Clinton hearing held
 

Highlights of the month

  • Work activities on the Midland Phase II project during February included:
    • Completion of installation of the precast concrete roof over the electrical gallery of the underground disinfection tank. Backfilling of three sides of the tank is 80% completed.
    • Continuation of the concrete pours for the vertical walls of the underground storage tank and RTF. In total for the entire facility, 13,519 cubic yards of concrete have been poured of an estimated 23,000 cubic yards planned for the total facility (58.8%).
    • Continued installing sheeting along the 144-inch pipeline route.
    • Commenced installation of two 72-inch prestressed cylindrical concrete pipe (PCCP) vortex lines to the underground disinfection tank. This task is now 70% complete.
    • The 72-inch PCCP odor control line from the underground storage tank is 30% complete.
    • Two dewatering wells were installed for activation before installation of the 144-inch prestressed concrete conveyance pipe.
    • The amount paid to all four prime contractors on this project is $23,143,591, 43.4% of the entire contract.

  • Design activities on the Midland Phase III project included:
    • Initiated property acquisition survey-related services with subconsultant Bryant Associates
    • Progressed development of investigation of utility locations related to conveyance route
    • Letters sent to adjacent property owners and residents to potential pipeline route.

  • The public hearing on the Clinton Street CSO Abatement Project Facility Plan (Nov 2005) and Clinton CSO Abatement: Environmental Information Document (Nov 2005) was held February 22 at 7:00 p.m. at the MOST. About seventy people were present. Legal notices and advertisements were placed in local newspapers, and notices were mailed to over 250 property owners, businesses, and residents in the Armory Square area. A transcript of the hearing was taken and a responsiveness summary will be compiled. The public comment period ends March 23.
  • The proposed 2006 Ambient Monitoring Program was submitted for review to NYSDEC on February 27. The program is scheduled to start April 1.
  • Letters were sent on February 13 to residents and property owners in the neighborhoods to be affected by the next sewer separation project—CSO basins 047 and 048. Portions of the following streets will be affected by the installation of new sewer lines: West and East Bissell streets and South Avenue near Onondaga Avenue.

Progress of projects under construction

Midland conveyances and RTF (CSO)

(ACJ completion date—Phase II RTF—9/1/05 (revised) & Phase III Conveyance—5/01/07. Further Milestone revisions requested)

Concrete pours continued this month for vertical walls in both the underground storage tank and treatment area of the facility. Total amount of concrete poured to date is 13,519 cubic yards of an estimated 23,000 cubic yards for the completed facility.

Dewatering of the site continued with daily sampling and flow rates taken. Additional dewatering wells were installed in the area of the pipeline. These wells will be activated before installation of the 144-inch prestressed concrete pipe.

Geotechnical monitoring instrumentation reports continue to be compiled and submitted to the County.

As of February 28, 44.7% of the contract time has been expended, and 43.4% of the contract funds for the four main contractors and their subcontractors have been expended.

Upcoming work

Work anticipated for March 2006 includes:

  • Continuation of backfilling the underground disinfection tank
  • Continuation of wall pours in underground storage tank, RTF, and wet well areas
  • Commence installation of supports and formwork for the cast-in-place roof over the underground storage tank
  • Further installation of steel sheeting along the pipeline route where blasting has taken place and removal of remaining cemented gravel
  • Continued dewatering in wet well area
  • Continued installation of 72-inch vortex pipe, 72-inch odor control line, 18-inch underflow lines, and 16-inch wet well underflow/force main lines to the MIS before pouring of RTF base slab
  • The electrical contractor, Ridley, is expected to begin mobilizing to the site in preparation to install conduit as work areas become available.

A letter dated February 3, 2006 was sent by certified mail to an additional property owner of lands needed for acquisition by the County for the pipeline. A total of five occupied properties are to be acquired. Letters were also sent dated February 2, 2006 to about forty property owners (including the City School District-Danforth Magnet) whose properties are adjacent to or near the construction corridor to inform them of the status of the project.

Construction on the Phase III pipeline is slated to begin in July 2007 and be completed by January 2009. Construction on the Phase III pipeline will begin at the West Castle Street end and progress over 2½ years toward West Newell Street. No single area will be affected for the full 2½ years, and the length of time that construction will take place along each street depends on the size of the pipe to be installed. The pipeline ranges in size from 12 feet in diameter near West Castle Street to 4 feet in diameter near Newell Street.

Responsiveness summary sent

A responsiveness summary was compiled on the public meeting held November 29 and the public comment period that closed on December 30. Two written comments were received, and about thirty people attended the meeting. Responsiveness summaries were mailed to meeting participants and local officials on February 6, 2006 and placed in the Galleries library and on the County's website.

