Highlights of the month

  • Work activities on the Midland Phase II project during January included:
    • 95% installation of the precast concrete roof over the underground disinfection tank. Backfilling of three sides of the tank is 80% complete.
    • Continuation of the concrete pours for the vertical walls of the underground storage tank and the RTF. In total for the entire facility, 13,257 cubic yards of concrete have been poured out of an estimated 23,000 cubic yards planned for the total facility.
    • Continued installing sheeting along the 144-inch pipeline route.
    • Completed subsurface blasting where necessary on this portion of the pipeline route to remove cemented gravel layer of rock. To remove cemented gravel located at a lower elevation (35-42 ft) in depth, the contractor is now able to use an H-pile to fracture the thinner deeper rock layer.
    • Two dewatering wells were installed for activation prior to installation of the 144-inch conveyance pipe.
    • The amount paid to the four prime contractors on this project is $21.8 million or 40.8% of the entire contract.

  • A responsiveness summary was compiled and distributed this month for the public hearing on the Harbor Brook CSO Abatement Project Facility Plan (Aug 2005) that was held on Tuesday, December 6 and the subsequent public comment period that closed on January 6. About thirty people attended the hearing, and five comment letters were received. The responsiveness summary was sent to meeting participants and local officials. In addition, copies were placed in the library repositories and on the County's website.
  • A responsiveness summary was also compiled for the public meeting and public comment period for the Clinton Street CSO Abatement Project Facility Plan (Nov 2005). In addition, the public hearing for the Clinton CSO Abatement Facility Plan (March 2002 draft)#s and the Environmental Information Document was arranged and scheduled for February 22 at 7:00 p.m. at the MOST. Legal notices and advertisements were placed in local newspapers, and notices were mailed to over 250 property owners, businesses and residents in the Armory Square area.
  • Notices to proceed were issued on January 18 to the successful bidders for the biosolids handling improvement project for Metro. C.O.Falter was awarded the general contract, Ridley Electric received the electrical contract, Airside Technology of Liverpool received the heating and ventilation contract, and Burns Bros. was awarded the plumbing contract. Work on the contracts is scheduled to be completed by April 2007.

Midland conveyances and regional treatment facility (CSO)

(ACJ completion date—Phase II RTF—5/01/04 & Phase III Conveyance—5/01/07 Milestone revisions requested)

Concrete pours continued this month for vertical walls in both the underground storage tank and treatment area of the facility. Total amount of concrete poured to date is 13,257 cubic yards of an estimated 23,000 cubic yards for the completed facility.

Subsurface blasting was completed this month to assist in removal of a cemented gravel layer of rock that could not be excavated by backhoe. Installation of sheeting along the 144-inch pipeline continued. The remaining cemented gravel in this area of the pipeline will be fractured by use of an H-pile.

Dewatering of the site continued with daily sampling and flow rates taken. Additional dewatering wells were installed this month in the area of the pipeline. These wells will be activated before installation of the 144-inch prestressed concrete pipe.

Completion of connection of 84-inch Tallman CSO line to the wet well of the RTF.

Geotechnical monitoring instrumentation reports continue to be compiled and submitted to the County.

As of January 31, 42.4% of the contract time has been expended, and 40.8% of the contract funds for the four main contractors and their subcontractors have been expended.

Work anticipated for February 2006 includes:

  • Continuation of backfilling the underground disinfection tank
  • Continuation of wall pours in underground storage tank, RTF, and wet well areas
  • Commence installation of supports and formwork for the cast-in-place roof over the underground storage tank
  • Further installation of steel sheeting along the pipeline route where blasting has taken place and removal of remaining cemented gravel
  • Continued dewatering in wet well area
  • Continued installation of 72-inch vortex pipe and 18-inch underflow lines and 16-inch wet well underflow-force main lines to the MIS prior to pouring of RTF base slab
  • The electrical contractor, Ridley, is expected to begin mobilizing to the site in preparation to install conduit as area becomes available.

Midland Phase III activities

  • Draft 25% plan and profile design completed—design engineers meeting held with County on January 13.
  • Routing of conveyance line discussed, and list of potential properties needing acquisition was compiled.
  • Listing also compiled of properties adjacent or near the construction zone where the pipeline will be installed.
  • Letters to be sent to property owners of lands needed for acquisition by the County for the pipeline (a total of five occupied properties). Letters will also be sent in early February to property owners whose properties are adjacent or near the construction corridor to inform them of the status of the project.

