Preparations below grade for the 144-inch pipeline at Midland RTF

Midland Phase III Design sent to DEC
-
Work activities on the Midland Phase II project during
January included:
-
Continued installation of the 144-inch pipe. By
the end of January, 625 feet of this pipeline has been
installed. When completed, the total length of the
144-inch pipeline will be 1200 feet.

Placement of the concrete masonry units (blocks) is
underway throughout the treatment facility. By the
end of January, 95% of the exterior walls and 85% of
the interior walls had been completed.
-
Placement of the outside architectural concrete
panels around the exterior walls of the RTF was
completed this month. Also, the first level of the
precast concrete roofing panels was installed this
month over the RTF.
-
Contractors continued to install switchgear and
electrical conduits, HVAC ductwork, plant water
piping, and lighting in various parts of the facility.

Concrete pours continued this month for walls in the
vacuum flushing chambers. In total for the entire
facility, 19,500 cubic yards of concrete have been
placed of an estimated 23,000 cubic yards planned
for the total facility (84.8%).

As of January 31, 2007, a total of $38,218,150 has
been paid on the four prime contracts, which is 71.4%
of the total contract sum. The current sum of the
prime contracts including approved change orders is
$53,493,488.

Construction continues on the biosolids handling
improvements at Metro. By the end of January, the new
Sludge Blend Tank Building was about 98% complete.
All pumps and piping are installed in the pump room,
and the blend tank mixers and exterior stairs are now
in place. The electrical contractor is completing
electrical and instrumentation connections. Work
continues on the sludge dewatering facility as well.
Old equipment has been replaced with new equipment
including centrifuges, gravity belt thickeners, feed
pumps, and associated piping.

The Syracuse City Council passed the
intermunicipal agreement regarding CSO 050 sewer
separation project in January. The project involves
portions of the following streets: Parkway Drive,
Rockland Avenue, East Bissell Street, Temple Place,
and South Avenue. Advertisements for bids are
scheduled for March 2007 with construction to begin
Spring 2007.

Final design documents on Midland Phase III
were completed this month and submitted to DEC for review
and approval on January 16, 2007.

Phase II construction continues
The first level of precast concrete roofing panels was
installed over the RTF, and the lower set of
architectural concrete panels have been set completely
around the exterior walls. The specialty metals
subcontractor began installation of the weir
assemblies for the vortex separators, and the
electrical contractor continued to install switchgear
and conduits in the RTF and lighting in the
underground storage tank. The plumbing contractor is
installing roof drains and leaders in the RTF, and the
general contractor continued to install concrete walls
in the vacuum flushing chambers.
The total amount of concrete poured to date is 19,500
cubic yards of an estimated 23,000 cubic yards for the completed
facility (84.8%).

Installation of sections of 144-inch pipe continued,
and installation of concrete masonry unit walls in the
RTF area continued as well. So far, 625 feet of the
144-inch pipe has been placed. To-date, 95% of the
concrete blocks for the exterior walls and 85% for the
interior walls of the treatment facility are complete.
Geotechnical monitoring instrumentation reports
continue to be compiled and submitted to the county
and consultants for review.
Upcoming work
In February, placement of walls for vacuum flushing
chambers will continue. The upper pre-cast concrete
roofing system is scheduled for placement in late
February. Additional work anticipated for February
2007 includes continued installation of:

Concrete slabs in the odor control room and chemical room

Interior CMU walls and upper level walls in the RTF

Switchgear in the RTF and lighting in the underground storage tank by electrical contractor

Midland Phase III activities this month

Continued work on property acquisitions and easements.
Construction on the Phase III pipeline will begin at
the West Castle Street end and progress over 2½ years
toward West Newell Street. No single area will be
affected for the full 2½ years, and the length of time
that construction will take place along each street
depends on the size of the pipe to be installed. The
pipeline ranges in size from 12 feet in diameter near
West Castle Street to 4 feet in diameter near Newell
Street.

New pumps in the Sludge Dewatering Facility
|
Construction continues on the new biosolids handling
improvements at the Metro site. The general contractor
is 98% complete with the new Sludge Blend Tank
Building. All pumps and piping has been installed in
the pump room, and the blend tank mixers are in place.
The electrical contractor is completing electrical and
instrumentation connections. The HVAC contractor has
installed the new steam and condensate lines and
heaters. The plumbing contractor has installed and
insulated new water lines.
Work also continues on the improvements and renovations
to the Sludge Dewatering Facility. New equipment
installed this month includes centrifuges, gravity
belt thickeners, and feed pumps. New polymer storage
and sludge storage tanks have also been installed, and
painting continues on the second floor in the
office-laboratory-lunch room area. The electrical
contractor has installed control panels. The HVAC
contractor is continuing to install new HVAC ductwork.
The plumbing contractor is running new water lines.
Sewer separation for CSO basin 050 involves
installation of approximately 4200 feet of new sewer
pipeline. The following actions were completed
recently:

Intermunicipal agreement authorized at December meeting of County Legislature.

Agreement approved by Common Council in January.
Advertisement for bids now scheduled for March 2007
following DEC approval of final design documents.
Construction to begin spring 2007 and scheduled to be
completed in fall of 2008.

The goal of the project is to abate eleven CSOs
between Fayette and Oneida streets. The Facility Plan
evaluates alternative technologies to address the
overflows and alternative sites for a
storage-treatment facility. It recommends:

cost-effective approach

The Facility Plan recommends two regional storage and treatment
facilities (RTFs), five underground floatables control
facilities, upgrading one pump station, and
installation of conveyance pipelines to transport CSO
flow to the facilities. The Facility Plan also identifies
two sites, both are privately owned vacant land, for
purchase for sites of the RTFs.

Work in progress, Tallman-Onondaga sewer separation (Nov 2004)

The following projects have been completed since July
2002. They are not classified as
interim projects.
The following is a summary of the projects completed
under the Amended Consent Judgment (Appendix B pages 10-12). Each of these
ten CSO-related projects had a major milestone
completion date of July 1, 2002. Some of these interim
projects were completed well ahead of the major
milestone date, and all except two met the major
milestone date.

Under Appendix A of the Amended Consent Judgment, certain improvement
projects at Metro were designated as
interim projects
and given a major milestone date for completion of
July 1, 2002. All six projects were completed by the
milestone date, and most were completed well ahead of
schedule. The projects are listed below by date

Biweekly tributary sampling conducted January 9 and 23
-
Special Onondaga Creek samples relating to the
Midland dewatering project were collected on January
3, 16, and 30 at Dorwin Avenue.

No lake sampling was conducted this month because
of harsh weather and insufficient ice cover on the Lake.
For the fisheries and macroinvertebrate programs,
field and laboratory activities are complete for the
2006 monitoring season. Activities this month included
equipment preparation and equipment repairs to get
ready for the 2007 monitoring season that begins April
1, 2007.
One tributary high-flow event was sampled on
January 9, 2007. This is the first of the required
minimum of five tributary high-flow events to be
sampled each calendar year.
