Performance test successful
 

Highlights of the month

  • Attention is currently focusing on completion of the phosphorus removal system (HRFS) and completion of the Operations-Chemical Building.
  • The BAF system to remove ammonia and the UV disinfection facilities continue to treat and disinfect 100% of the Metro effluent prior to discharge to Onondaga Lake. These operations replace the decommissioned tertiary tanks and chlorine contact disinfection system.
  • The equipment supplier, Krüger, began its 30-day performance test on June 6 for the summer season. Initial feedback shows that the BAF system is not only meeting current Phase II effluent compliance levels, but is performing to meet the required Phase III effluent ammonia limits—8 years ahead of the 2012 ACJ milestone date.
  • Demolition of 115 Oxford Street—the former apartment building—began this month with asbestos removal. Demolition is scheduled for early August. The former apartment building is one of two buildings remaining for demolition before the County begins the next phase of the Midland RTF construction. Demolition is complete on four residences and one garage. A remaining residence at 426 Castle Street is slated for demolition in early August.
  • Notices of intent to award bid for the construction contracts for the Phase II Midland RTF and conveyances was sent on July 12 to successful bidders as follows: general contractor—Murnane, electrical contract—Ridley Electric, HVAC and plumbing contracts—Edward Joy.
  • Preconstruction meeting held with contractors for Midland project on July 29, and internal chartering session between County and engineering consultants held on July 15.
  • Work began this month on the Tallman sewer separation project with videotaping completed to establish preconstruction conditions. Also sawcutting of street in Midland Avenue was underway this month.

BAF structure (ammonia removal), HRFS facility (phosphorus removal), UV disinfection facility, and Secondary Effluent Pump Station. All structural concrete work is complete. Contractor working on punchlist items. Structural grating work continued in the HRFS influent gallery and is nearing completion.

Operations-Chemical Building. Structural concrete work is complete. The concrete masonry block work is now completed.

Summary of mechanical work

BAF facility. The BAF facility continued to accept 100% of the Metro secondary effluent flow. Punch list items only remain. Krüger completed its 30-day summer performance test on the facility on July 6. Initial feedback shows the system performing well and meeting Phase II and III effluent ammonia limits. Phase II limits were in effect on May 1, 2004. Phase III limits will be required on December 1, 2012.

HRFS facility. With installation of process equipment and piping continuing this month, the mechanical work at this facility is essentially complete. Work to be finished includes installation of the balance of piping for process chemicals and installation of roof drain leaders. Contractor completed installation of lamella settling tubes in the clarifier tanks this month.

Secondary Effluent Pump Station. Mechanical work in this structure is substantially complete. County is now operating this facility full time.

UV structure. The County took beneficial occupancy of this equipment in May and is now fully operating this facility.

Operations-Chemical Building. Extensive progress was made again this month on all three floors of the Operations Center. All rough-in electrical work is now complete on the first, second, and third floors. On the third floor, most of the electrical trim and connections are complete. Work is now concentrated on the second floor in the mechanical room with pre-startup testing of the air handling equipment, heating system, and wiring of various electrical components. Rough plumbing work is complete on all three floors, and fire protection has been installed and tested on the second and third floors with 90% completed on the first floor. Chemical process lines continue to be installed by Danforth, plant water by Burns Bros., and lighting by Ridley Electric.

Architectural work this month

BAF facility. Architectural work continued this month on this structure with installation of the BAF louvers and architectural alucabond panels. This work is now about 99% complete. Contractor finished exterior concrete work on the walls of the backwash tanks and is continuing along the north-west side of the BAF. Contractor resumed preparatory work for exterior floor coating system to be applied on the upper influent walkways of the BAF.

Other structures. Some alucabond exterior panels remain to be installed on the east side of the HRFS as well as some louvers on the north side of the HRFS. No architectural work will take place on the UV structure this month because the contractor is waiting for delivery of the balance of exterior wall panels.

Windows were installed in the perimeter of the Operations Center with 95% completed by the end of the month. Other work in the Operations Center included completion of installation of sheetrock on the third and second floors, completion of painting on the third and second floors, and beginning the installation of gypsum drywall board on the walls of the lobby on the first floor. Bathroom lockers were installed in July and are about 95% complete. Installation of laboratory and kitchen cabinets scheduled for August.

