Subgrade reached for Midland tank

Work activities on the Midland Phase II project:
-
Continued pouring of the vertical walls for the
underground disinfection tank that was begun in June
and now totals 2340 cubic yards of concrete

Continued excavation of approximately 50,000 tons of
soil material for the underground storage tank area
that has now reached the final subgrade,
elevation
-
Installation of all tie-backs for the support of the
excavation system have been completed and tested.

Dewatering of the site continues.

Installation continued for the sheeting along the
144-inch pipeline route.

Work on the Tallman-Onondaga sewer separation
project was in its final stages this month with street
restoration done on all but one streetLincoln
Avenue, which is underway. Installation of sewers is complete
in all four CSO basins, and cured-in-place liner has
been installed where designed in Onondaga Avenue in basin
046A and along Eloise Terrace in basin 046B.
Post-construction videos are complete for all basins
except basin 040 where street restoration is being
finished on Lincoln Avenue. This entire project is
designed to eliminate four existing combined sewer
overflows that had discharged into Onondaga Creek.

In a letter dated July 11, the NYSDEC through its
Division of Environmental Permits ruled that no
dispute existed as to the designation of lead agency
for the Clinton and Harbor Brook regional treatment
facility and conveyances projects because Onondaga
County was the sole involved agency which had asserted
both an interest in and intent to serve as lead
agency. Therefore, no further decision was needed by
the DEC acting commissioner, and the County could
serve as lead agency for both projects. Although the
City of Syracuse had objected to the County's serving
as lead agency, it did not propose to act as lead
agency itself, and Region 7 DEC had concurred with the
County acting as lead agency.

On July 22, the County forwarded its response
to the State DEC on its previous comments on the
Clinton Street CSO Abatement Project Facility Plan (Feb 2005 draft) and Clinton CSO Abatement: Environmental Information Document (Feb 2005) for the Clinton Street CSO Abatement Project.

All major construction work on the project is now
complete, and contractors are working on punch list
items.
Activities related to the start up of the
HRFS-phosphorus removal system.

BAF effluent is now flowing through the HRFS
influent channel, through all four trains and the
effluent channel.
-
The 30-day performance test on the HRFS facility
began in February and was completed in March. Results
are under review and analysis by the County and the
project's consultant, EEA.
-
October 1 is the target to initiate testing under the next step of the phosphorus pilot study.
The ammonia-phosphorus removal upgrade to Metro was
fully completed in 2004. This project is the largest
and most costly single project in the Amended Consent
Judgment program and will have the greatest positive
effect on the water quality of Onondaga Lake by
removing more ammonia and phosphorus from the Metro
effluent discharge.

By the end of July, the following were completed on
this project:
-
All mainline sewers and new storm sewers and
laterals that were to be placed in all four areas were
completed.
-
Cured-in-place pipe liner was installed in
combined sewers along Onondaga Avenue and Eloise
Terrace.
-
Street restorations were completed on all but
Lincoln Avenue.
-
Post-construction videotapes were completed for
all but basin 040 where Lincoln Avenue is located
This project will separate four combined sewer areas
in the Tallman-Midland-Onondaga Avenue area and
eliminate CSOs 038 and 040 in the Tallman-Midland
area and 046A and 046B near Onondaga Avenue on the
city's west side. C.O Falter was the successful
bidder on the contract.
The total construction of the project is estimated to
cost $4.9 million with 70%-30% reimbursement from the
U.S. Army Corps of Engineers. Under this project, new
sewers will be installed and in most areas, existing
combined sewers will be converted for use by
stormwater only. When finished, these four sewer
overflow discharge points (038, 040, 046A, and 046B)
will no longer discharge a combination of untreated
sewage and stormwater to Onondaga Creek.

Work continued this month on the placement of vertical
concrete walls for the underground disinfection tank.
By the end of the month, approximately 50% of the
walls for the tank had been pouredtotaling 2340
cubic yards of concrete
Excavation work continued for the underground storage
tank that has reached the final subgrade elevation in
the southwest quadrant with all tie-backs for the
support of excavation system installed.
Dewatering of the site continued with discharge
through an integrated header system.
Installation of sheeting continued along the route for
the 144-inch pipeline.
As of July 31, 335 calendar days were expended on the
project which is 27.35% of the total contract days of
1225.

Following review of the comments received from the
State DEC (dated May 27, 2005) on the Clinton Street CSO Abatement Project Facility Plan (Feb 2005 draft) and
accompanying Clinton CSO Abatement: Environmental Information Document (Feb 2005), the County responded to the
comments in a letter dated July 22, 2005. Following
DEC's review of the response, the document will be
finalized.

