Highlights of the month

Midland Phase II work activities

  • Completion of the installation of underground electrical duct bank from the underground disinfection tank toward the Tallman Street regulator.
  • Continuation of the concrete pours for the vertical walls of the RTF. In total for the entire facility, 17,534 cubic yards of concrete have been placed of an estimated 23,000 cubic yards planned for the total facility (76%).
  • The HVAC contractor installed stainless steel ductwork in the underground storage tank.
  • Rebar, forms, and supports continued to be installed in the storage tank and concrete placed for the tank's roof structure.
  • The electrical contractor continued to install conduit and panels in the electrical gallery and underground duct banks on site.
  • Dewatering and testing continued before beginning installation of the 144-inch pipe. Eleven dewatering wells have now been installed along the pipeline route.
  • As of June 30, $29,188,189 has been paid on the four prime contracts, which is 54.7% of the total contract sum.

Midland Phase III design activities

  • Continued to progress Phase III conveyance design.
  • County is in the process of acquiring five properties needed for the Phase III project.
  • County has closed on one property to date.

Other projects

Construction continues on the biosolids handling improvements at Metro. During June, concrete was placed for the floor and the wall corners in the new sludge blend tank building, and the contractor completed laying all underground piping for the project. Demolition has begun on the second floor of the Sludge Dewatering Building in preparation for new construction. The electrical contractor completed installation of new electrical panels in the Sludge Process Building.

Construction began on the next sewer separation project involving sewers in the area of South Avenue, Bissell, and Centennial Drive. A pre-construction meeting with contractor, C.O. Falter was held on May 10. Taping of the preconstruction video of existing conditions in the combined lines was completed, and installation of new sanitary sewers has commenced along South Avenue. This project will eliminate two existing combined sewer overflows, 047 and 048.

Onondaga County submitted the 50% design and engineering report on the conveyances for the Harbor Brook CSO abatement project to DEC on June 28 for their review.

The floatables-control skimmer vessel operated twice a week in the Syracuse Inner Harbor during June. Over 23 tons of trash were collected in the 2005 season.

Phase II construction continues

Concrete pours continued this month for vertical walls in the RTF and the roof of the underground storage tank. Total amount of concrete poured to-date is 17,534 cubic yards of an estimated 23,000 yards for the completed facility (76%).

Dewatering of the site continued with daily sampling and flow rates taken at the eleven existing wells in the area where the 144-inch conveyance pipe will be installed.

Geotechnical monitoring instrumentation reports continue to be compiled and submitted to the County.

The electrical contractor continued to install conduit and panels in the electrical gallery and the underground duct banks. Installation of the underground electrical duct bank from the underground disinfection tank toward the Tallman Street regulator structure was completed this month.

Installation of supports and formwork continues in the underground storage tank area.

The Midland Avenue bridge will remain closed through the fall of 2006 due to construction activities. Emergency services and others including the city school district were notified in May that the closure will continue.

Upcoming work

Work anticipated for July 2006 includes:

  • Continuation of installation of conduit in the treatment facility, underground disinfection tank, and underground duct banks
  • Continuation of wall pours in treatment facility, vortex separators, and wet well areas
  • Continue installation of supports and formwork and more sections of the cast-in-place roof on the underground storage tank
  • Installation of sheeting on the second half of the 66-inch pipe from the storage tank toward Onondaga creek
  • Continue with dewatering pump tests and needed excavation prior to installation of 144-inch pipe.

Midland Phase III activities

  • Continued to progress Phase III design
  • Continue property acquisition activities for five properties needed. Purchase was completed for one of the properties.

Construction on the Phase III pipeline will begin at the West Castle Street end and progress over the 2½ years toward West Newell Street. No single area will be affected for the full 2½ years, and the length of effect along each street depends on the size of the pipe to be installed. The pipeline ranges in size from 12 ft in diameter near West Castle Street to 4 ft in diameter near Newell Street during the latter stages of construction.

Construction continues on the new biosolids handling improvements at the Metro site.

  • During June, the contractor, C.O. Falter, completed placing all underground piping necessary for the project and began demolition of the offices and lunchroom in the second floor of the existing sludge dewatering facility in preparation for the new construction.
  • The electrical contractor is continuing to run electrical conduits and install new electrical panels. This month the contractor completed installation of the new transformer adjacent to the sludge dewatering facility.

