project is scheduled to be completed, including restoration of the streets, in the spring of 2008 at an estimated cost of $3.2 million.

Work underway (June 2008)

Construction to be concluded:

  • Relining a portion of the combined line under a portion of Bissell and Temple will be done this summer.
  • The streets will be fully restored.

The CSO has been converted to stormwater only and no longer discharges combined sewage and stormwater into Onondaga Creek.

  • Construction began at the end of July 2007 and is continuing.
  • Installation of manholes, sheeting, and sewer lines continues.
  • Installed about 60 linear feet of the 72-inch pipe
  • Formed and poured walls for two manholes
  • Completed a section of microtunneling along Tully Street.

Upcoming work

Work anticipated for July includes:

  • Continue installation of manholes, sheeting, and sewer conveyance pipelines
  • Continuation of microtunneling operation on west side of Onondaga Creek and under the Creek to the Trolley lot
  • Continue site restoration activities
  • Installation of "green" porous pavement for path on east side of MOST.

Mobilization continues on project the site. Exploratory borings were completed to help develop the dewatering plan.

Contract 2A covers pipe installation under the railroad near RTF to the rear of the MOST and will take in one CSO (030).

Upcoming work:

  • Finish exploratory borings
  • Install two dewatering test wells
  • Begin installation of geotechnical monitoring instruments
  • Install construction fencing, and place signage for road detours.

RTF bids rejected

The County notified bidders on April 25, 2008 that all bids on the Clinton RTF project were rejected. Working with the ACJ parties and others, the County will pursue implementation of alternatives technologies to address the Clinton CSOs. These technologies will include green infrastructure projects.

The goal of the Clinton project is to abate eleven CSOs between Fayette and Oneida streets near downtown Syracuse.

Harbor Brook CSO abatement project (CSO)

(ACJ further amended completion date January 1, 2013)

Conveyance and RTF project activities: No activities to report this month.

The current planned project for the Harbor Brook CSOs includes two regional storage and treatment facilities, four underground floatables control facilities, upgrading one pump station, and installation of conveyance pipelines to transport CSO flow to the facilities. The two sites identified for purchase for the storage and treatment facilities are on vacant privately owned land. The County along with the other ACJ parties will be evaluating the potential use of green infrastructure in this CSO area as well as the Clinton area.

Other activities

Nothing to report at this time.

Ambient Monitoring Program

Tributary sampling:

  • Biweekly tributary sampling conducted on June 24 with extended tributary sampling on June 10.
  • Have completed six high-flow sampling events for 2008
  • Special Onondaga Creek samples relating to dewatering activities on the Clinton project were collected at Dorwin Avenue and Adams and Water streets on June 2 and 16.

Lake sampling:

  • Lake weekly sampling events were conducted on June 9 and 25.
  • South Deep and North Deep station sampling events conducted on June 17
  • Lake bacteria sampling conducted on June 11 and 30. (Five samples are to be collected each month at each of the lake's sampling locations in both Class B and Class C sections.)

Fisheries sampling:

  • Collected pelagic larvae sampling on June 5, 19 and 30. This is done every 2 weeks from April through July.
  • Nesting survey was completed June 11 and 12.
  • Completed event one of six juvenile seine events of littoral young-of-the-year. This sampling is to be completed every 3 weeks from July through October.
  • Completed first event with Wednesday Night Salt City Bassmasters' weekly tournament.

Contract with George Mezey to provide assistance with design and bid reviews, bid specifications and procedures. Contract amount: $15,000.00. Executed: 6/13/08.

Project management:
Contract with John Clare amended for ACJ project management for the period 5/24/08 - 12/31/08. Contract amendment amount: $50,000.00. Executed: 6/5/08.

Clinton RTF and conveyances:
Contract with Environmental Engineering Associates (EEA) amended for additional design services, including value engineering. Contract amendment amount: $58,333.00. Executed: 6/23/08.

Change orders

Biosolids handling improvements:
Contract with Ridley Electric Company, Inc. amended to include various modifications including replacing sensors in tanks, revisions to dewatering field bus, and changes to sludge transfer pump speed controls. Contract change order amount: $49,443.00. Executed: 6/6/08.

Midland Avenue conveyances and RTF:
Contract with Edward Joy Company amended to include various modifications including relocating heaters and ductwork, modifying installation of dampers and providing exhaust fan control panels. Contract change order amount: $22,106.96. Executed: 6/30/08.

Legislative action

Upcoming for July legislative session: Authorizing application for a grant under the Urban and Community Forestry Program in an amount up to $75,000 and, upon approval, authorizing execution of a project agreement with NYSDEC for such financial assistance.
