Sheeting installed at Midland

During January, construction work on Phase II of the
Midland RTF and conveyances project focused on
completing installation of sheeting around the
existing 48-inch Main Interceptor Sewer. All of the
54-inch
replacement pipe and necessary manholes, fittings, and
pump for the bypass system are on the site and ready to
go. The contractor also began installing the
temporary power service that will operate the bypass
pumping operation.

As scheduled, Krüger began the required 30-day cold
weather performance testing on the BAF (ammonia
removal process) at Metro on January 8. The County
has continued to operate the BAF process since January
2004 with the system successfully
achieving or exceeding ACJ ammonia removal requirements.

The Metro plant's full flow of BAF-treated effluent
continued to be put through the new high-rate
flocculated settling (HRFS) phosphorus removal system
with preparations this month for the 30-day
performance test on the HRFS scheduled to begin on
February 8.

Work is still suspended on the Tallman-Onondaga sewer
separation project due to winter weather conditions.
Work will recommence in the spring and include
finishing remaining separation activities and final
street restorations. This project is designed to
eliminate four existing combined sewer overflows which
currently discharge into Onondaga Creek.

The County forwarded copies of the Harbor Brook CSO
abatement facility plan and the accompanying
environmental information document to DEC on December
30, 2004. The plan is currently under review by DEC.

Construction
All major construction work on the project is now
completed, and contractors are working on punch list
items.
Start-up of HRFS phosphorus removal system
BAF effluent is now flowing through the HRFS influent
channelthrough all four trains and the effluent
channel.
Krüger continued work this month on equipment
testing, adjusting chemical, polymer and sand dosages
as well as adjusting and calibrating the automated
control system and SCADA system in preparation for the
30-day performance test to begin on February 8.
Plant Operations Center
All equipment and personnel were moved from the old
Plant Operations Building into the new Plant
Operations Center on the weekend of November 13 and
have been fully functioning from the new facility
since that time. The electrical contractor and
representatives of USFilter Controls Division
returned to the site in late January to complete a few
remaining items in the final integration of the SCADA
systems and computerized controls.
The ammonia removal/phosphorus removal upgrade to
Metro was fully completed in 2004. This project is the
largest and most costly single project in the Amended
Consent Judgment program and will have the greatest
positive impacts on the water quality of Onondaga Lake
by removing more ammonia and phosphorus from the Metro
effluent discharge.

Construction shut down for winter
Construction was shut down due to winter weather on
this project to separate four combined sewer areas in
the Tallman-Midland-Onondaga Avenue area. Binder course
was placed on all of the roads disturbed by
construction this fall, and final road restoration
(including milling and top course) is planned for the
spring.
This project is designed to eliminate CSOs 038 and
040 in the Tallman-Midland area and 046A and 046B
near Onondaga Avenue on the city's west side. C.O. Falter
was the successful bidder on the contract.
The total construction of the project is estimated to
cost $4.9 million with 70%-30% reimbursement from the
U.S. Army Corps of Engineers. Under this project, new
sewers will be installed and, in most areas, existing
combined sewers will be converted for use by
stormwater only. When finished, these four sewer
overflow discharge points (038, 040, 046A, and 046B)
will no longer discharge a combination of untreated
sewage and stormwater to Onondaga Creek.

Construction continues
Construction during the month primarily focused on
work related to the replacement of the 48-inch Main
Interceptor Sewer in the area of construction of the
treatment and storage facility. Activities included
continuing to install the sheeting and bracing for the
support-of-excavation around the existing Main
Interceptor Sewer. Once the sheeting is in place, the
area will be excavated, and the existing concrete and
brick sewer will be replaced with a new 54-inch HDPE
pipeline. A temporary pipeline will be installed to
bypass the MIS during construction of the new
pipeline. All necessary replacement pipe, manholes,
fittings and the bypass system with pipe, pump, and
manifold are on site and ready to be placed when
sheeting and bracing is completed on the full extent
of the MIS through the site.
Excavation for the main area of the treatment and
storage facility may begin during February.
Other construction-related activities included
beginning the installation of temporary power service
for the bypass operation, preparation of the base pad
for the new pole barn for Centro, and coordination
activities with all utility companies concerning the
future work planned at the intersection of Blaine Street
and Midland Avenue.
Two dewatering wells have been installed and
production rates were tested. Results are being
analyzed.

Work is underway to finalize the facility plan and
accompanying environmental information document for
submittal to State DEC for review and comment as well
as for public distribution soon.
Contacts continue between County and a subcommittee of
the Armory Square Association to discuss the status
and impacts of the Clinton facility plan. Issues
discussed with County project staff including the
project's proposed schedule and mitigation measures.
The goal of the Clinton project is to address the
abatement of ten CSOs between Fayette and Adams
Streets to be served by a Clinton area facility
located near downtown Syracuse. The facility plan
evaluates alternative technologies to address the
overflows and alternative sites for a
storage-treatment facility and will propose a
recommended plan and site.

Facility plan and EID submitted to DEC
The County forwarded copies of the Harbor Brook CSO
abatement facility plan and the accompanying
environmental information document to DEC for review
and comment on December 30, 2004. The plan specifies a
recommended alternative that includes storage and
treatment at two regional facilities, upgrading of two
pumping stations, and five floatables control
facilities.
The initial draft Harbor Brook CSO Abatement Facilities Plan was released in March 2002.
The draft plan outlined and evaluated alternative
technologies and sites for facilities to abate and
treat the eighteen CSOs that release to Harbor Brook. The
2004 Plan identifies specific technologies and sites.

Quarterly performance reports were forwarded to DEC
from the County in January on the following completed
projects:
- Burnet floatables control facility
- Butternut floatables control facility
- Erie Boulevard storage system
- Hiawatha regional treatment facility
- Maltbie Street floatables control facility
- Teall Brook floatable control facility.
Major milestones met for CSO interim projects.
The following is a summary of the projects completed
under Appendix B pages 10-12 of the Amended Consent Judgment.
Each of these ten CSO-related projects had
a major milestone completion date of July 1, 2002.
Some of these interim projects were completed well
ahead of the major milestone date, and all except two
met the major milestone date.
The projects are listed below by date completed:
Sampling conducted this month included:

Routine biweekly tributary sampling conducted on January 11 and 25

A minimum of five high-flow tributary sampling events are required each year and to-date five events have been sampled (3/3, 3/8,5/25, 8/30, and 9/9).
Fisheries sampling activities conducted this month
included the sorting of macroinvertebrates from the
tributary samples collected in July 2004 was
completed. Ten sites were sampled with forty
samples requiring sorting.
Additional monies may be available from the U.S. Army
Corps of Engineers to cover an additional sewer
separation project in Syracuse.
Information on the proposed area (CSO 050 near South
Avenue) and the required intermunicipal agreement is
being compiled.
