New sewer separation work begins
-
Work activities on the Midland Phase II project
during May included:
-
Installation of underground electrical duct bank
from the underground disinfection tank toward the
Tallman Street regulator continued this month and is now
75% complete.
-
Continuation of the concrete pours for the vertical
walls of the RTF. For the entire facility, 16,397 cubic yards of
concrete have been placed of an estimated 23,000
cubic yards planned for the total facility (71%).
-
Four concrete sections of roofing were placed this
month on the underground storage tank and rebar. Forms
and supports continue to be installed in the tank.
-
The electrical contractor installed conduit and
panels in the electrical gallery and underground duct
banks on the site.
-
Dewatering and testing continue before the start
of installation of 144-inch pipe. Three additional
dewatering wells are being installed.
-
As of May 31, 2006, $27, 679,319 has been paid
on the four prime contracts. This is 51.9% of the
total contract sum.

Design activities on the Midland Phase III project
included:

including soil and sonic borings

Submitted 50% design drawings to utility companies

Met with City of Syracuse DPW for city water and
sewer relocations.

County is in the process of acquiring five
properties needed for the Phases III project. The
County has closed on one property to-date.

A notice to proceed for the next sewer separation
project to be constructed this season around South
Avenue, Bissell, and Centennial Drive was issued to
C.O. Falter Construction on May 9, 2006. A
preconstruction meeting was held on May 10, and work
began on obtaining the preconstruction video of
existing conditions. This project will eliminate two
existing combined sewer overflows047 and 048.

Construction continues on the biosolids handling
improvements at Metro. During May, concrete continued
to be placed for the wet well in the new sludge blend
tank building, and the contractor has completed laying
the 10-inch underground lines for the waste-activated
sludge between the thickener gallery and the new
sludge dewatering facility addition. The electrical
contractor is continuing to run electrical conduits
through the galleries.

County submitted the 50% design and engineering
report on the Clinton Street CSO conveyances project to
the State DEC for their review.
-
Began annual operation of floatables control skimmer
vessel in Syracuse Inner Harbor on May 4. The vessel
operates once a week during May and two times a week
in the summer months of June-August. Over 23 tons of
trash were collected in the 2005 season.

Phase II construction continues
Concrete pours continued this month for vertical walls
in the RTF and the roof of the underground storage
tank. Total amount of concrete poured to date is
16,397 cubic yards of an estimated 23,000 yards for
the completed facility (71%).
Dewatering of the site continued with daily sampling
and flow rates taken at the eight existing wells.
Three additional dewatering wells were installed this
month in the area where the 144-inch conveyance pipe will
be installed.
Geotechnical monitoring instrumentation reports
continue to be compiled and submitted to the County.
The electrical contractor continued to install conduit
and panels in the electrical gallery and the
underground duct banks. Installation of the
underground electrical duct bank from the underground
disinfection tank toward the Tallman Street regulator
structure is 75% complete.
Installation of supports and formwork continues in the
underground storage tank area.
Midland Avenue bridge will remain closed through the
fall of 2006 due to construction activities.
Emergency services and others, including the city
school district, were notified that the closure will
continue.

Work anticipated for June 2006 includes:

Construction on the Phase III pipeline will begin at
the West Castle Street end and progress over 2½ years
toward West Newell Street. No single area will be
affected for the full 2½ years, and the length of the
disturbance for each street depends on the size of the pipe to be
installed. The pipeline ranges in size from 12 feet in
diameter near West Castle Street to 4 feet in diameter
during the latter stages of construction near West
Newell Street.

The goal of the Clinton project is to address the
abatement of eleven CSOs between Fayette and Oneida
streets to be served by a Clinton area facility
located near downtown Syracuse. The Facility Plan evaluates
alternative technologies to address the overflows and
alternative sites for a storage-treatment facility and
includes a recommended plan and site near Clinton
Street between the elevated railroad tracks and the
creek.