Excavations for the roads and parking lots continued this month with 98% complete.

Lawn areas around the structures are being prepared for landscaping work which is scheduled to begin in late August.

Many meetings continue to be held on various aspects of the construction and punch list items with appropriate contractors, consultants, and County personnel.

This is the largest and most costly single project
in the Amended Consent Judgment program

and will have the greatest positive effect on the water quality of Onondaga Lake
by removing more ammonia and phosphorus
from the Metro effluent discharge.

Mobilization on site this month

Mobilization began this month on site, and videotaping was completed to establish the current condition of sewers prior to commencement of work. Sawcutting completed on Midland Avenue related to CSO basin area 038. Inspections for internal building modifications are scheduled to take place on July 30 and August 2.

NiMo continues with gas line replacement

NiMo crews continued with gas lines replacements along Onondaga Avenue and several side streets in the 046B CSO basin.

This project is designed to eliminate CSOs 038 and 040 in the Tallman-Midland area and 046A and 046B near Onondaga Avenue on the City's west side. C.O Falter was the successful bidder on the contract.

The total construction of the project is estimated to cost $4.9 million with 70%-30% reimbursement from the U.S. Army Corps of Engineers. Construction is estimated to take 200 calendar days from the notice to proceed. The project will install new sewers and convert existing combined sewers to stormwater only. Thus eliminating the release of combined sewage and stormwater from four overflow points along Onondaga Creek.

Demolition continues

Demolition work continued this month for the Midland project. The following structures were previously demolished during May and June: a two-family house at 422-424 West Castle Street on May 19, a two-family house at 476-478 West Castle Street on May 20, a single-family house at 615 Midland Avenue, and a two-family house at 619 Midland Avenue—both demolished on June 4, and a former repair-garage building at 519 Midland on June 30. This month, asbestos removal and disposal continued which began on June 30 at the former apartment building located at 115 Oxford Street.

To date, a total of five structures have been demolished with two structures (115 Oxford Street and a single family house at 426 West Castle Street) remaining to be demolished in August.

Notice of intent-to-award issued

The Notice of intent-to-award was issued for this project on July 12 to general construction contractor Murnane and the other contractors including Edward Joy and Ridley Electric.

Other meetings held and business

Meetings were held this month between County staff, program managers (CDM/C&S) and design engineers (EEA) regarding building demolition contract, construction phase services, and review of bids.

Regarding tenant relocation, the Syracuse Housing Authority and the County have agreed on October 1 as the date of final tenant relocation for the project. Final agreement to be signed soon covering relocation services, schedule, and building maintenance.

Agreement reached with Honeywell regarding disposal of soil from the Midland excavation on the wastebeds. Final memorandum of agreement is now fully executed.

Projects in facility planning stage

Clinton conveyances and regional treatment facility (CSO)

(ACJ dates—Commence construction of conveyances and RTF—May 1, 2003—Milestone revision requested.)

  • Facility plan distribution on hold pending outcome of negotiations with City.
  • Final draft environmental information document and draft environmental impact statement/SEQR forms prepared. Release pending outcome of negotiations with City.
  • County and City officials meeting for discussions on project regarding technologies and sites. No resolution reached to date.

The goal of the Clinton project is to address the abatement of ten CSOs between Fayette and Adams streets to be served by a Clinton Area Facility located near downtown Syracuse. The Clinton CSO Abatement Facility Plan (March 2002 draft) evaluates alternative technologies to address the overflows and alternative sites for a storage/treatment facility.

Harbor Brook CSO abatement project (CSO)

This month, County staff and design consultants, Brown & Caldwell, worked on the following items:

  • Phase IB archeological field investigation work began on multiple sites this month. Areas disturbed were restored following trenching. Representative of the Onondaga Nation was on site to oversee archeological work along with representatives of Hartgen, the archeological consultant responsible for the investigations.
  • Nine trenches were completed at the State Fair Upper Basin Site on July 15, and excavations were completed at the Amy and Delaware Street also this month.
  • Permission received from New York State to complete excavations at Grand Avenue site. Work scheduled for August.
  • Flow meters installed to monitor flows in certain CSOs to aid in analysis of proposed alternatives for collection and treatment. Some of further monitoring efforts directed at middle basin to confirm flows and analyze potential for CSO elimination or consolidation. Contract amended to include additional monitoring.
  • Progress meeting held July 13. Next meeting scheduled for August 11.

