Midland: The 144-inch conveyance pipe

Completed Phase II Midland conveyance
-
Work activities on the Midland Phase II project during April included:
-
Completed installation of the Phase II portion of the 144-inch pipe. The
total length of the 144-inch pipeline is 1,200 feet in this section.
-
The plumbing contractor continued to install roof drains and roof
leaders on the RTF portion of the building. The HVAC contractor continued to
install supply and return water lines for the unit heaters in the RTF section.
-
The electrical contractor continued to install switchgear and
electrical conduits in the RTF portion of the building and grounding systems
around the perimeter of the underground storage tank.

The metals subcontractor continued installing walkways and stairs in
the vortex separator room.
-
Installation of storm drain piping around the site continues.
-
Concrete pours continued. This month the chemical room floor and tank
retaining walls were placed. In total for the entire facility, 19,885 cubic
yards of concrete have been placed of an estimated 23,000 cubic yards
planned for the total facility.

As of April 30, 2007, a total of $42,566,243 has been paid on the four
prime contracts, which is 79.5% of the total contract sum. The current sum of
the prime contracts including approved change orders is $53,493,488.

Construction continued on the biosolids handling improvements at
Metro.
-
County representatives attended a public hearing sponsored by the City
Common Council's Finance, Taxation and Assessment Committee on April 19, 2007
concerning the proposed ACJ Intermunicipal Agreement. No vote has been taken
yet by the City Council on the agreement.

Bids were opened this month for two ACJ projects slated to begin
construction this spring:

Clinton Phase I Conveyances: Bids opened April 17, two bids received.

Sewer separation for CSO #050 (Parkway/Rockland): Bids opened April 11,
three bids received.

One bid was advertised this month: Midland Phase III - advertised April 23, 2007.

The County met its first required 12-month rolling average (April
2006-April 2007) for Stage II Phosphorus limits in its Metro effluent. The ACJ
limit is 0.10 mg/L total phosphorus.

Adding the brick façade to the RTF
|
The specialty metals subcontractor worked on installing walkways and stairs in
the vortex separator room. The plumbing contractor continued to install roof
drains and leaders in the RTF. The HVAC contractor continued to install supply
and return water lines for the unit heaters in the RTF. The electrical
contractor continued to install switchgear and conduit in the RTF, lighting in
the underground storage tank, and conduit and panel
boxes in the underground
disinfection tank.
Total amount of concrete poured to date is 19,885 cubic yards of an
estimated 23,000 yards for the completed facility. Concrete work this month
included the chemical room floor, tank retaining
walls, and equipment pads.
For the exterior walls and the interior walls, 100% of the concrete masonry
units (CMU) have been installed. Work has begun on the
exterior brick.
Installation of storm drain piping around the site continued this month.
Installation of sections of 144-inch pipe was completed.
Geotechnical monitoring instrumentation reports continue to be compiled and
submitted to the County and consultants for review.
Upcoming work
Work anticipated for May 2007 includes:

Continued backfilling of the 144-inch pipe.

Installation of roofing system.

Continued placement of exterior bricks.

Continued installation of switchgear and conduit and panel boxes where required.

Continued installation of supply and return lines, unit heaters, and HVAC ductwork in the RTF.

The plumbing contractor will continue installation of drains and roof leaders in the RTF.
For Midland Phase III this month, bids were advertised
on April 23 and will be opened June 6.
Construction on the Phase III pipeline will begin at
the West Castle Street end and progress over 2½ years
toward West Newell Street. No single area will be
affected for the full 2½ years, and the length of the
construction's impact along each street depends on the
size of the pipe to be installed. The pipeline ranges
in size from 12 ft in diameter near West Castle Street
to 4 ft in diameter near Newell Street.

Construction continued on the new Biosolids Handling Improvements at
the Metro site.
The general contractor continued installation of piping in the
Digester Control House and worked on alignment of pumps and motors for the
gravity belt sludge feed pumps and centrifuge feed pumps as required.
The electrical contractor (Ridley) worked on
installation of lighting and fire alarms in the office area of the sludge
dewatering facility, roughing in the lighting and fire alarms in the addition
to the facility, and programming of the PLC.

Sewer separation for CSO basin 050 involves
installation of 4200 feet of new sewer pipeline.
Construction
began
in spring '07. The project is scheduled to be
completed in the fall of 2008. The entire project is
estimated to cost $4 million.

The goal of the Clinton project is to address the
abatement of eleven CSOs between Fayette and Oneida
Streets with a facility located near downtown
Syracuse. The Facility Plan evaluates alternative
technologies to address the overflows and alternative
sites for a storage-treatment facility. It also
includes a recommended plan and site near Clinton
Street between the elevated railroad tracks and Onondaga
Creek.

The Harbor Brook CSO Abatement Facilities Plan recommends specific technologies and sites
that includes two regional storage and treatment
facilities, five underground floatables control
facilities, upgrading one pump station, and
installation of conveyance pipeline to transport CSO
flow to the facilities. The two sites identified for
purchase for the storage and treatment facilities are
on vacant privately owned land.
Planning is underway for the 6th Annual Onondaga Lake Day to be held
Saturday, June 2, 2007 at Onondaga Lake Park. The County will have multiple
displays for this Onondaga Lake Partnership event.

The following is a summary of the projects completed
under Appendix B page 10-12 of the Amended Consent Judgment. Each of these
ten CSO-related projects had a major milestone
completion date of July 1, 2002. Some of these
"interim" projects were completed well ahead of the
major milestone date, and all except two met the major
milestone date. The projects are listed below
chronologically by date completed:
Under Appendix A of the Amended Consent Judgment, certain improvement
projects at Metro were designated as interim projects
and given a major milestone date for completion of
July 1, 2002. All six projects were completed by the
milestone date, and most were completed well ahead of
schedule. The projects are listed below by date
completed:
Sampling conducted this month included biweekly
tributary sampling conducted April 3 and 17, and
special Onondaga Creek sampling for the Midland
dewatering project collected April 9 and 26 at
Dorwin Avenue.