The Facility Plan recommends specific technologies and sites
that includes two regional storage and treatment
facilities, five underground floatables control
facilities, upgrading one pumping station, and
installation of conveyance pipeline to transport CSO
flow to the facilities. The two sites identified for
purchase for the storage and treatment facilities are
on vacant privately owned land.
Construction continues on the new biosolids handling
improvements at the Metro site. During May, the
contractor, C.O. Falter completed placing concrete for
the wet well in the new sludge blend tank building and
completed laying the 10-inch pipe line for waste
activated sludge between the thickener gallery and the
new sludge dewatering facility addition.
The electrical contractor is continuing to run
electrical conduits through the galleries and has
placed the concrete pad for the new transformer to be
adjacent to the sludge dewatering facility.

Biosolids construction site, May 2006
|
An availability session for the public was held by the
County on Monday, May 8 at the Southwest Community
Center on this sewer separation project.
The notice to proceed was issued to C.O. Falter
Construction on May 9. The project will separate
sewers that feed into CSOs 047 and 048 located along
Onondaga Creek. Streets affected by construction will
include East and West Bissell, Onondaga Avenue, and
South Avenue.
During May, the contractor completed the required
preconstruction video of the existing conditions and
combined sewers. Installation of the new sewers is
scheduled to begin in the middle of June. All work is
required by the contract to be completed by November
6, 2006.

Publicity banner downtown for Onondaga Lake Day, May 2006
|
The annual Onondaga Lake Day event sponsored by the
Partnership has been scheduled for Saturday, June 3,
2006 from 10:00 a.m. to 3:00 p.m. at Onondaga Lake Park. The
County is participating in a variety of ways to assist
the Partnership with this program.
The following projects have been completed since July
2002. They are not classified as
interim projects.
The following is a summary of the projects completed
under the Amended Consent Judgment (Appendix B pages 10-12). Each of these
ten CSO-related projects had a major milestone
completion date of July 1, 2002. Some of these interim
projects were completed well ahead of the major
milestone date, and all except two met the major
milestone date.
The projects are listed by date completed:
Under Appendix A of the Amended Consent Judgment, certain improvement
projects at Metro were designated as
interim projects
and given a major milestone date for completion of
July 1, 2002. All six projects were completed by the
milestone date, and most were completed well ahead of
schedule. The projects are listed below by date
completed:
Sampling conducted this month included:
-
Routine biweekly tributary sampling conducted on May
2, 16, and 31
-
Completed special weekly sampling of the nearshore
and South Deep stations on May 1, 15, and 30. Also
conducted Lake south deep sampling only on May 9 and
23,
-
No special event-based sampling this month.
Continued fisheries monitoring activities for the
new sampling year. Completed events two and three of
eight for the pelagic larvae sampling on May 10 and
24. This type of sampling is to be completed biweekly
from April to July.
Completed events one, two, three, and four of five
of the special larval walleye sampling event near
Ninemile Creek to determine if walleye are naturally
reproducing in Onondaga Lake and its tributaries.
Sampling was done of May 4, 12, 19, and 24 with a
special walleye trawl. This sampling was conducted
based on Technical Advisory Committee discussions.

Action items of the County Legislature in May:

Authorizing and ratifying the County of Onondaga to
act as lead agency for the Clinton Street sewer
improvement project under the State Environmental
Quality Review Act (SEQRA) and the State Environmental
Review Process (SERP), determining the classification
of a Type I action, adopting a negative declaration,
and authorizing the publication, circulation, service
and filing of the environmental assessment form, DEID,
and the negative declaration.

Appropriating $1,900,000 of the proceeds for the
bonds authorized to be issued pursuant to bond
resolution no. 231 dated September 7, 1999 to provide
funds for engineering and other related expenses of
the Clinton Street conveyances and regional treatment
facility projects ($1,900,000).
Upcoming for June legislative session:

Authorizing the acquisition of real property to enable
the County of Onondaga to comply with requirements set
forth in the Onondaga Lake Amended Consent Judgment for the construction,
operation, and maintenance of Phase III of the Midland
Avenue regional treatment facility and conveyances

considering an increase in the cost of proposed
improvements for the Midland Avenue project.