Sewer separation project—Bissell-South Avenue

C.O. Falter was awarded the general construction contract for this $1.9 million sewer separation project—located along Onondaga Creek near Bissell, Onondaga Avenue, South Avenue, and Centennial Drive. The notice to proceed was issued May 9, 2006, and a pre-construction meeting was held between the County and contractor on May 10. A pre-construction video was completed to document existing conditions of the sewers. Installation of the new mainline sewers began in June along South Avenue. About 300 ft of new sewers were installed by the end of the month.

The goal of the Clinton project is to address the abatement of eleven CSOs between Fayette and Oneida streets to be served by a Clinton area facility located near downtown Syracuse. The Facility Plan evaluates alternative technologies to address the overflows and alternative sites for a storage-treatment facility and includes a recommended plan and site near Clinton Street between the elevated railroad tracks and Onondaga Creek.

The Facility Plan recommends specific technologies and sites that includes two regional storage and treatment facilities, five underground floatables control facilities, upgrading one pumping station, and installation of conveyance pipeline to transport CSO flow to the facilities. The two sites identified for purchase for the storage and treatment facilities are on vacant privately owned land.

The Onondaga Lake Partnership held its fifth annual Onondaga Lake Day event on Saturday, June 3, 2006 from 10:00 a.m. to 3:00 p.m. at Onondaga Lake Park. Despite day-long rain, hundreds of people of all ages participated in the variety of activities offered that included boat tours on the lake, making bluebird houses, a learn-to-fish clinic, and lots of hands-on displays.

Participants also received free rain gauges, tree seedlings, frisbees, recycling bins, posters, and door prizes. This year's theme was “The Lake is getting better. See how YOU can help!”

Major milestones met for CSO interim projects

The following is a summary of the projects completed under the Amended Consent Judgment (Appendix B pages 10-12). Each of these ten CSO-related projects had a major milestone completion date of July 1, 2002. Some of these interim projects were completed well ahead of the major milestone date, and all except two met the major milestone date.

Major milestones met for Metro interim projects

Under Appendix A of the Amended Consent Judgment, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002. All six projects were completed by the milestone date, and most were completed well ahead of schedule. The projects are listed below by date completed:

Ambient monitoring program

Summary of sampling program

Sampling conducted this month included:

  • Quarterly extended tributary sampling done on June 13 and special high-flow tributary sampling conducted on June 29. This was the third of the required minimum of five tributary high-flow sampling events for the year.
  • Special weekly samples relating to the Midland dewatering project were collected on June 5 and 19 at Dorwin Avenue.
  • Completed weekly double lake sampling (nearshore and South Deep stations) on June 6 and June 20 and special weekly sampling on June 12 and 26.
  • On June 26, a Ninemile Creek storm sampling event was initiated at Route 48. Sample frequency was conducted every 2 hours for the first day and every 4 hours for 2 consecutive days thereafter.

Biological monitoring

  • Commenced fisheries monitoring activities for the new sampling year. Completed events four and five of eight for the pelagic larvae sampling the weeks of June 5 and June 19. This type of sampling is to be completed biweekly from April to July.
  • Completed spring gill net sampling the week of May 29
  • Completed event five of five walleye larval trawls special study of Ninemile Creek
  • Completed once a year nesting survey the week of June 5
  • Completed event one of the Wednesday night Salt City Bassmasters Tournament tagging on June 21
  • Started event one of six of the juvenile seine events on the week of June 26 (to be completed every 3 weeks from July-October).

  • Authorizing the acquisition of real property to enable the County of Onondaga to comply with requirements set forth in the Onondaga Lake Amended Consent Judgment for the construction, operation, and maintenance of Phase III of the Midland avenue RTF and conveyances project ($304,800).
  • Calling for a public hearing for the purpose of considering an increase in the cost of proposed improvements for the Midland Avenue project.

  • Calling a public hearing pursuant to Article 2 of the New York Eminent Domain Procedure Law before considering the acquisition of property for the Clinton Street sewer improvement project.
  • Approving the increased cost of certain improvements for the Midland RTF.
  • Authorizing the issuance of an additional $49,890,420 bonds of the County of Onondaga to pay the increased cost of certain improvements for the Midland RTF.
