Highlights of the month

  • Work activities on the Midland Phase II project during April included:
    • Mechanical tipping buckets and electrical conduit, boxes, and panels continued to be installed in the underground disinfection tank
    • Continuation of the concrete pours for the vertical walls of the RTF. For the entire facility, 15,350 cubic yards of concrete have been placed of an estimated 23,000 cubic yards planned (67%).
    • Rebar, forms, and supports continue to be placed in the underground storage tank for placement of the concrete roof.
    • Completion of installation of sheeting along the 144-inch pipeline route
    • Completion of installation of two 72-inch prestressed cylindrical concrete pipe (PCCP) vortex lines to the underground disinfection tank
    • The 72-inch PCCP odor control line from the underground storage tank is also complete.
    • Seven dewatering wells have now been installed and were tested this month before installation of the 144-inch prestressed concrete conveyance pipe.
    • Newsletter mailed to over 700 persons and organizations.
    • As of April 30, a total of $25,851,251 has been paid to the four prime contracts which is 48.4% of the total contract sum.

  • Design activities on the Midland Phase III project included:
    • 50% design documents submitted to County and DEC for review on April 14
    • Progressed the part two subsurface investigation program and soil borings
    • Progressed development of investigation of utility locations related to conveyance route
    • Submitted Phase 1A archeological site assessment and Phase 1B archeological site reconnaissance work plan to State Office of Parks, Recreation and Historic Preservation.

  • Responsiveness summary on Clinton CSO project mailed on April 12. Placed in Galleries library and on website. The public comment period on the Clinton Street CSO Abatement Project Facility Plan (Nov 2005) and Clinton CSO Abatement: Environmental Information Document (Nov 2005) closed on March 23. One written comment was received. A transcript of the hearing was taken and is available on the County's website as well.
  • Newsletter mailed to over 120 persons regarding the upcoming sewer separation project to be constructed this season around South Avenue, Bissell, and Centennial Drive. This project will eliminate two existing combined sewer overflows—047 and 048. C.O. Falter was the successful bidder on this $1.9 million project.
  • The annual Lake Day program for the public and sponsored by the Onondaga Lake Partnership will be held on Saturday, June 3 from 10:00 a.m. to 3:00 p.m. at Onondaga Lake Park.

Progress of projects under construction

Midland conveyances and regional treatment facility (CSO)

(ACJ completion date—Phase II RTF—9/1/05 (revised) & Phase III Conveyance—5/01/07. Further Milestone revisions requested)

Concrete pours continued this month for vertical walls in both the underground storage tank and treatment area of the facility. Total amount of concrete poured to date is 15,350 cubic yards of an estimated 23,000 yards for the completed facility (67%).

Dewatering of the site continued with daily sampling and flow rates taken. Seven additional dewatering wells that were installed in the area of the pipeline were tested this month before starting installation of the 144-inch conveyance pipe.

The high and medium gas lines across the site have been supported over the 144-inch ditch line to accommodate excavation and installation for the pipe.

Geotechnical monitoring instrumentation reports continue to be compiled and submitted to the County.

Midland Avenue bridge will remain close through the fall of 2006 because of construction activities. Emergency services and others including the city school district were notified that the closure will continue.

Upcoming work

Work anticipated for May 2006 includes:

  • Continuation of installation of conduit in the underground disinfection tank
  • Continuation of wall pours in treatment facility and wet well areas
  • Continue installation of supports and formwork for the cast-in-place roof over the underground storage tank
  • Continued installation of sections of 66-inch pipe from the Bellevue Avenue regulator toward Onondaga Creek
  • Continue with dewatering for 144-inch pipe.

Midland Phase III activities

  • 50% design documents submitted to County and DEC on April 14
  • Continued the part two subsurface investigation program soil borings
  • Completed property acquisition survey maps and descriptions
  • Continued work on identification of utility locations related to Phase III conveyances
  • Submitted Phase 1A archeological site assessment and Phase 1B archeological site reconnaissance work plan to the State Office of Parks, Recreation and Historic Preservation.

Construction on the Phase III pipeline will begin at the West Castle Street end and progress over 2½ years toward West Newell Street. No single area will be affected for the full 2½ years, and the length of time that construction will take place along each street depends on the size of the pipe to be installed. The pipeline ranges in size from 12 feet in diameter near West Castle Street to 4 feet in diameter near Newell Street.

