Four CSO points closed
-
Work activities on the Midland Phase II project
during August included:
-
Continued pouring of the vertical walls for the
underground disinfection tank that was begun in June.
About 95% of the walls are complete with a total of
2858 cubic yards of concrete poured.
-
Excavation of soil material continued for the
underground storage tank area that has now reached the
final subgrade elevation.
-
Concrete pours began on August 4 with the first
horizontal base mat.
-
Dewatering of the site continues.
-
Installation of sheeting along the 144-inch pipeline
route continued with 410 linear feet installed to-date.
-
Work on the Tallman-Onondaga sewer separation project
has been completed with punch list items sent to
contractor. Street restoration was completed this
month on Lincoln Avenue, which was the last remaining
street to be restored in the project. Installation of
sewers is complete in all four CSO basins, and
cured-in-place liner installed where designed in
Onondaga Avenue in basin 046A and along Eloise Terrace
in basin 046B.
This project eliminates four existing combined sewer overflows that had discharged into Onondaga Creek.

On August 22, the County forwarded the Harbor Brook CSO Abatement Project Facility Plan (Aug 2005) final
draft facilities plan and Harbor Brook Environmental Information Document (Aug 2005) for the Harbor Brook
combined sewer overflow abatement project to the
NYSDEC and placed copies of the report in libraries in
the project area. Copies were also mailed to city
councilors and county legislators. Public meetings are
scheduled for September.

All major construction work on the project is now
complete, and contractors are working on punch list
items.
Activities related to start-up of HRFS phosphorus
removal system:
-
BAF effluent is now flowing through the HRFS
influent channel, through all four trains and the
effluent channel.
-
The 30-day performance test on the HRFS facility
began in February and was completed in March. Results
are under review and analysis by the County and the
project's consultant, EEA.
-
October 1 is the target to initiate testing under
the next step of the phosphorus pilot study.
The ammonia removal/phosphorus removal upgrade to
Metro was fully completed in 2004. This project is
the largest and most costly single project in the
Amended Consent Judgment program and will have the
greatest positive effects on the water quality of
Onondaga Lake by removing more ammonia and phosphorus
from the Metro effluent discharge.

Construction continues.
By the end of August, the following were completed on
this project:
-
Placement of all mainline sewers and new storm
sewers and laterals in all four basins is completed.
-
Cured-in-place pipe liner was installed in combined
sewers along Onondaga Avenue and Eloise Terrace.
-
Street restorations are complete.
-
Post-construction videotapes are complete in all
basins.
This project separated four combined sewer areas in
the Tallman-Midland-Onondaga Avenue area and eliminated
CSOs 038 and 040 in the Tallman-Midland area and
046A and 046B near Onondaga Avenue on the city's
west side. C.O Falter was the successful bidder on the
contract.
The total construction of the project was estimated at
$4.9 million with 70%-30% reimbursement from
the U.S. Army Corps of Engineers. Under this project,
new sewers were installed and, in most areas, existing
combined sewers were converted for use by stormwater
only. Four sewer overflow discharge points (038,040,
046A, and 046B) no longer discharge a combination of
untreated sewage and stormwater to Onondaga Creek.

Work continued this month on the placement of vertical
concrete walls for the underground disinfection tank.
By the end of the month, approximately 95% of the
walls for the tank had been pouredtotaling 2858
cubic yards of concrete.
Excavation work continued for the underground storage
tank that has reached the final subgrade elevation in
the southwest and northern quadrants with all
tie-backs for the support of excavation system
installed.
Dewatering of the site continued with discharge
through an integrated header system.
Installation of sheeting continued along the route of
the CSO pipeline. So far, about 410 linear feet of
steel sheeting have been installed along this 144-inch
pipeline route that will convey combined sewer flow to
the storage and treatment facility.

As of August 31, 366 calendar days were expended on
the project which is 29.8% of the total contract days
of 1225, and $14,835,426 has been expended on the four prime contractors.

Following review of the comments received from
the State DEC (dated May 27, 2005) on the Clinton Street CSO Abatement Project Facility Plan (Feb 2005 draft) and
accompanying Clinton CSO Abatement: Environmental Information Document (Feb 2005), the County responded to the
comments in a letter dated July 22, 2005. Following
DEC's review of the response, the document will be
finalized.
The Facility Plan recommends construction of a regional
treatment facility using vortex technology and
high-rate disinfection with dechlorination at the
Clinton station site. Conveyance pipes will connect
the CSOs to the facility and also serve as inline
storage.

