Highlights of the month

  • Work activities on the Midland Phase II project during March included:
    • All construction has been completed on the project, and punch list items are being addressed.
    • Pre-start up testing of various systems within the facility is ongoing.
    • Development of the O & M manuals is ongoing.

  • There were no construction activities this month on the sewer separation project for CSO 050 (Parkway-Rockland). The only work remaining includes lining a section of a former combined sewer under a portion of Bissell and Temple and final milling and paving of all affected streets slated for spring 2008.
  • Construction continued on the Clinton Conveyances Phase I project:
    • The contractor (Delaney) continued installation of sheeting, sewers, and manholes.
    • Delaney completed relocation of 16-inch water main on Gifford Street.
    • The micro-tunneling subcontractor continued installation of the micro-tunneling shafts on the west side of the creek.

    This $15 million project involves installation of conveyance pipelines in areas near the Clinton Street RTF—not including pipelines in the Armory Square area or on the Trolley Lot.

  • Bids were opened for the Clinton Conveyances Phase 2A on January 9, 2008. Four bids were received. The apparent low bidder was Delaney Construction at $3,578,908. This bid is under the engineer's estimate of $3,692,000. A notice of intent to award was sent from the County to Delaney Construction on March 7, and the contractor is providing necessary information to allow the contract to be finalized.
  • Bids were opened on October 10 for Clinton Street CSO abatement RTF project. Three bids were received for the general contractor, three for the electrical contract, two each for the HVAC and plumbing contracts. Bidders were asked and agreed to extend their bids until May 1, 2008 to allow time for parties to the Amended Consent Judgment to review and evaluate alternatives raised by Atlantic States Legal Foundation and others.
  • Parties to the Amended Consent Judgment continued meeting weekly as agreed to consider alternative CSO control measures related to green infrastructure regarding the remaining CSO projects of Clinton and Harbor Brook. The county executive has indicated that April 15 will be a decision point for the County in determining the immediate future of the Clinton project as currently planned.
  • Demolition was completed this month on the six structures related to the Midland Phase III project and four structures in the Harbor Brook area. In the coming month, the areas will receive topsoil and seeding.

All construction work is now completed on the facility, and a pre-start up testing period is underway.

Upcoming work

Work anticipated for April 2008 includes:

  • Completion of testing of various equipment and systems including PLCs, HVAC, boilers
  • Punch list items to be worked on.

Midland Phase III activities

  • Titan Wrecking and Environmental, LLC of Kenmore, NY completed building demolitions related to the Midland Phase III and Harbor Brook projects. By the end of March, all six building had been demolished and just topsoil and seeding remain to be done.
  • Completion of bid documents for re-bidding of the Phase III project.

Construction on the Phase III pipeline will begin at the West Castle Street end and progress over 2½ years toward West Newell Street. No single area will be affected for the full 2½ years, and the length of time that construction will take place along each street depends on the size of the pipe to be installed. The pipeline ranges in size from 12 feet in diameter near West Castle Street to 4 feet in diameter near Newell Street.

Sewer separation: Rockland-Parkway area

Sewer separation for CSO basin 050—the Rockland Avenue-Parkway Drive area of Syracuse—involved installation of 4200 feet of new sewer pipeline. Construction began on July 9, 2007 at the intersection of Rockland and Hunt. The project is scheduled to be completed, including restoration of the streets, in the spring of 2008 at an estimated cost of $3.2 million.

  • Relining a portion of the combined line under a portion of Bissell and Temple (spring 2008)
  • Streets to be fully restored (spring 2008).

The CSO has been converted to stormwater only and no longer discharges combined sewage and stormwater into Onondaga Creek.

Clinton Phase I conveyances

Construction continues to progress

  • Construction began at the end of July and is continuing.
  • Installation of manholes, sheeting, and sewer lines continues.
  • Continued installation of micro-tunneling shafts and caissons.
  • Approximately 70 linear feet of 88-inch pipe has been installed through pipe ramming under Onondaga Creek, bringing the pipe from the west side of the Creek to the east side of the Creek to connect west side overflows to the future facility.
  • Completed repair of tunnel lighting conduit damaged during archeological investigation at RTF site.

Upcoming work

Work anticipated for the month of April includes:

  • Continue installation of manholes, sheeting, and sewer conveyance pipelines
  • Continuation of pipe ramming under Onondaga Creek
  • Complete construction of micro-tunneling caissons
  • Possibly begin microtunneling operation on west side of Onondaga Creek.

Notice of intent to award was issued on Contract 2A. Bids were opened on January 9, 2008. The following four bids were received:

The engineer's estimate was $3,692,000. Contract 2A covers the railroad crossing near the RTF to the rear of the MOST. The notice of intent to award was issued March 7 to Delaney.
 
Work continues to finalize the contract.
 
2B project will cover the West Jefferson Street to Fayette Street pipeline and creekwalk.
RTF was advertised for bids on August 8.
 
Pre-bid meeting was held on August 22.
 
Bids were opened October 10. Three bids were received for the general construction contract. Falter was apparent low bidder at $65,615,101.
 
Total of low bids for all four prime contracts is $75,938,541. At County's request, bidders have agreed to another time extension to allow the County additional time for review and discussions with all parties to the Amended Consent Judgment regarding alternatives. This extension goes to May 1, 2008.

The goal of the project is to abate eleven CSOs between Fayette and Oneida streets. The Facility Plan evaluates alternative technologies to address the overflows and alternative sites for a storage-treatment facility. It recommends:

  • In-line storage and a regional treatment facility (RTF) with a vortex separator as the most cost-effective approach
  • Construction on a site between the elevated railroad tracks and Onondaga Creek southwest of the MOST on West Jefferson Street.

No new activities this month Building demolition contractor, Titan, completed demolition of four buildings at the corner of Grand and Delaware needed for the Harbor Brook project in March. Topsoil and seeding is to be done in April.

The Facility Plan recommends two regional storage and treatment facilities (RTFs), five underground floatables control facilities, upgrading one pump station, and installation of conveyance pipelines to transport CSO flow to the facilities. The Facility Plan also identifies two sites, both are privately owned vacant land, for purchase for sites of the RTFs.

Major milestones met for CSO interim projects

The following is a summary of the projects completed under Appendix B, pages 10-12, of the Amended Consent Judgment. Each of these ten CSO-related projects had a major milestone completion date of July 1, 2002. Major milestones met for Metro Interim Projects

Under Appendix A of the Amended Consent Judgment, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002. All six projects were completed by the milestone date, and most were completed well ahead of schedule. The projects are listed below by date completed:

Ambient Monitoring Program

Sampling conducted this month included:

  • Biweekly tributary sampling was conducted on March 4 and 18. The sampling event on March 4 also met the criteria for a high-flow sampling event.
  • An additional special tributary sampling event under high-flow conditions was conducted on March 5 in response to 0.42 inches of rain and snowmelt.
  • The AMP has now completed five high-flow sampling events for 2008.
  • Special Onondaga Creek samples relating to dewatering activities on the Clinton project were collected at Dorwin Avenue, Adams Street, and Water Street on March 10 and 24.
  • Monthly winter sampling in the South Deep of Onondaga Lake was conducted on March 27.

Fisheries sampling

  • Conducted QA/QC of data entries in the Integrated Biological Database
  • Equipment was prepared and repaired for the upcoming 2008 monitoring season
  • All field and laboratory activities have been completed for the 2007 monitoring season.
