Rockland sewers completed
-
Work activities on the Midland Phase II project during
September included:
-
Electrical contractor continues to install
conduits and wiring for lighting and control panels
throughout the RTF. Plumbing contractor has completed
installation of roof drains, leaders, and unit heaters
throughout the RTF.

HVAC contractor is installing duct work
throughout the RTF and has completed louvers on the RTF.
Only a few dampers remain.
-
Exterior of building is coated with anti-graffiti
product, and interior painting continues.
-
Seeding and placement of onsite roadways, parking
areas, and curbs are in progress.
-
The roofing contractor completing metal flashing
and coping.
-
Concrete pours continued with 20,500 cubic yards
of concrete placed to-date of an estimated 23,000
cubic yards planned for the total facility.

As of September 30, $49,312,410 has been paid on
the four prime contracts, which is 91.4% of the total
contract sum. The current sum of the prime contracts
including approved change orders is $54,338,936.

All major construction has been completed on
the biosolids handling improvements at Metro, and the
County has assumed operation of this project. The new
cogeneration system was delivered on September 7.
When operational, this will be fueled by the biogas
from our wastewater treatment process with a natural
gas back up. The general and electrical contractors
are making the necessary piping and electrical
connections. We hope to commence its operation this
fall.

Construction continued on sewer separation
for CSO 050 (Parkway-Rockland). The remaining pipeline
installation on Rockland Avenue was completed this
month (total line, 1000 feet), and the new sewer line
was completed in the portion of South Avenue covered
in this project. Work to install a new sanitary sewer
on Parkway Drive started this month. Street
restoration was begun on Rockland Avenue.

Construction continued on the Clinton conveyances
Phase I project in the areas of West Onondaga and West
streets. By the end of the month, the Adams Street
conveyance sewer had been installed up to Gifford
Street. Additional construction work was started at
the other end of the project in the vicinity of West
Street with installation of the remaining geotechnical
monitoring points completed. The construction of our
field office in the Museum of Science and Technology
(MOST) was completed this month and opened for
business. This $15 million project involves
installation of conveyance pipelines in areas near the
Clinton Street RTF, not including pipelines in the
Armory Square area or on the Trolley Lot.

Bids were received for the building demolition
contract related to both Phase III of the Midland and
the Harbor Brook projects this month. They are under
review. A post-bid meeting was held on September 12
with the apparent low bidder. The contract will be
awarded in October.

Bids were advertised for the Clinton Street CSO
abatement RTF project on August 8 with bids initially
due by September 19. The bid opening date was
extended to October 10 based on contractors' requests.

Midland Phase III activities
-
Reviewed bids for demolition contract, and met with apparent low bidder.
Five bids were received. This contract involves demolition of four structures
related to the Harbor Brook project and six structures related to the Midland
Phase III project.

Preparing bid documents for re-bidding of the Phase III project. Bid
announcement is currently planned for November.
Construction on the Phase III pipeline will begin at
the West Castle Street end and progress over 2½ years
toward West Newell Street. No single area will be
affected for the full 2½ years, and the length of time
that construction will take place along each street
depends on the size of the pipe to be installed. The
pipeline ranges in size from 12 feet in diameter near
West Castle Street to 4 feet in diameter near Newell
Street.
New system operational. Onondaga County is operating the new system.
The co-generation equipment was delivered on
September 7, and the contractor is working on installation.
Sewer separation for CSO basin 050the Rockland
Avenue-Parkway Drive area of Syracuseinvolves
installation of 4200 feet of new sewer pipeline.
Construction
began
on July 9, 2007 at the intersection of Rockland and
Hunt. The project is scheduled to be completed
in the fall of 2008 at an estimated cost of
$3.2 million.

Remaining archeological work commenced on Trolley Lot

The goal of the project is to abate eleven CSOs
between Fayette and Oneida streets. The Facility Plan
evaluates alternative technologies to address the
overflows and alternative sites for a
storage-treatment facility. It recommends:

(RTF) with a vortex separator as the most
cost-effective approach

tracks and Onondaga Creek southwest of the MOST on West

Four buildings that are slated for demolition were
included in the demolition bid documents compiled for
Midland Phase III. The buildings are at the corner of
Grand and Delaware.

The Facility Plan recommends two regional storage and treatment
facilities (RTFs), five underground floatables control
facilities, upgrading one pump station, and
installation of conveyance pipelines to transport CSO
flow to the facilities. The Facility Plan also identifies
two sites, both are privately owned vacant land, for
purchase for sites of the RTFs.
The County assisted in preparation of presentation
materials and information for use at the Onondaga Lake
Partnership's Annual Progress Meeting scheduled for
Monday, October 22 at the Genesee Grande Hotel in
Syracuse. The meeting will begin at 6:00 p.m. with
exhibits. Presentations will begin at 6:30 p.m.
A quarterly all-parties meeting on the Amended Consent Judgment was
held on September 24 at the DEC with representatives
present from the County, EPA, DEC, Atlantic States
Legal Foundation, and the State Attorney General's
office. Updates were provided and discussed on all current
ACJ projects.

The following is a summary of the projects completed
under Appendix B, pages 10-12, of the Amended Consent Judgment. Each of these
ten CSO-related projects had a major milestone
completion date of July 1, 2002. Some of these
interim projects were completed well ahead of the
major milestone date, and all except two met the major
milestone date. The projects are listed below

projects at Metro were designated as interim projects

Biweekly tributary sampling conducted on
September 6 only this month due to personnel
shortage. Second round of sampling rescheduled for

Special Onondaga Creek samples relating to

Dorwin Avenue on September 10, 20, and 24.

South Deep biweekly sampling was conducted on September 11 and 25.

Special weekly Lake sampling done on September 4, 11, 19, and 25.

Conducted full Three Rivers sampling (Seneca,

Sixteen river buoy sites and three lake outlet sites
were sampled. In addition, four effluent locations

(Metro, Baldwinsville-Seneca Knolls, Wetzel Road, and
Oak Orchard).

high-flow sampling events to-date.

September 12-14. This type of sampling is to be completed every 3 weeks from

Completed this year's aerial photography of Onondaga Lake on August 1 to
