New Clinton conveyance contract begins
-
Construction continued on the Clinton Conveyances
Phase I project. During the month:

The contractor (Delaney):

Continued installation of sheeting, sewers, and
manholes.

Installed the carrier pipe within the 88-inch
steel casing for the conveyance sewer that crosses
under Onondaga Creek
-
Completed final pavement restoration on West
Onondaga Street and Gifford Street on the west side of
Onondaga creek.
-
Sidewalk restoration continues throughout the job
site. Restoration has begun on the Rescue Mission grounds.
-
The microtunneling contractor finished grouting the
caisson joints for five of the caisson shafts and
began microtunneling operation.
This $15 million project involves installation of
conveyance pipelines in areas near the Clinton Street
RTFnot including pipelines in the Armory Square area or
on the Trolley Lot.
-
Mobilization began for the Clinton Conveyances Phase
2A. Construction will primarily be focused on the area
behind the MOST with installation of a pipe under the
elevated railroad to the Trolley Lot:

Meetings were held with the Armory Square Association
to bring them up to date on construction plans for
this phase of the project.
-
Work to date has been on installing soil borings
designed to help determine dewatering plan.
-
In the coming month, the contractor will begin
installation of geotechnical monitoring instruments
and install construction fencing and traffic detour
signage.

Work activities on the Midland Phase II project during
May included:
-
Addressing punch list items

Testing of various systems in the facility is ongoing

Final grading and landscaping.

There were no construction activities this month on
the sewer separation project for CSO 050
(Parkway-Rockland). The only work remaining includes
lining a section of a former combined sewer under a
portion of Bissell and Temple and final milling and
paving of all the affected streets. This work is now
slated for summer 2008.

Parties to the ACJ continued meeting regularly, as
agreed, to consider alternative CSO control measures
regarding the remaining CSO projects of Clinton and
Harbor Brook.

The Skimmer Boat began its 2008 season on Thursday,
May 1 removing floatable debris from the Inner Harbor
area. Under contract with the County, Alpha Boats
Unlimited provides the boat and crew that collects
trash one day a week during May; it goes to two days a
week through the main recreational season of June-August.
They complete daily logs on their collections that are
submitted to the County, tracked, and compiled.
Locations covered by the skimmer include the Inner
Harbor, the stream channel to Onondaga Lake, and Onondaga Creek
outlet at the Lake.

Installation of concrete in the Midland RTF disinfection tank (May 2005)

All construction work is now complete on the Midland
RTF, and a pre-start up testing period is underway.
Upcoming work
Work anticipated for June 2008 includes:

Midland Phase III activities
The potential for revisions to the Phase III plans is
being evaluated at this time.
Construction on the Phase III pipeline will begin at
the West Castle Street end and progress over 2½ years
toward West Newell Street. No single area will be
affected for the full 2½ years, and the length of time
that construction will take place along each street
depends on the size of the pipe to be installed. The
pipeline ranges in size from 12 feet in diameter near
West Castle Street to 4 feet in diameter near Newell
Street.

Sewer separation for CSO basin 050the Rockland
Avenue-Parkway Drive area of Syracuseinvolved
installation of 4200 feet of new sewer pipeline.
Construction
began
on July 9, 2007 at the intersection of Rockland and
Hunt. The project is scheduled to be completed,
including restoration of the streets, in the spring of
2008 at an estimated cost of $3.2 million.
Work underway (May 2008)
Construction to be concluded:

Relining a portion of the combined line under a
portion of Bissell and Temple will be done this
summer.

The streets will be fully restored.
The CSO has been converted to stormwater only and no
longer discharges combined sewage and stormwater into
Onondaga Creek.

Completed grouting on five caissons. Micro-tunneling
has begun.

casing that was installed under Onondaga Creek. This task
brought the pipe from the west side of the creek to
the east side of the creek to connect west-side
overflows to the future facility.

Clinton CSO area, noting CSO 030

Mobilization began on Contract 2A. Contract 2A covers
pipe installation under the railroad near RTF to the
rear of the MOST and will take in one CSO (030).
Exploratory borings were begun to help develop a
dewatering plan.

The County notified bidders on April 25, 2008 that all
bids on the Clinton RTF project were rejected. Working
with the ACJ parties and others, the County will
pursue implementation of alternatives technologies to
address the Clinton CSOs. These technologies will include green
infrastructure projects.
The goal of the Clinton project is to abate eleven CSOs
between Fayette and Oneida streets near downtown
Syracuse.

Conveyance and RTF project activities:
No activities to report this month.
The current planned project for the Harbor Brook CSOs
includes two regional storage and treatment
facilities, four underground floatables control
facilities, upgrading one pump station, and
installation of conveyance pipelines to transport CSO
flow to the facilities. The two sites identified for
purchase for the storage and treatment facilities are
on vacant privately owned land. The County along with
the other ACJ parties will be evaluating the potential
use of green infrastructure in this CSO area as well
as the Clinton area.

The following is a summary of the projects completed
under Appendix B, pages 10-12, of the Amended Consent Judgment. Each of these
ten CSO-related projects had a major milestone
completion date of July 1, 2002. Some of these
interim projects were completed well ahead of the
major milestone date, and all except two met the major
milestone date. The projects are listed below
by date completed:
Under Appendix A of the Amended Consent Judgment, certain improvement
projects at Metro were designated as interim projects
and given a major milestone date for completion of
July 1, 2002. All six projects were completed by the
milestone date, and most were completed well ahead of
schedule. The projects are listed below by date
completed:

Biweekly tributary sampling was conducted on May 13 and 27.
-
The Program has completed six high-flow sampling events for 2008.
-
Special Onondaga Creek samples relating to dewatering activities on
the Clinton project were collected at Dorwin Avenue and on Adams and Water
streets on May 5 and 19.
-
Lake weekly sampling events were conducted on May 12 and 28.
-
South deep sampling events were conducted on May 6 and 20.
-
Lake bacteria sampling was conducted on May 14.
(Five samples are to be
collected each month at each of the lake's sampling locations in both Class B
and Class C sections.)

The Program performed pelagic larvae sampling on May 5 and 22. This is done
every 2 weeks from April through July.

Spring electrofishing sampling (done once in the spring and
once in the fall) was conducted May 18, 19, and 20.