The draft Harbor Brook CSO Abatement Facilities Plan was released in March 2002. The draft plan outlines and evaluates alternative technologies including the in-water system for abating and treating the eighteen CSOs that release to Harbor Brook. This draft plan also identifies potential sites for CSO abatement facilities.

New trash skimmer boat continues ’04 season. A new trash skimmer boat operated in the Inner Harbor twice a week during the month of July and will continue on the twice a week schedule through August. The new boat was built by Alpha Boats of Weedsport, NY who was the successful bidder on the new 5 year contract with the County to collect floatables debris in the Inner Harbor at the mouth of Onondaga Creek. The vessel is larger than the previous boat used for the operation and was constructed specifically for this use. Efforts continue to be made to coordinate cleaning schedule with events scheduled in the harbor.

Major milestones met for CSO interim projects

The year 2002 was important in the Amended Consent Judgment program because ten CSO-related projects met their major milestone completion date of July 1, 2002 (ACJ, Appendix B pages 10-12). Some of these interim projects were completed well ahead of the major milestone dates, and all but two met the major milestone. The Kirkpatrick Street Pump Station and the Harbor Brook In-water System required milestone extensions. New York State is reviewing the County's requests for the extensions.

Brighton Avenue sewer separation project (CSO)

(ACJ Project milestone—January 1, 2012—Project completed 2003)
Pipe installation and restoration work was completed. Under this $2.1 million project, 2,864 feet of mainline sewer was installed in the streets along with a total of 1,760.5 feet of lateral sewers to eighty-four houses, thirty-nine new copper water service lines in the right-of-way, fifteen new manholes, and twelve new catch basins hoods. The project was completed on time and under budget.

This sewer separation project involved about eight blocks on the City's south side. Work included installation of a new mainline sewer and conversion of existing combined lines to use for stormwater only. The County replaced lead water services encountered during sewer construction to reduce lead services.

With the project completed, two former combined sewer overflows (053 and 054) no longer release combined untreated sewage and stormwater to Onondaga Creek when it rains. The overflows now only release stormwater. All wastewater from these areas goes to Metro for treatment.

Major milestones met for Metro interim projects

Under Appendix A of the ACJ, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002. All six projects were completed by the milestone date and most well ahead of schedule. The projects are listed below by date completed:

Ambient Monitoring Program

Summary of sampling program

Sampling conducted this month included:
- Routine biweekly tributary sampling
- Special Lake weekly sampling.

Other activities. Flow monitoring sensors installed at all stations on joint venture project with USGS and the County to collect flow data on the Lake outlet. Initiated installation of water quality monitoring equipment during June. Parameters of measurements will include temperature, specific conductivity, salinity, dissolved oxygen, turbidity, and chlorophyll. In addition, all five weather stations funded through the Technology Venture Capital Program are operational.

  • Contract with The Pike Company amended for increase in the estimated quantities for removal of MGP-affected soils. Contract amendment amount: $108,654. Executed 7/26/04.
  • Contract with The Pike Company amended for increase in the estimated quantities for excavation, transportation and disposal of non-hazardous industrial solid waste. Contract amendment amount: $118,000. Executed 7/26/04.
  • Contract with The Pike Company amended for various modifications including the addition of access ladders and roof hatches, wet-well wall tie-ins and support piles, and installation of seal water system for various pumps. Contract amendment amount: $95,938. Executed 7/26/04.

Legislative action

Action items of the County Legislature in of July: Approving a project related to biosolids handling improvements at an estimated cost of $15.1 million and authorizing $15.1 million serial bonds.

Upcoming for August legislative session: No items.

Upcoming for August committee:
- Authorizing an intermunicipal agreement between the County and the City of Syracuse to implement urban nonpoint source pollution best management practices in Syracuse.
- Amending the 2004 County budget to accept funds in relation to a construction project to rehabilitate certain catch basins within the Onondaga Lake drainage basin contained within the City of Syracuse at a cost of $975,000.