Construction on the Phase III pipeline is slated to begin in July 2007 and be completed by January 2009. Construction on the Phase III pipeline will begin at the West Castle Street end and progress over 2½ years toward West Newell Street. No single area will be affected for the full 2½ years, and the length of time that construction will take place along each street depends on the size of the pipe to be installed. The pipeline ranges in size from 12 feet in diameter near West Castle Street to 4 feet in diameter near Newell Street.

Clinton conveyances and regional treatment facility (CSO)

A responsiveness summary was compiled on the public meeting held November 29 and the public comment period that closed on December 30. Two written comments were received. About thirty people attended the meeting. Copies of the responsiveness summary will be mailed to meeting participants and local officials and placed in the Galleries library and on the County's website.

Public hearing scheduled

The public hearing for the Clinton Street CSO Abatement Project Facility Plan (Nov 2005) and the Clinton CSO Abatement: Environmental Information Document (Nov 2005) is scheduled for Wednesday, February 22 at 7:00 p.m. at the MOST. Notices of the hearing were sent to over 250 people including property owners, businesses, and residents of the Armory Square area.

Legal notices were placed in the Syracuse Post-Standard and the Environmental Notice Bulletin, and advertisements will appear in the Syracuse Post-Standard and The Syracuse New Times.

Meeting with Armory Square Association

On January 24, County representatives met with representatives of the Armory Square Association and the MDA to discuss the status of the project, proposed conveyance routes, and proposed mitigation measures. Parking alternatives, advertising assistance, and other considerations were discussed.

The goal of the Clinton project is to address the abatement of eleven CSOs between Fayette and Oneida streets to be served by a Clinton-area facility located in downtown Syracuse. The Facility Plan evaluates alternative technologies to address the overflows and alternative sites for a storage-treatment facility and includes a recommended plan and site near Clinton Street between the elevated railroad tracks and the creek.

Harbor Brook CSO abatement project (CSO)

Responsiveness summary completed

The responsiveness summary was completed and sent out to about forty people who include meeting participants, local officials, and other interested parties. Alternative routes proposed by the public for the Park Avenue conveyance were researched to respond to the comments and suggestions. The County's proposed Park Avenue route continues to be the recommended route by the County. See the responsiveness summary for the detailed reasons.

Property owners of land needed for acquisition for this project have been notified, and communications are underway.

The Harbor Brook CSO Abatement Project Facility Plan (Aug 2005) outlined and evaluated alternative technologies and sites for facilities to abate and treat the eighteen CSOs that release to Harbor Brook. The Facility Plan recommends specific technologies and sites that includes two regional storage and treatment facilities, five underground floatables control facilities, upgrading two pumping stations, and installation of conveyance pipeline to transport CSO flow to the facilities. The sites identified for purchase for the storage and treatment facilities are on vacant privately owned land.

Other activities

Onondaga Lake Partnership

The County continues to be an active member of the Lake Partnership with participation in the Executive Committee, the Project Committee, and the Outreach Committee.

Major milestones met for CSO interim projects

The following is a summary of the projects completed under the Amended Consent Judgment (Appendix B pages 10-12). Each of these ten CSO-related projects had a major milestone completion date of July 1, 2002. Some of these interim projects were completed well ahead of the major milestone date, and all except two met the major milestone date.

Major milestones met for Metro interim projects

Under Appendix A of the Amended Consent Judgment, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002. All six projects were completed by the milestone date, and most were completed well ahead of schedule. The projects are listed below by date completed:

Ambient Monitoring Program

Sampling conducted this month included:

  • Routine biweekly tributary sampling conducted on January 18 and 24
  • Tributary sampling event on 1/18/06 also qualified as a high-flow sampling event—the first of 2006. A minimum of five such high-flow sampling events are required annually.
  • Biweekly South Deep sampling of the Lake was conducted on January 12 and 31
  • No river or event based sampling was conducted this month.

Biological monitoring

Fisheries

Field and laboratory activities are complete for the 2005 monitoring season for the fisheries program. Staff began pressing and aging black bass scales collected during the fall of 2005 monitoring season.

Macroinvertebrate program

Completed laboratory sorting and QA/QC of the Lake macroinvertebrate samples collected in June 2005. Shipped sorted samples to Aquatic Resource Center for species identification on January 4.
