Monthly report—April 2008


 

Highlights of the month

  • Construction continued on the Clinton Conveyances Phase I project. During the month, the contractor (Delaney) performed the following:
    • Continued installation of sheeting, sewers, and manholes
    • Completed pipe-ramming installation of 88-inch steel casing under Onondaga Creek for the conveyance sewer that crosses the creek
    • Completed the formwork and cast-in-place concrete work for the base and walls of two manholes
    • Completed installation of another two manholes
    • Restored curbing and concrete street base on Gifford Street (west of Creek) and West Onondaga Street.
    • Microtunneling contractor continued grouting the caisson joints for three of the shafts.

    This $15 million project involves installation of conveyance pipelines in areas near the Clinton Street regional treatment facilility—not including pipelines in the Armory Square area or on the Trolley Lot.

  • Work activities on the Midland Phase II project during April included:
    • Addressing punch list items
    • Pre-start up testing of various systems within the facility
    • Development of the O & M manuals.

  • Bids that were opened on October 10 for the Clinton Street CSO RTF project were rejected this month as the County considers alternatives to the RTF. Letters rejecting the bids were sent April 25 from the County. The County will work with the Amended Consent Judgment parties to pursue a combination of green infrastructure alternatives most likely combined with some type of "grey" facility.
  • There were no construction activities this month on the sewer separation project for CSO 050 (Parkway-Rockland). The only work remaining includes lining a section of a former combined sewer under a portion of Bissell and Temple and final milling and paving of the affected streets. This work is slated for spring 2008. The City will place curbing on Parkway soon. After that, the County's contractor will complete the restoration of the streets.
  • Contracts were executed on April 25, 2008 for the Clinton Conveyances Phase 2A, and a pre-construction meeting was held with the contractor, Delaney, on April 29. The Notice to Proceed was issued by the County to contractor in a letter dated April 29. Bids were opened for this project on January 9, 2008. Four bids were received, and the low bidder was Delaney Construction at $3,578,908. This bid is under the engineer's estimate of $3,692,000. The schedule of work is to be finalized.
  • Parties to the ACJ continued meeting regularly as agreed to consider alternative CSO control measures regarding the remaining CSO projects of Clinton and Harbor Brook.
  • Restoration with topsoil and seeding was completed this month on the six lots related to the Midland Phase III project and four lots in the Harbor Brook area where demolitions were done.

Midland conveyances and regional treatment facility (CSO)

All construction work is now complete on the Midland RTF, and a pre-start up testing period is underway.

Upcoming work

Work anticipated for May 2008 includes:

  • Completion of testing of various equipment and systems including PLCs, HVAC, boilers.
  • Punch list items will continue to be worked on.

Midland Phase III activities

Titan Wrecking and Environmental, LLC, of Kenmore, NY completed site restoration with topsoil and seeding at the six lots related to the Midland Phase III work where demolitions occurred.

Documents for re-bidding of the Phase III project were completed. The potential for further revisions is being evaluated at this time.

Construction on the Phase III pipeline will begin at the West Castle Street end and progress over 2½ years toward West Newell Street. No single area will be affected for the full 2½ years, and the length of time that construction will take place along each street depends on the size of the pipe to be installed. The pipeline ranges in size from 12 feet in diameter near West Castle Street to 4 feet in diameter near Newell Street.

Sewer separation: Rockland-Parkway area

Sewer separation for CSO basin 050—the Rockland Avenue-Parkway Drive area of Syracuse—involved installation of 4200 feet of new sewer pipeline. Construction began on July 9, 2007 at the intersection of Rockland and Hunt. The project is scheduled to be completed, including restoration of the streets, in the spring of 2008 at an estimated cost of $3.2 million.

Work underway (April 2008)

Construction to be concluded:

  • Relining a portion of the combined line under a portion of Bissell and Temple (spring 2008)
  • Streets to be fully restored (spring 2008).

The CSO has been converted to stormwater only and no longer discharges combined sewage and stormwater into Onondaga Creek.

  • Construction began at the end of July 2007 and is continuing.
  • Installation of manholes, sheeting, and sewer lines continues.
  • Installation of microtunneling shafts and caissons continues.
  • All of steel casing for the 88-inch pipe has been installed through pipe-ramming under the creek—bringing the pipe from the west side of Onondaga Creek to the east side of the Creek to connect west side overflows to the future RTF facility.
  • Completed the following:
    • Installation of two manholes
    • Further grouting on the microtunneling caissons
    • Restoration of curbing and concrete base on Gifford Street and West Onondaga Street.

Upcoming work

Work anticipated for May includes:

  • Continue installation of manholes, sheeting, and sewer conveyance pipelines
  • Installation of 88-inch carrier pipe within the steel casing completed under Onondaga Creek for the conveyance sewer
  • Complete construction of micro-tunneling caissons
  • Complete final pavement restoration (asphalt replacement) on West Onondaga and Gifford streets on the west side of Onondaga Creek
  • Begin surface restoration of Rescue Mission grounds.
  • Complete jet grouting of caisson joints and begin microtunneling operation on west side of Onondaga Creek.

Clinton Phase II conveyances and RTF (CSO)

(ACJ date: further amended completion date of January 1, 2013)

Notice of intent to award was issued on Contract 2A. Contract 2A covers pipe installation under the railroad near RTF to the rear of the MOST and will take in one CSO. The following tasks were completed:

  • A notice to proceed was issued on April 29 to Delaney Construction on the Phase 2A project
  • Contract finalized and signed on April 25
  • Preconstruction meeting held with contractor on April 29, 2008
  • The Engineer's estimate was $3,692,000. Bids were opened January 9, 2008. The following four bids were received:
    • Delaney at $3,578,908 (apparent low bidder)
    • Bongiovanni at $4,983,040
    • Falter at $5,574,101
    • Tuscarora at $10,734,150

RTF bids rejected

The County notified bidders on April 25, 2008 that all bids on the Clinton RTF project were rejected. Working with the ACJ parties and others, the County will pursue implementation of alternatives technologies to address the Clinton CSOs. These technologies will include green infrastructure projects.

The goal of the Clinton project is to abate eleven CSOs between Fayette and Oneida streets near downtown Syracuse.

The current planned project for the Harbor Brook CSOs includes two regional storage and treatment facilities, four underground floatables control facilities, upgrading one pump station, and installation of conveyance pipelines to transport CSO flow to the facilities. The two sites identified for purchase for the storage and treatment facilities are on vacant privately owned land. The County along with the other ACJ parties will be evaluating the potential use of green infrastructure in this CSO area as well as the Clinton area.

Each of these ten CSO-related projects had a major milestone completion date of July 1, 2002. Major milestones met for Metro Interim Projects

Under Appendix A of the Amended Consent Judgment, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002. All six projects were completed by the milestone date, and most were completed well ahead of schedule. The projects are listed below by date completed:

Ambient Monitoring Program

Tributary sampling

  • Biweekly tributary sampling conducted on April 15 and 29. Quarterly extended tributary sampling also conducted on April 1 that qualified as a high-flow event. Six high-flow sampling events have now been completed for 2008.
  • Special Onondaga Creek samples relating to dewatering activities on the Clinton project were collected at Dorwin Avenue, Adams Street, and Water Street on April 7 and 21.

Lake sampling

  • Weekly sampling began this month on the lake for this new monitoring season.
  • Lake weekly sampling events were conducted on April 3, 14, and 28.
  • Double Lake sampling event including north and south deep was conducted on April 9.

Fisheries sampling

Collected the first of the season pelagic larvae sampling on April 24. This will be done every 2 weeks from April through July.