Construction continues on the new biosolids handling improvements at the Metro site. Successful bidder on the job, C.O. Falter, has completed driving piles for the Sludge Dewatering Building and for the Sludge Blend Tank Building. Pile driving was finished during April.

The contractor has begun laying a 14-inch process drain in the main gallery and underground to the Sludge Blend Tank Building. The contractor has completed placing the concrete slab for the Sludge Dewatering Building Facility and has placed concrete for the sump pit in the tank building.

Clinton Conveyances and Regional Treatment Facility (CSO)

The responsiveness summary on the Clinton Street CSO Abatement Project Facility Plan (Nov 2005) and Clinton CSO Abatement: Environmental Information Document (Nov 2005) was compiled and mailed. It was also placed in the Galleries library and on the County website. The public comment period on the Clinton project closed on March 23. In addition to the sixteen persons who spoke at the hearing, one written comment was received.

The goal of the Clinton project is to address the abatement of eleven CSOs between Fayette and Oneida streets to be served by a Clinton area facility located in downtown Syracuse. The Facility Plan evaluates alternative technologies to address the overflows and alternative sites for a storage-treatment facility and includes a recommended plan and site near Clinton Street between the elevated railroad tracks and the creek.

The draft plan outlined and evaluated alternative technologies and sites for facilities to abate and treat the eighteen CSOs that release to Harbor Brook. The Harbor Brook CSO Abatement Project Facility Plan (Aug 2005) recommends specific technologies and sites that includes two regional storage and treatment facilities, five underground floatables control facilities, upgrading two pumping stations, and installation of conveyance pipeline to transport CSO flow to the facilities. The sites identified for purchase for the storage and treatment facilities are on vacant privately owned land.

Other activities

Next sewer separation project—Bissell-South Avenue

C.O. Falter was awarded the general construction contract for this $1.9 million project. The construction contract is for CSO areas 047 and 048 located along Onondaga Creek near Bissell, Onondaga Avenue, South Avenue, and Centennial Drive.

A newsletter-fact sheet was mailed at the end of April to over 125 residents, property owners, business owners, and city and county officials giving an update on the project and announcing an availability session to be held on Monday, May 8.

The Annual Lake Day event sponsored by the Partnership has been scheduled for Saturday, June 3, 2006 from 10:00 a.m. to 3:00 p.m. at Onondaga Lake Park.

Major milestones met for CSO interim projects

The following is a summary of the projects completed under the Amended Consent Judgment (Appendix B pages 10-12). Each of these ten CSO-related projects had a major milestone completion date of July 1, 2002. Some of these interim projects were completed well ahead of the major milestone date, and all except two met the major milestone date.

Major milestones met for Metro interim projects

Under Appendix A of the Amended Consent Judgment, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002. All six projects were completed by the milestone date, and most were completed well ahead of schedule. The projects are listed below by date completed:

Ambient Monitoring Program

Sampling conducted this month included:

  • Routine biweekly tributary sampling conducted on April 18. Quarterly extended tributary sampling conducted April 4.
  • Completed double lake quarterly sampling on April 11 and biweekly South Deep sampling on April 25.
  • No special event-based sampling this month.

Biological monitoring

Began fisheries monitoring activities for the new sampling year. Completed event one of eight for the pelagic larvae sampling on April 27. This type of sampling is to be completed biweekly from April to July.

Legislative action

Action items of the County Legislature in April:
Authorizing and ratifying the County of Onondaga to act as lead agency for the Harbor Brook sewer improvement project under the State Environmental Quality Review Act (SEQRA) and the State Environmental Review Process (SERP); determining the classification of a Type I action; adopting a negative declaration; and authorizing the publication, circulation.

Upcoming for May legislative session:

  • Authorizing the acquisition of real property to enable the County of Onondaga to comply with requirements set forth in the Onondaga Lake Amended Consent Judgment for the construction, operation, and maintenance of Phase III of the Midland Avenue RTF and conveyances project ($38,000).
  • Authorizing an intermunicipal agreement with the City of Syracuse for sewer separation for CSO basins 047 and 048.

Upcoming for May committee:

  • Authorizing the acquisition of real property to enable the County of Onondaga to comply with requirements set forth in the Onondaga Lake Amended Consent Judgment for the construction, operation, and maintenance of Phase III of the Midland Avenue RTF and conveyances project ($304,800).