The Facility Plan and Environmental Information Document were submitted to the State DEC
for review and comment on March 1, 2005. The report
recommends construction of a regional treatment
facility using vortex technology and high-rate
disinfection with dechlorination at the Clinton
station site. Conveyance pipes will connect the CSOs
to the facility and also serve as inline storage.

A letter was compiled and sent to the commissioner
of NYS DEC on May 9 requesting a commissioner's
decision for designation of Onondaga County as the
lead agency for the environmental review to be
conducted on the Clinton CSO project. The City
objected and suggested Region 7 DEC should serve as
lead agency. In a letter dated July 11, 2005, the
State DEC determined that no dispute on lead agency
exists because no other agency other than the County
proposed to be lead agency. Therefore, Onondaga County
could serve as lead agency for both the Clinton and
Harbor Brook projects.

treatment facilities. The second RFP covers design,

the process of finalizing the contracts. EEA will be
awarded the design services contract for the regional
treatment facilities, and CDM/C&S will be awarded the
design contract for the conveyances associated with
each project. Regarding the regional treatment
facilities, the contract for Clinton RTF covers only
predesign services including the archeological and
geotechnical work. The contract for Harbor Brook
will cover all design services.

The initial draft Clinton CSO Abatement Facility Plan (March 2002 draft) was released to the public in
March 2002. The 2004 plan includes a specific
recommendation for technology and siting. The goal of
the Clinton project is to address the abatement of ten
CSOs between Fayette and Adams streets to be served by
a Clinton area facility located near downtown
Syracuse. The Facility Plan evaluates alternative
technologies to address the overflows and alternative
sites for a storage-treatment facility and includes a
recommended plan and site behind the elevated railroad
tracks from the Armory Square area.

Facility plan and EID submitted to DEC
The County forwarded copies of the Harbor Brook CSO
abatement facility plan and the accompanying
environmental information document to DEC for review
and comment on December 30, 2004. The plan specifies
a recommended alternative which includes storage and
treatment at two regional facilities (one near Grand
Avenue and Delaware Street and the other on State Fair
Boulevard), upgrading of two pumping stations, and five
floatables control facilities.
DEC comment letter received
In a letter dated March 29, DEC forwarded comments
to the County on the draft facility plan and EID
submitted to DEC in December 2004. The comments were
reviewed by the County, and a response to comments was
sent to DEC on May 6, 2005. A verbal approval of the
response was received from DEC on June 17, and the
report is currently being finalized for re-submission.
Request for proposals issued for next step
-
The County issued two requests for proposals on

The contracts will be awarded and finalized in
August.
County as lead agency
A letter was compiled and sent to the commissioner of

Harbor Brook and Clinton CSO projects. In a letter
dated July 11, 2005, the NYSDEC determined that no

Therefore, Onondaga County could serve as lead agency
for both the Clinton and Harbor Brook projects.
The initial draft Harbor Brook CSO Abatement Facilities Plan was released in March 2002.
The draft plan outlined and evaluated alternative
technologies and sites for facilities to abate and
treat the eighteen CSOs that release into Harbor Brook. The
2004 Plan recommends specific technologies and sites.
The County continued to support the efforts of the
Onondaga Lake Partnership through participation in the
monthly meetings of the Executive and standing
committees. This month, work was completed to
finalize two brochures for the Partnership that
covered the topics of hazardous waste remediation and
habitat restoration.
The following is a summary of the projects completed
under Appendix B pages 10-12 of the Amended Consent
Judgment. Each of these ten CSO-related projects had
a major milestone completion date of July 1, 2002.
Some of these interim projects were completed well
ahead of the major milestone date and all except two
met the major milestone date.

Buoy that collects data in Onondaga Lake for the Ambient Monitoring Program
|
Routine biweekly tributary sampling was conducted on
July 11 and July 26. Special weekly double lake
samplings of the nearshore and South Deep on July 6,
15, 19, and 25.
With completion of a high-flow sampling event on April
5, the County has completed four of its required
minimum of five tributary high-flow events to be
sampled annually. No high-flow events were sampled this
month.
The following fisheries-related sampling took place
as required under the AMP this month:
-
Biweekly pelagic larvae sampling on weeks of July
4 and July 18. These completed events 5 and 6 of the
required pelagic larvae sampling.
-
Event 4 of 5 required for the larval light traps
were conducted during the week of July 4.
-
Conducted event 2 of 6 of juvenile seine events for
littoral young-of-the-year during the week of July
18th.
-
Attended the weekly Wednesday night bass tournaments
on July 6, 13, 20, and 27 to collect weigh-in data.
This will continue through mid-August.
The annual aerial survey of Onondaga Lake for macrophytes
was completed on June 23. On July 5, AMP personnel
conducted field verification at two of the ten sites
to confirm the species present.
