Ammonia reduction on target
 

Highlights of the month

  • The BAF system to reduce ammonia levels in the Metro effluent is working well and is on target to successfully meet effluent compliance levels for ammonia by the ACJ date of May 1, 2004.
  • the new ultraviolet disinfection system is now disinfecting 100% of the BAF effluent.
  • The new phosphorus removal facilities (HRFS) are over 90% complete.
  • The Operations-Chemical Building is 65% complete.
  • Letter of intent to award was sent on April 13, 2004 to successful low bidder, Empire Dismantlement Corporation, for the demolition contract related to the construction of Phase II of the Midland project. Phase II involves the construction of a regional treatment and storage facility and the necessary conveyances. Demolition activities are slated to begin in early May.
  • Bids were advertised for the construction contract for the Phase II Midland regional treatment facility and conveyances on March 5, 2004. A prebid conference was held on March 24. Three addendums were prepared and sent during April. In addendum 2, issued April 23, the bid opening date was extended from May 5 to May 19.
  • Planning underway for Onondaga Lake Partnership's third annual Onondaga Lake Day, to be held Saturday, June 5, 2004 at Onondaga Lake Park near new Griffin Visitors' Center.

Summary of structural work on major component facilities

BAF structure (ammonia removal): All structural concrete work is complete.

HRFS facility (phosphorus removal): All structural concrete work is complete.

UV disinfection facility: All structural concrete work is complete.

Secondary effluent pump station: All structural concrete work at this facility is substantially complete. A formal preliminary punch list was issued to contractors.

Operations-Chemical Building: Structural concrete work is complete. Work continued on the installation of concrete masonry block with substantial completion accomplished this month. The brick veneer and glass block work continued on the Plant Operations Center entryway facing Hiawatha Boulevard. The brick veneer work on the north exterior of the Operations Center building is complete. The masonry, brick veneer, and glass block work is complete on the Chemical Building.

BAF facility: The BAF facility continued to accept 100% of the Metro secondary effluent flow. Additional instrumentation training for County staff which was requested by the County has been completed by Kruger.

HRFS facility: The mechanical work including installation of the process equipment and piping is now substantially complete. Work on insulation continued this month, along with installation of the balance of PVC piping for process chemicals and installation of the power and control wiring for process equipment.

Secondary effluent pump station: Mechanical work in this structure is substantially complete.

UV structure: The required 14-day performance testing was completed on the UV disinfection equipment. Some malfunctioning equipment was repaired.

Operations-Chemical Building: Contractors have made extensive progress on all three floors of the operations center. Roughed in electrical work is complete on the third floor and continues on the second floor. All HVAC and heating components are complete on the first and second floors. Work is now concentrated on the second floor mechanical room where installation is taking place of air-handling equipment and the heating system. Plumbing work is fully complete on the third floor and 80% complete on the second floor.

Architectural work this month

BAF facility: Architectural work continued this month on this structure with installation of the BAF louvers and exterior alucabond panels. The work is 90% complete. The brick veneer piers are 90% complete as well.

Other structures: Remaining work on the UV facility include louvers, exterior wall panels, and flashing. On the Operations-Chemical Building, 75% of the exterior metal studs and insulation was installed by the end of the month. Installation of interior sheetrock is 40% complete on the third floor.

Other information

The contractor resumed work installing the storm drainage system onsite and hauling and disposing of excavated stockpiled material from the site.

The contractor started excavations for the roads and parking lots.

Beneficial occupancy taken on the Secondary Effluent Pump Station, BAF facility, and UV disinfection facility.

Many meetings continue to be held on various aspects of the construction, punch list items, and start-up activities with appropriate contractors, consultants and County personnel.

This is the largest and most costly single project
in the Amended Consent Judgment program

and will have the greatest positive effect on the water quality of Onondaga Lake
by removing more ammonia and phosphorus
from the Metro effluent discharge.

Brighton Avenue sewer separation project (CSO)

(ACJ project milestone—January 1, 2012—project completed)
Pipe installation and restoration work completed: Under this $2.1 million project, 2864 feet of mainline sewer was installed in the streets along with 1760.5 feet of lateral sewers to eighty-four houses, thirty-nine new copper water service lines in the right-of-way, fifteen new manholes, and twelve new catch basins hoods.

This sewer separation project involved about eight blocks on the City's south side. Work included installation of a new mainline sewer and conversion of existing combined lines to use for stormwater only. Lead water services encountered during sewer construction were replaced in the right-of-way by the County to reduce extent of lead services. With the project completed, two former combined sewer overflows (053 and 054) no longer release combined untreated sewage and stormwater to Onondaga Creek when it rains. The overflows now only release stormwater. All wastewater goes to Metro for treatment.

Midland conveyances and regional treatment facility (CSO)

The notice of intent to award was sent to the potential successful low bidder, Empire Dismantlement Corp. on April 13, 2004. The contract is expected to be signed in early May. A preconstruction meeting is scheduled for May 4. Demolition contractor expected to mobilize and begin demolition with removal of asbestos during first week of May. Demolition scheduled for completion during July.

Bids solicited for construction of Midland facility and conveyances On March 4, 2004, the County advertised for bids for the construction of Phase II of the Midland project which involves construction of a regional treatment and storage facility and conveyances to carry stormwater and combined sewage overflows to the facility.

