South Avenue sewers installed
-
Work activities on the Midland Phase II project during August included:
-
Installation continued on the 144-inch pipe. The
pipe is laid in sections that are 12 feet in length, and
each weighs 65,000 pounds.
-
Concrete pours continued for the vertical walls
of the RTF. To date, 18,504 cubic yards of concrete have been
placed of an estimated 23,000 cubic yards planned for the
total facility (80.5%).
-
Stainless steel ductwork continues to be
installed in the underground storage tank by the HVAC
contractor. Rebar, forms, and supports continued to be
installed in the storage tank and concrete placed for
the tank's roof structure.
-
The electrical contractor continued to install
conduit and panels in the electrical gallery and
underground duct banks on the site.
-
As of August 31, 2006, $32,283,774 has been paid
on the four prime contracts, which is 60.5% of the
total contract sum.

Design activities on the Midland Phase III project included:

Continued to progress Phase III conveyance
design.

An eminent domain hearing was held on September 5
prior to the full meeting of the County Legislature.

95% design documents were completed and submitted
to NYSDEC for review and comment.

Construction continues on the South Avenue-Bissell
sewer separation project involving sewers in the area
of South Avenue, Bissell Street, and Centennial Drive.
Installation of new sanitary sewers along the portion
of South Avenue in CSO 048 and West Bissell are now
completed.
Internal separation projects to take place in one
multifamily house and four businesses are scheduled
for September. This full project when completed will
eliminate two existing combined sewer overflows047
and 048.

Construction continues on the biosolids handling
improvement project at Metro. During August, concrete
placement was completed for the blend tanks, and
concrete was placed on the roof deck of the blend
tanks. Paving began in the project area. The
electrical contractor completed installation of
conduits in the electric room of the Sludge Dewatering
Building and is currently installing grounding cables
for the blend tanks. The HVAC contractor began running
new steam and condensate lines, and the plumbing
contractor installed roof drains on the pump room.

The floatables-control skimmer vessel in Syracuse's
Inner Harbor operated twice a week during August. Due
to the heavy rains and storms, over 13 tons of
floatable debris has been collected and disposed of so
far this year. This is ahead of last year's volumes.

Phase II construction continues
Concrete pours continued this month for vertical walls
in the RTF and the roof of the
underground storage tank. Total amount of concrete
poured to date is 18,504 cubic yards of an estimated 23,000
cubic yards for the completed facility (80.5%).

Dewatering of the site continued with daily sampling
and flow rates taken at the eleven wells in
the area where the 144-inch conveyance pipe will be
installed.
Sections of 144-inch pipe continued to be installed
this month.
Geotechnical monitoring instrumentation reports
continue to be compiled and submitted to Onondaga County.
The electrical contractor continued to install conduit
and panels in the electrical gallery for the RTF area
and the underground duct banks.
The HVAC contractor continued installation of the
stainless steel in the underground storage tank.

Midland Phase III activities

Eminent domain hearing held.
Construction on the Phase III pipeline will begin at
the West Castle Street end and progress over 2½ years
toward West Newell Street. No single area will be
affected for the full 2½ years, and the length of time
that construction will take place along each street
depends on the size of the pipe to be installed. The
pipeline ranges in size from 12 feet in diameter near
West Castle Street to 4 feet in diameter near Newell
Street.
Construction continued on the new biosolids handling
improvements at the Metro site. During August, the
contractor completed the blend tanks and placed the
concrete roof deck on the blend tanks. Also the
contractor completed placement of the CMU block and
the exterior brick façade for the pump room of the
sludge blend tank building. The electrical contractor
completed installation of the bus duct at the sludge
dewatering facility for connection of the switchgear
to the new transformer and completed installation of
the conduits in the electric room of the Dewatering
Building.
Paving began in the project area, and the concrete
truck unloading pad was completed. Precast
architectural wall panels were installed along the
roof perimeter of the Sludge Blend Tank Building this
month.

Trenching along West Bissell for sewer separation

C.O. Falter is the general construction contractor for
this $1.9 million sewer separation project. Work is
being conducted along Onondaga Creek near Bissell, Onondaga
Avenue, South Avenue, and Centennial Drive.
Installation of the new mainline sewers was
completed this month in the CSO 048 portion of South
Avenue and West Bissell. The next area to received
sewers is another portion of South Avenue and a
portion of West Kennedy Street, covering the CSO 047
area.

The goal of the project is to abate eleven CSOs
between Fayette and Oneida streets. The Facility Plan
evaluates alternative technologies to address the
overflows and alternative sites for a
storage-treatment facility. It recommends:

(RTF) with a vortex separator as the most
cost-effective approach

tracks and Onondaga Creek southwest of the MOST on West

The Facility Plan recommends two regional storage and treatment
facilities (RTFs), five underground floatables control
facilities, upgrading one pump station, and
installation of conveyance pipelines to transport CSO
flow to the facilities. The Facility Plan also identifies
two sites, both are privately owned vacant land, for
purchase for sites of the RTFs.

The following projects have been completed since July
2002. They are not classified as
interim projects.
The following is a summary of the projects completed
under the Amended Consent Judgment (Appendix B pages 10-12). Each of these
ten CSO-related projects had a major milestone
completion date of July 1, 2002. Some of these interim
projects were completed well ahead of the major
milestone date, and all except two met the major
milestone date.

Biweekly tributary sampling conducted August 8

Special weekly samples relating to the Midland
dewatering project were collected on August 15 and 28
at Dorwin Avenue.

Completed special weekly sampling in the Lake
nearshore on August 1, 7, 15, 21, and 29. The Lake South
Deep was sampling on August 1, 15, and 29.

The monthly river sampling was conducted on
August 3.
Biological monitoring:

Completed events seven and eight of the Wednesday
night Salt City Bassmaster Tournament tagging on August 2
and 9.

Completed events three and four of six of the
juvenile seine events on the weeks of August 7 and 28
(to be completed every 3 weeks from July to October).

habitat assessment in the ten tributary locations.
Completed sampling at ten of ten sites. Completion had
been delayed because of elevated flows and high water
in July.

Completed aerial flights and subsequent field
verifications for macrophytes on August 9. This task
had been postponed in July due to unfavorable weather
and flight conditions and failure to achieve adequate
water clarity because of high tributary flows to Onondaga
Lake.