Public hearing held

The public hearing for the Clinton Street CSO Abatement Project Facility Plan (Nov 2005) and Clinton CSO Abatement: Environmental Information Document (Nov 2005) was held on Wednesday, February 22 at 7:00 p.m. at the MOST. Notices of the hearing were sent to over 250 people including property owners, businesses, and residents of the Armory Square area. Property owners including the City of Syracuse received notices of the public hearing via certified mail sent February 2, 2006. Legal notices were placed in the Syracuse Post-Standard and the Environmental Notice Bulletin, and advertisements appeared in the Post-Standard and The Syracuse New Times.

Approximately seventy people attended the hearing, and sixteen people gave testimony. Speakers included representatives of the Armory Square Association, members of the Onondaga Creek Partnership, area residents, representatives of the mayor's office and Metropolitan Development Association, local merchants, and nearby businesses.

Meetings were held and contacts were made with property owners and other interested parties including Hanford and Rescue Mission.

The goal of the Clinton project is to address the abatement of eleven CSOs between Fayette and Oneida streets to be served by a Clinton area facility located near downtown Syracuse. The Facility Plan evaluates alternative technologies to address the overflows and alternative sites for a storage-treatment facility and includes a recommended plan and site near Clinton Street between the elevated railroad tracks and Onondaga creek.

Responsiveness summary completed

The summary was completed and sent out to about forty people including meeting participants, local officials, and other interested parties in January. Alternative routes proposed by the public for the Park Avenue conveyance were researched to respond to the comments and suggestions. The County's proposed Park Avenue route continues to be the recommended route by the County. See Responsiveness Summary for the detailed reasons.

Property owners of land needed for acquisition for this project have been notified, and communications are underway.

Conveyance project activities

Geotechnical work, soil borings, and topographic survey work continue. Performed preliminary evaluation of microtunneling for lower basin.

The original draft facility plan outlined and evaluated alternative technologies and sites for facilities to abate and treat the eighteen CSOs that release to Harbor Brook. The 2004-05 Facility Plan recommends specific technologies and sites that include two regional storage and treatment facilities, five underground floatables control facilities, upgrading two pumping stations, and installation of conveyance pipeline to transport CSO flow to the facilities. The sites identified for purchase for the storage and treatment facilities are on vacant privately owned land.

The next sewer separation project under the ACJ program will take place this year. Advertisement for bids appeared February 28 for the construction contract for CSO areas 047 and 048 located along Onondaga Creek near Bissell Street, Onondaga Avenue, South Avenue, and Centennial Drive.

On February 13, notification letters were sent to residents and property owners in the areas to be affected that stated that work is scheduled to begin in the late spring or early summer of this year.

Onondaga Lake Partnership

The Annual Lake Day event sponsored by the Partnership has been scheduled for Saturday, June 3, 2006 at Onondaga Lake Park.

The following projects have been completed since July 2002. They are not classified as interim projects.

Major milestones met for CSO interim projects

The following is a summary of the projects completed under the Amended Consent Judgment (Appendix B pages 10-12). Each of these ten CSO-related projects had a major milestone completion date of July 1, 2002. Some of these interim projects were completed well ahead of the major milestone date, and all except two met the major milestone date.

Major milestones met for Metro interim projects

Under Appendix A of the Amended Consent Judgment, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002. All six projects were completed by the milestone date, and most were completed well ahead of schedule. The projects are listed below by date completed:

Ambient Monitoring Program

Sampling conducted this month included routine biweekly tributary sampling conducted on February 7 and 22. No monthly winter sampling conducted. No river or event-based sampling was conducted this month.

Biological monitoring—Fisheries

Field and laboratory activities are complete for the 2005 monitoring season for the fisheries program. Staff completed pressing and aging the black bass scales that were collected during the fall of 2005 monitoring season.

Macroinvertebrate program

Completed laboratory sorting and QA/QC of the Lake macroinvertebrate samples collected in June 2005.

Action items of the County Legislature in February: No items.

Upcoming for March legislative session: Authorizing and ratifying the County of Onondaga to act as lead agency for the Harbor Brook sewer improvement project under the State Environmental Quality Review Act and the State Environmental Review Process; determining the classification of a Type I action; adopting a negative declaration; and authorizing the publication, circulation, service, and filing of the environmental assessment form, DEID, and the negative declaration.

Upcoming for March Committee: Authorizing the acquisition of real property to enable the County of Onondaga to comply with requirements set forth in the Onondaga Lake Amended Consent Judgment for the construction, operation and maintenance of Phase III of the Midland RTF and conveyances project ($38,000).
