Constructon & bid activity

Work activities on the Midland Phase II project during
December included:
-
Electrical contractor is completing the final
power and signal connections to equipment throughout
the RTF.

Plumbing contractor is completing the insulation and
labeling of piping and tagging of valves.

The boilers are on and undergoing a 14-day testing
period.
-
The HVAC contractor has completed installation of duct
work throughout the RTF.
-
The general contractor continues field testing of the
process equipment in place.
-
Painting continues in the interior of the RTF.
-
Fencing is complete.
-
Blaine Street will be opened in early January.
As of December 31, 2007, $51,845,419 has been paid on
the four prime contracts which is 95.7% of the total
contract sum. The current sum of the prime contracts
including approved change orders is $54,160,484.

Construction continued on the sewer separation project
for CSO 050 (Parkway-Rockland). Work accomplished this
month included:
-
Installation of 100 linear feet of storm sewer on
Temple Place, two stormwater manholes, one sewer
manhole, and a new catch basin.
-
All sewer laterals for the entire CSO area
050 have now been completed.
-
Pre-winter road restoration efforts were completed
this month on Parkway, Shelbourne, Bellaire, and Temple
that included replacement asphalt to road elevation,
installation of sidewalks and handicap ramps at
intersections.
Installation of a new storm sewer on East Bissell
Street is scheduled for January, weather dependent. Final
milling and paving of the streets are slated for spring
2008.

Construction continued on the Clinton conveyances
Phase I project:
-
By the end of the month, the contractor had completed
installation of the 60-inch West Onondaga Street conveyance
line (west) and installation of a portion of the
27-inch sewer conveyance line along Dickerson Street.
-
The contractor began installation of the 66-inch sewer
conveyance.
-
Installation of sheeting along the conveyance routes
also continued along with installation of manholes.
-
The micro-tunneling subcontractor continued
installation of microtunneling shafts.
This $15 million project involves installation of
conveyance pipelines in areas near the Clinton Street
RTFnot including pipelines in the Armory Square area
or on the Trolley Lot.

Bid advertisement for the Clinton conveyances Phase 2A
project was published November 20, 2007. The bid
opening date extended to January 9, 2008. (Bids were
opened on January 9, and four bids were received. The
apparent low bidder is Delaney Construction at
$3,578,908. This bid is under the engineer's estimate
of $3,692,000. Bids are currently under review.)

Bids were opened on October 10 for the Clinton Street
CSO abatement RTF project. Three bids were received
for the general contractor, three for the electrical
contract, two each for the HVAC and plumbing
contracts. Bidders were asked to extend their bids
againuntil February 1, 2008to allow the County more
time for review. Review is currently ongoing.

Phase II construction continues

Erecting a fence adjacent to Onondaga Creek (Oct 2007)

Work continues to complete this facility on schedule
for start-up activities slated for January 2008. The
boilers are on and undergoing a 14-day test period. The
HVAC contractor has completed the installation of duct
work and has begun testing of the HVAC system.
Completion work continues on insulating and labeling
the piping and tagging valves. Fencing is now
completed. Interior painting continues within the
RTF.

Midland Phase III activities
-
Pre-construction meeting on building demolition contract held 12/12/07
-
Notice to proceed issued to Titan Wrecking and
Environmental, LLC. of Kenmore, NY for the building
demolition contract on 12/26/07. Contract involves
demolition of four structures related to the Harbor
Brook project and six structures related to the
Midland Phase III project.
-
Work continues to prepare bid documents for
re-bidding of the Phase III project.
Construction on the Phase III pipeline will begin at
the West Castle Street end and progress over 2½ years
toward West Newell Street. No single area will be
affected for the full 2½ years, and the length of time
that construction will take place along each street
depends on the size of the pipe to be installed. The
pipeline ranges in size from 12 feet in diameter near
West Castle Street to 4 feet in diameter near Newell
Street.
The co-generation equipment was delivered on September
7 and installed. Approval from National Grid is
required before start-up.
Sewer separation for CSO basin 050the Rockland
Avenue-Parkway Drive area of Syracuseinvolves
installation of 4200 feet of new sewer pipeline.
Construction
began
on July 9, 2007 at the intersection of Rockland and
Hunt. The project is scheduled to be completed
in the fall of 2008 at an estimated cost of
$3.2 million.

Contract 2A covers the railroad crossing near RTF to

RTF advertised for bids on August 8.
Pre-bid meeting held on August 22.
Bids were opened October 10, and three bids received
for the general construction contract. Falter was
apparent low bidder at $65,615,101.
All bids for general, electrical, plumbing, and HVAC
are currently under review by the County. Total of low
bids for all four prime contracts is $75,938,541. At
County's request, bidders have agreed to another time
extension to allow County additional time for review.
This extension goes to February 1, 2008.

The goal of the project is to abate eleven CSOs
between Fayette and Oneida streets. The Facility Plan
evaluates alternative technologies to address the
overflows and alternative sites for a
storage-treatment facility. It recommends:

In-line storage and a regional treatment facility
(RTF) with a vortex separator as the most
cost-effective approach
-
Construction on a site between the elevated railroad
tracks and Onondaga Creek southwest of the MOST on West
Jefferson Street.

Pre-construction meeting held on December 12, 2007
with Titan on building demolition contract. Buildings
slated for demolition include four buildings at corner of
Grand and Delaware needed for Harbor Brook Upper RTF
project.

The Facility Plan recommends two regional storage and treatment
facilities (RTFs), five underground floatables control
facilities, upgrading one pump station, and
installation of conveyance pipelines to transport CSO
flow to the facilities. The Facility Plan also identifies
two sites, both are privately owned vacant land, for
purchase for sites of the RTFs.
In a letter dated December 26, 2007, the DEC issued
its approval of the County's Final 2006 Annual Report
for the County's Onondaga Lake Ambient Monitoring Program.

The following is a summary of the projects completed
under Appendix B, pages 10-12, of the Amended Consent Judgment. Each of these
ten CSO-related projects had a major milestone
completion date of July 1, 2002. Some of these
interim projects were completed well ahead of the
major milestone date, and all except two met the major
milestone date. The projects are listed below

Under Appendix A of the Amended Consent Judgment, certain improvement
projects at Metro were designated as interim projects
and given a major milestone date for completion of
July 1, 2002. All six projects were completed by the
milestone date, and most were completed well ahead of

Sampling conducted this month included:

Biweekly tributary sampling conducted on December 11 and 26

Special Onondaga Creek samples relating to the Midland dewatering project were collected at Dorwin Avenue and Water Street on December 3 and 14.