The County issued two requests for proposals on
April 22 concerning the Clinton and Harbor Brook CSO
abatement projects. One RFP covers design, engineering
and construction services for the regional treatment
facilities. The second RFP covers design, engineering,
and construction services for the conveyances
associated with each project.
Proposals were received on May 27, and the County sent
the notice of award to EEA and CDM/C&S on August 5 and
is currently in the process of finalizing the
contracts:

EEA was awarded the design services contract for
the regional treatment facilities.

CDM/C&S was awarded the design contract for the
conveyances associated with each project.
Regarding the regional treatment facilities, the
contract for Clinton RTF covers only predesign
services including the archeological and geotechnical
work and the contract for Harbor Brook will cover all
design services.
The initial draft facility plan was released to the
public in March 2002. The 2004 plan includes a specific
recommendation for technology and siting. The goal of
the Clinton project is to address the abatement of ten
CSOs between Fayette and Adams streets to be served by
a Clinton area facility located near downtown
Syracuse. The facility plan evaluates alternative
technologies to address the overflows and alternative
sites for a storage-treatment facility and includes a
recommended plan and site behind the elevated railroad
tracks from the Armory Square area.

Watershed of Harbor Brook
|
On August 22, the County forwarded copies of the
Harbor Brook CSO Abatement Project Facility Plan (Aug 2005) and the accompanying Harbor Brook Environmental Information Document (Aug 2005) to the State DEC
following receipt and response to DEC's review and
comments. Copies were placed in area libraries and
sent to city councilors and county legislators. The
plan specifies a recommended alternative which
includes storage and treatment at two regional
facilities (one near Grand Avenue and Delaware Street
and the other on State Fair Boulevard), upgrading of
two pumping stations, and five floatables control
facilities.
Public meetings on the Facility Plan and Environmental Information Document were
scheduled for September 14 and 15.
Request for proposals issued for next steps
The County issued two requests for proposals on
April 22 concerning the Clinton and Harbor Brook CSO
abatement projects. One RFP covers design,
engineering, and construction services for the regional
treatment facilities, and the second RFP covers design,
engineering, and construction services for the
conveyances associated with each project. Proposals
were received on May 27, and the County sent the

personnel are finalizing the contracts.

evaluated alternative technologies and sites for
facilities to abate and treat the eighteen CSOs that
release into Harbor Brook. The current Facility Plan
recommends specific technologies and sites.
The County continues to be an active member of the
Lake Partnership with participation in the Executive
Committee, the Project Committee, and the Outreach
Committee.
A display was put together this month for use by the
Outreach Committee at a booth for the State Fair.
Articles on the Midland project and the leaf bag
program were written and photos supplied for the
Partnership's upcoming newsletter.
The following is a summary of the projects completed
under Appendix B pages 10-12 of the Amended Consent
Judgment. Each of these ten CSO-related projects had
a major milestone completion date of July 1, 2002.
Some of these interim projects were completed well
ahead of the major milestone date, and all except two
met the major milestone date.
The projects are listed below by date completed:
Sampling conducted this month included:

Routine biweekly tributary sampling conducted on August 9 and 23
-
Special weekly double lake samplings of the nearshore and South Deep completed on August 2, 8, 17, 22, and 30
-
Special high-flow sampling event was completed on
August 31. With this event, the County has completed
five of its required minimum of five tributary
high-flow events to be sampled annually.
The following fisheries-related sampling took place
as required under the AMP:
-
Biweekly pelagic larvae sampling on week of
August 1. This completed event 8 of 8 required
pelagic larvae sampling.

Juvenile seine event 3 of 6 for littoral
young-of-the-year during the week of August 11. Dr.
John Ferrante of NYSDEC accompanied the sampling crew
on August 12. Initiated event 4 of 6 for the
littoral young-of-the-year the week of August
29.

Attended the weekly Wednesday night bass tournaments on August 3, 7, and 10 to collect weigh-in data including length and tag recapture data
-
Completed identification and QA/QC of larval fish collected during the 05 monitoring season
-
Completed event 2 of 3 for the Onondaga Creek fisheries assessment with tributary backpack electrofishing on August 18 and 19.
