Two projects begin construction
 

Highlights of the month

  • Work activities on the Midland Phase II project during July included:
    • Backfilling along the remaining portions of the 144-inch pipe to final grade. It will shortly be ready for topsoil and seeding.
    • Midland Avenue was reopened to traffic on July 1.
    • Caulking has begun on the exterior brick and architectural concrete panels on the RTF.
    • The roofing is nearly complete, and painting continues on the interior of the RTF.
    • Concrete pours continued; 20,500 cubic yards of concrete have been placed to-date of an estimated 23,000 cubic yards planned for the total facility.
    • As of July 31, $46,445,370 has been paid on the four prime contracts, which is 86.2% of the total contract sum. The current sum of the prime contracts, including approved change orders, is $53,841,647.

  • All major construction has been completed on the biosolids handling improvements at Metro, and the County has assumed operation of this project. The cogeneration system is scheduled for delivery the week of August 20.
  • Construction began on July 9 on sewer separation for CSO 050 (Parkway-Rockland). By the end of the month, two manholes and approximately 370 feet of 12-inch PVC sewer pipe had been installed. This project is scheduled for completion by the end of 2008.
  • The intermunicipal agreement related to ACJ projects was signed by all parties this month. It addresses a number of issues including mitigation payments, property acquisitions, and dropping of lawsuits between the County and the City.
  • Bids were opened on June 6 for the Phase III Midland project. There were three bidders. After review, the bids were rejected by the County and a determination made that the project will be re-bid. The County and its consultants are reviewing the contract documents for possible cost-saving modifications.
  • The notice-to-proceed was issued on July 11 for the Clinton conveyances Phase I project to low bidder Delaney Construction. The pre-construction meeting on this project was held on July 19. Construction began on July 23. This $15 million project involves installation of conveyance pipelines in areas near the Clinton Street RTF.
  • Bid documents were finalized for the Clinton Street CSO abatement RTF project to be bid in August.
  • The County's lake monitoring personnel had a display and assisted in many ways in the planning and hosting of the National Bassmaster's Tourney on Onondaga Lake at the end of July. It was a highly successful event, and the lake's fishery was the source of praise and great headlines from these professional bass fishermen from around the country.

Midland Avenue and bridge were reopened on July 1 to traffic.

Painting continues on the interior of the RTF. Caulking has begun on the exterior brick and architectural panels.

The total amount of concrete poured to-date is 20,500 cubic yards of an estimated 23,000 yards for the completed facility.

Upcoming work

Work anticipated for August 2007 includes:

  • Interior painting
  • Completing installation of roofing system
  • Backfilling and final grading along 144-inch pipe
  • Continued:
    • Boxing roadways in and around site for paving of roads and final grading over the underground storage tank
    • Installation of louvers and HVAC ductwork
    • Installation of plant water lines in the RTF by plumbing contractor.

Midland Phase III Activities this month

  • Bids opened on June 6
  • Three bids received. After review by the County, the bids were rejected, and the decision was made to rebid this project.
  • The County and EEA are reviewing bid documents to determine if modifications can be made to the bid documents that could bring about cost savings.
  • Bid documents compiled for building demolition contract for Midland Phase III and Harbor Brook RTF.

Construction on the Phase III pipeline will begin at the West Castle Street end and progress over 2½ years toward West Newell Street. No single area will be affected for the full 2½ years, and the length of time that construction will take place along each street depends on the size of the pipe to be installed. The pipeline ranges in size from 12 feet in diameter near West Castle Street to 4 feet in diameter near Newell Street.

Biosolids handling improvements

The new system is operational, and Onondaga County is operating it. Beneficial occupancy will be assumed when all necessary reports and products, such as the O&M manuals, have been received from the contractors.

The co-generation equipment is expected to be delivered week of August 20 for installation.

Sewer separation: Rockland-Parkway area

Sewer separation for CSO basin 050—the Rockland Avenue-Parkway Drive area of Syracuse—involves installation of 4200 feet of new sewer pipeline. Construction began on July 9, 2007 at the intersection of Rockland and Hunt. The project is scheduled to be completed in the fall of 2008 at an estimated cost of $3.2 million.

  • Construction began July 9 and is scheduled to be completed in fall of 2008.
  • Project began at intersection of Rockland and Hunt Avenue.
  • First progress meeting held on July 18 at WEP.
  • During July, 2 manholes and approximately 370 feet of 12-inch PVC mainline sewer pipe were installed.
  • Four sewer laterals were installed with new traps and cleanouts.

