Skimmer boat collects record volume

Work activities on the Midland Phase II project
during November included:
-
Continued installation of the 144-inch pipe. To date,
487 feet of this pipeline have been installed.
When completed, the total length of the 144-inch pipeline
will be 1200 feet.

Placement of the concrete masonry units (CMU blocks)
is taking place throughout the treatment facility. By
the end of November, 80% of the exterior walls and 50%
of the interior walls had been completed.

Contractors continued to install underground
electrical conduits, HVAC ductwork, drain lines, and
lighting in various parts of the facility.

Concrete pours for vertical concrete columns of the
Regional Treatment Facility are now complete. For the
entire facility, 19,133 cubic yards of concrete have been
placed of an estimated 23,000 cubic yards planned for the
total facility (83%).

As of November 30, 2006, $35,868,669 has been paid on
the four prime contracts, which is 67% of the total
contract sum.

Design activities on the Midland Phase III project
included:

Continued preparation of the 100% Phase III conveyance
design documents

Continued coordination with various utility owners on
relocation of utilities

Draft Phase II environmental assessment completed by
consultant and forwarded to County for review and
comment this month.

Construction continues on the biosolids handling
improvements at Metro. By the end of November, the
general contractor, C.O. Falter Construction, was
about 95% complete on the new Sludge Blend Tank
Building and had begun demolition activities of the
belt presses, pumps, and storage tanks in the sludge
dewatering facility. The facility is being retrofitted
with new equipment.

The fifth annual free leaf bag program for city
residents was a great success again this year with
35,000 bags distributed for city residents to collect
and dispose of their leaves properly. The program
helps keep leaves out of the combined sewer system and
out of the Lake. Following pick up by City DPW, leaves
and bags are then recycled into mulch by the City.

Hundreds of educational rain gauges were distributed
to area residents and school children throughout the
County this month, funded through the UBMP grant.
-
The skimmer boat operation in the Inner Harbor
concluded its 2006 season on November 2. A total of
24.95 tons of floatables trash and debris was
collected this year. This is an increase of 1.47 tons
over last year.

In a letter dated November 27, the State DEC
approved the County's final report on its 2005 Annual Lake Ambient Monitoring
Program dated October 2006 (25 MB download).

Concrete pours continued this month on the horizontal
concrete beams in the RTF.
Vertical columns are now completed. Total amount of
concrete poured to date is 19,133 cubic yards of an estimated
23,000 cubic yards for the completed facility (83%).
Installation of sections of 144-inch pipe continued,
and installation of concrete masonry unit walls in the
RTF area continued as well. Eighty percent of the
exterior walls and 50% of the interior walls for the
treatment facility are now complete.
Geotechnical monitoring instrumentation reports
continue to be compiled and submitted to the county
and consultants for review.
The electrical contractor continued to install
underground conduit in the facility and lighting in
the underground storage tank. The plumbing contractor
has installed floor drains and piping in the vortex
and odor control rooms.
Upcoming work
Work anticipated for December 2006 includes continued
installation of:

Construction on the Phase III pipeline will begin at
the West Castle Street end and progress over 2½ years
toward West Newell Street. No single area will be
affected for the full 2½ years, and the length of time
that construction will take place along each street
depends on the size of the pipe to be installed. The
pipeline ranges in size from 12 feet in diameter near
West Castle Street to 4 feet in diameter near Newell
Street.

Construction continues on the new biosolids handling
improvements at the Metro site. The general contractor
is now about 95% complete with the new Sludge Blend
Tank Building. New pumps and process piping are
installed and painted and connected to existing
process piping.
The electrical contractor has installed lights in the
pump room and is installing drives and panels. The
HVAC contractor has installed the new low-pressure
steam and condensate lines and unit heaters in the
pump room, and the plumbing contractor has completed
installation of plant water lines.
Demolition began this month on the belt presses,
pumps, and storage tanks in the Sludge Dewatering
Building to prepare for installation of new equipment.

Sep 2006: Bissell Street before paving
|
C.O. Falter is the general construction contractor for
this $1.9 million sewer separation project. Work is
being conducted along Onondaga Creek near Bissell, Onondaga
Avenue, South Avenue, and Centennial Drive.
Installation of the all new mainline sewers and
laterals is now completed in both basins (047 and
048). Street and sidewalk restoration is also
complete. Punch-list and close-out work is underway.

The goal of the project is to abate eleven CSOs
between Fayette and Oneida streets. The Facility Plan
evaluates alternative technologies to address the
overflows and alternative sites for a
storage-treatment facility. It recommends:

(RTF) with a vortex separator as the most
cost-effective approach

tracks and Onondaga Creek southwest of the MOST on West
Jefferson Street.

The Facility Plan recommends two regional storage and treatment
facilities (RTFs), five underground floatables control
facilities, upgrading one pump station, and
installation of conveyance pipelines to transport CSO
flow to the facilities. The Facility Plan also identifies
two sites, both are privately owned vacant land, for
purchase for sites of the RTFs.

Keeping leaves out of the streets and sewers, the leaf bag program distributed 35,000 bags this year.
|
Funded by the County and a grant through the U.S. Army
Corps of Engineers, free leaf bags were again made
available for city residents to pick up at branch
libraries and community centers in Syracuse beginning
in mid-October. Distribution ended in November with a
total of 35,000 bags having been distributed this year.
Libraries and community centers reported a steady
stream of customers picking up the bags. People
generally seem to be more familiar with the program
and the importance of keeping leaves out of the
streets, sewers, and Lake.
Funded through the same grant as the leaf bags, WEP
has rain gauges available for use by individuals or in
school classrooms. The gauges have a message printed
on them to remind people that pollution can come to Onondaga
Lake with rain and runoff and suggesting ways they can
help cut down on this type of nonpoint source
pollution.
Numerous requests have been received and hundreds
distributed to interested area residents, teachers, and
community groups this fall.
The following projects have been completed since July
2002. They are not classified as
interim projects.
The following is a summary of the projects completed
under the Amended Consent Judgment (Appendix B pages 10-12). Each of these
ten CSO-related projects had a major milestone
completion date of July 1, 2002. Some of these interim
projects were completed well ahead of the major
milestone date, and all except two met the major
milestone date.

Under Appendix A of the Amended Consent Judgment, certain improvement
projects at Metro were designated as
interim projects
and given a major milestone date for completion of
July 1, 2002. All six projects were completed by the
milestone date, and most were completed well ahead of
schedule. The projects are listed below by date
completed:

Biweekly tributary sampling was conducted November 14 and 28.

Special Onondaga Creek samples relating to the Midland dewatering project were collected on November 8 and 20 at Dorwin Avenue.

The Lake South Deep was sampled on November 8, and both the South Deep and North Deep were sampled on November 21.
-
Weekly nitrogen series sampling was conducted from October 15 to November 15.
For the fisheries program, field and laboratory
activities are complete for the 2006 monitoring
season.
For the macroinvertebrate program, during November,
laboratory sorting and QA/QC of the Lake
macroinvertebrates collected in July 2006 was
completed.