A pre-bid conference was held on March 24 with a number of potential contractors attending. Two addendums to the bid documents were sent during April (April 5 and 23), and an additional addendum was expected to be sent on May 10. Bid opening on the contract had originally been set for May 5 but has been postponed until May 19. ,h4 Other meetings held Meetings were held this month between County staff, program managers (CDM/C&S), and design engineers (EEA) regarding construction schedule, coordination, sequencing, and staff assignments. In addition, meetings were held to discuss and prepare addendums to bid documents for the construction contract and to review bids on the demolition contract.

Additionally, discussions continue between County and City officials on the Midland and Clinton projects.

Tallman-Onondaga sewer separation (CSO)

The next CSOs slated for sewer separation are 038 and 040 in the Tallman-Midland area and 046A and 046B near Onondaga Avenue on the City's west side. Bids were advertised on April 6, and a pre-bid meeting was held on April 14. Bids were opened on April 27 and are under review. Three bids were received. A post-bid meeting is scheduled for May 4.

The total construction cost of the project is estimated at $4.9 million with 70%-30% reimbursement from the U.S. Army Corps of Engineers. Construction is estimated to take 200 calendar days from the notice to proceed.

The project will install new sewers and convert existing combined sewers to stormwater only, thus eliminating the release of combined sewage and stormwater from four overflow points along Onondaga Creek.

The intermunicipal agreement has been signed on this project by both the County and the City and approved through their respective legislatures. Initial project notifications were mailed to area residents and property owners.

Clinton conveyances and regional treatment facility (CSO)

(ACJ dates—Commence construction of conveyances and RTF—May 1, 2003—milestone revision requested.)

  • Facility plan distribution on hold pending outcome of negotiations with City.
  • Final draft environmental information document and draft environmental impact statement/SEQR forms prepared. Release pending outcome of negotiations with City.
  • County and City officials meeting for discussions on project regarding technologies and sites. No resolution reached to date.

The goal of the Clinton project is to address the abatement of ten CSOs between Fayette and Adams Streets to be served by a Clinton area facility located near downtown Syracuse. The Clinton CSO Abatement Facility Plan (March 2002 draft) evaluates alternative technologies to address the overflows and alternative sites for a storage-treatment facility.

Activities this month

The design consultants, Brown & Caldwell, worked on the following items:

  • Further development of environmental information document and SEQR-related information for the project by subconsultant, EcoLogic. Submittal of 60% draft to County for review.
  • Archeological consultant requested to finalize Phase IA archeological report and work plan for Phase IB for submittal to State Office of Historic Preservation.
  • Work to identify areas to be slated for archeological investigations at potential sites and confirm property owners to be notified.
  • Maps created on potential size and location of facilities for use by EcoLogic for EID, by Sear-Brown for traffic study and by Hartgen for archeological investigations.
  • Developed cost analysis for middle basin FCFs as compared to sewer separation.
  • Meetings with County staff to decide further monitoring needs and site size plans.

    The Harbor Brook CSO Abatement Facilities Plan was released in March 2002. The draft plan outlines and evaluates alternative technologies including the in-water system for abating and treating the eighteen CSOs that release to Harbor Brook. This draft plan also identifies potential sites for CSO abatement facilities.

    Other activities

    New trash skimmer boat begins ’04 season

    A new trash skimmer boat made its maiden voyage and began cleaning the Inner Harbor on April 22. The new boat was built by Alpha Boats of Weedsport, NY, the successful bidder on the new 5-year contract with the County to collect floatable debris in the Inner Harbor at the end of Onondaga Creek. The vessel is larger than the previous boat used for the operation and was constructed specifically for this use.

    The boat will clean the harbor once a week during May and twice a week during June, July, and August. Meetings were held by the County with the Lakefront Development Corporation and the Canal Corporation before starting this year's operation for coordination purposes. Additional meetings were held with the City contractor working on total reconstruction of Solar Street to coordinate access to the harbor.

    Partnership activities continue

    Plans began this month for Onondaga Lake Day to be sponsored by the Onondaga Lake Partnership on Saturday, June 5. County Outreach Committee representative Sue Miller was asked to take the lead on planning the day's events.

    Onondaga Lake Partnership activities continue with County representatives taking part in meetings and discussions of the three committees plus the Executive Committee as a Senior Partner member of the Partnership.

    Major milestones met for CSO interim projects

    The year 2002 was important in the Amended Consent Judgment program because ten CSO-related projects met their major milestone completion date of July 1, 2002 (ACJ, Appendix B pages 10-12). Some of these interim projects were completed well ahead of the major milestone dates, and all but two met the major milestone. The Kirkpatrick Street Pump Station and the Harbor Brook In-water System required milestone extensions. New York State is reviewing the County's requests for the extensions.

    Under Appendix A of the ACJ, certain improvement projects at Metro were designated as interim projects and given a major milestone date for completion of July 1, 2002.     Ambient monitoring program

    Summary of sampling program

    Joe Mastriano (WEP) and Mark Arrigo (EcoLogic) gave a presentation on the Ambient Monitoring Program and its fish monitoring component to the April 13 meeting of the Central New York Chapter of the Air and Waste Management Association.

    Sampling conducted this month included:

    • Routine biweekly tributary sampling, conducted on April 28
    • Double lake sampling event completed at South and North Deep stations on April 6. South Deep sampling was conducted April 27.
    • River winter monitoring on April 7, 22, and 29 in four locations including the Onondaga Lake outlet, Seneca River at Plainville Bridge, Seneca River at Route 48 bridge, and Seneca River at the Route 370 bridge
    • Conducted event one of eight for the pelagic larval trawls on April 26 related to fisheries sampling program.