  • Pre-construction meeting held on July 19
  • Construction should commence in August.

Field work for Phase II/III archeological work was completed on July 20 in parking lot at the corner of Dickerson and Clinton Streets. Further archeological work scheduled for fall in the Trolley Lot at site of former railroad machine shop.

The contractor began construction on July 23. Initial work has included relocation of a city water line, installation of geotechnical monitoring equipment, and excavation for a pipe-jacking operation under West Street.

Upcoming work

Work anticipated for August will include:

  • Identification of utility locations by ground-penetrating radar
  • Pavement sawcutting
  • Installation of shafts for microtunneling
  • Continued excavation for pipe-jacking pits.

RTF to go to bid in August

The goal of the project is to abate eleven CSOs between Fayette and Oneida streets. The Facility Plan evaluates alternative technologies to address the overflows and alternative sites for a storage-treatment facility. It recommends:

  • In-line storage and a regional treatment facility (RTF) with a vortex separator as the most cost-effective approach
  • Construction on a site between the elevated railroad tracks and Onondaga Creek southwest of the MOST on West Jefferson Street.

The Facility Plan recommends two regional storage and treatment facilities (RTFs), five underground floatables control facilities, upgrading one pump station, and installation of conveyance pipelines to transport CSO flow to the facilities. The Facility Plan also identifies two sites, both are privately owned vacant land, for purchase for sites of the RTFs.

Other activities

Intermunicipal agreement signed

During July, all parties signed the intermunicipal agreement related to the ACJ and detailing mitigation payments, property acquisitions, and dropping of lawsuits between the City and the County. Signators to the agreement are the County Executive and the Commissioner of WEP for the County and the Mayor for the City of Syracuse and the Syracuse Urban Renewal Agency. The City Board of Education and the City Industrial Development Agency were signators as well.

Professional bass fishermen from around the country took part in the Bassmasters' Memorial Tournament held 2 days on Oneida Lake and then closing with 2 days on Onondaga Lake on Saturday, July 28 and Sunday, July 29. The fisherman came in after a very successful day on the Lake on Saturday with nothing but praise for the Lake's fishery.

The tourney received nationwide ESPN coverage. WEP staff from the County's lake monitoring division assisted in the event and had a very well-received display at the tourney showing our sampling boat and photos of fish found in the lake.

Major milestones met for CSO interim projects

The following is a summary of the projects completed under Appendix B, pages 10-12, of the Amended Consent Judgment. Each of these ten CSO-related projects had a major milestone completion date of July 1, 2002. Major milestones met for Metro Interim Projects

Under Appendix A of the Amended Consent Judgment, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002. All six projects were completed by the milestone date, and most were completed well ahead of schedule. The projects are listed below by date completed:

Ambient Monitoring Program

Summary of sampling program

Sampling conducted this month included:

  • Biweekly tributary sampling conducted on July 10 and 24
  • Special Onondaga Creek samples relating to the Midland dewatering project, collected at Dorwin Avenue on July 2, 16, and 30
  • South Deep bi-weekly sampling of the Lake conducted on July 3, 17 and 31
  • Special weekly Lake sampling done on July 3, 13, 17, 23, and 31
  • Full Three Rivers sampling (Seneca, Oneida and Oswego rivers) on July 12 to assist with completion of Three Rivers Water Quality Model. In total 16 river buoy sites and three lake outlet sites were sampled. In addition four effluent locations were sampled at four wastewater treatment plants (Metro, Baldwinsville-Seneca Knolls, Wetzel Road, and Oak Orchard).
  • Completed four (of a minimum of five) tributary high-flow sampling events by July 31, 2007.

Fisheries sampling

  • Completed event one of six juvenile seine events of the young-of-the-year on July 2. This type of sampling is to be completed every 3 weeks from July to October. Completed event two of six on July 16, 18, and 20.
  • Completed event one of two of the special study of the Onondaga Creek fishery at four locations along the Creek on July 6 and 18. Locations are Tully Farms Road, Dorwin Avenue, Newell Street, and Kirkpatrick Street.
  • Completed event six of eight of the pelagic larvae sampling on July 11. Completed event seven of eight on July 25.
  • Staff was present at Wednesday Night Salt City Bassmasters' Tournament on July 11 to monitor catch and to respond to questions.
