Construction progress on two fronts
-
Construction continues at an accelerated pace on the
new ammonia/phosphorus removal facilities at Metro.
The project is approximately 78% complete based on
earned revenue of the eleven prime contractors. 78% of the
concrete has been poured to date totaling 22,016 cubic
yards.

This month, the electrical contractor's work
significantly increased as the process phase of work
proceeded on the ammonia/phosphorus removal
facilities. Therefore, the number of electricians
working on site increased from 7 to 17.

Construction work on Brighton Sewer Separation
project re-started in April and work is proceeding on
Marguerite Avenue with installation of new sewer lines
and lateral connections. The contractor plans to use
two crews to accelerate work on the project beginning
in May. NiMo has remaining work to do with
installation of their new gas main in the area;
however, their work is not impeding our work at this
time.

Meetings held and design development activities
continue on proposed revised location and placement of
Midland CSO treatment facility further north and
nearer to CENTRO.

The walls of the south gallery of the BAF are being formed, Apr 18, 203
|
This month a total of 637 cubic yards of concrete was
placed in the BAF. Significant progress was made with
the completion of the last 7-ft high wall pours and
the remaining 6 sections of the 14-ft high channel
pours in the South BAF. The work progressed from south
to the north with the completion of all 18 of the 7-ft
high wall pours in the northeast. In addition, 4-ft
tall walls at the utility building and the North BAF
were poured. In preparation of the effluent channel
slab, 16 of the 24 support columns were poured.

The final 53 cubic yards were poured in the utility
building's transformer foundation walls and fill
concrete. The exterior structural steel stairs in the
stairwell #1 were also installed along with the
masonry work enclosing the stairwell.

HRFS facility (phosphorus removal)
Work this month in this area of the facilities
included placement of 564 cubic yards of concrete in
the lower and upper walls for the #3 coagulation tank
and the drop box. In addition, the north and south
end walls for the effluent gallery were poured.
UV disinfection facility
The contractor finished grouting in the 8-ft wide
motorized weir gate and completed installation of the
four 84-inch by 84-inch sluice gates.

Secondary effluent pump station and chemical gallery
Approximately 95% of the concrete block work for the
electrical room side of the pump station was completed
this month. All of the electrical switch gear, motor
control centers and PLC panels inside the structure
were installed also prior to the installation of the
roof joist. On the pump room side of the pump station
about 74% of the concrete block work is completed.
The area around the chemical gallery was prepared for
paving and landscaping to be done.

Mechanical work
All four of the prime contractors on the BAF facility
were working in conjunction with each other this month
in this area. The mechanical contractor, J.W.
Danforth installed the main components of the aeration
grids in cells 11, 14, 16, and 18, valve actuators in
the south end of the gallery, low pressure air main
discharge header in the north gallery and the cell
purge lines. The HVAC contractor, Edward Joy, began
installing the steam and condensate piping and
ventilation ductwork from the air handler on the
second floor of the Utility Building through the
Blower Room and down through the middle of the south
gallery. The electrical contractor, Ridley, continued
installing conduits and control wiring in the
galleries, electrical room and the BAF pump room and
the Plumbing contractor, Burns Bros., worked on
installing the drains in the BAF utility room.

Service utilities
In March, the contractor gave the required two-week
notice for shut down and disruption of plant power for
the installation of the new switchgear. In April, the
electrical substation was shutdown and the new
switchgear successfully installed.

Work continued this month on installation of the new
14" stainless steel HRFS piping, pipe installation and
pipe identification.
Other information
A special team meeting on start up operations was held
on April 23, 2003 involving County staff, engineering
and construction management contractors and
USFilter/Krüger personnel.
This is the largest and most costly single project in
the Amended Consent Judgment program and will have
the greatest positive impacts on the water quality of
Onondaga Lake by removing more ammonia and phosphorus
from the Metro effluent discharge.

Construction of separated sewers re-started in April
After a 3-month shutdown on work due to winter weather
conditions, work began again by the County's
contractor, C.O. Falter, in early April. Twenty-five
laterals to 20 houses were hooked in along Marguerite
to the new sewer line. 120 feet of the new 8" main
sewer pipe has been installed along Marguerite to
Bishop.

NiMo was also back finishing their work in the area
during April.
This sewer separation project involves about 8 blocks
on the City's south side and about 100 homes.
Residents are being kept informed as work progresses.
The contractor plans to put add another crew to this
project to accelerate progress soon.
Work to be done includes the installation of new sewer
lines and conversion of existing combined lines to
stormwater use only. Lead water services encountered
during sewer construction will be replaced by the
County to reduce presence of lead services.
Much coordination will continue to be necessary
between the County's contractor, NiMo, City Water and
other utilities.

Meetings continue between design engineersEEA and
County staff to discuss design, site plans, property
acquisitions and environmental review on this project.
This month's meetings continued to focus on a revised
location of the Midland CSO facility to include more
property currently owned by the Central New York
Regional Transportation Authority.
Meetings and activities this month included the
following:

One meeting with CENTRO representatives regarding
implementation of supplemental subsurface exploration
program.

Meetings with design engineers on design of odor
control facilities and electrical service.

Meeting between County and design engineers
concerning pre-demolition planning for residences to
be demolished in conjunction with the next phase of
the project

Continued development of overall design.
Development of subsurface exploration program for
revised site and evaluation of potential impacts to
nearby CENTRO bus garage.
Await decision from federal judge.
Information on city-owned properties needed for this
project were forwarded as requested to the federal
judge in follow up to his November '02 decision which
supported the County's right to use eminent domain
with just compensation to acquire City-owned
properties. A decision from the judge is pending.

Sewer separation in progress, Brighton Avenue area, Apr 25, 2003

Design documents were finalized and forwarded to the
County for the additional 10 areas in the City of
Syracuse proposed for sewer separation under the ACJ.
Funding for this design effort was through the U.S. Army
Corps of Engineers. Design documents for the Brighton
Avenue and the Water streets projects were completed
under this contract and finalized earlier so that
projects could be moved along into construction. Water
Street is completed and the Brighton Avenue project is
underway.
RFP for engineering services.
An RFP for engineering services was issued on January
10 to review designs and facilitate construction for
the remaining sewer separation projects over the next
5 or more years. A pre-proposal meeting was held on
January 30th. Three proposals were received by the
County on February 21 and are under review.

The following work activities were accomplished this
month:

Meetings were held between the County staff,
CDM/C&S and design engineers and sub-consultants, SGD
Environmental Services, regarding finalization of an
action plan for completing the necessary environmental
documents and overall project schedule.

The Phase 1B archeological field reconnaissance
work plan for the two preferred sites (Dickerson Street
West and Clinton Station) were received by the County
this month and are under review.
-
The geotechnical engineering evaluation report
on the two sites was also transmitted to the County in
April.
The goal of the Clinton project is to address the
abatement of ten CSOs between Fayette and Adams
Streets to be served by a Clinton Area Facility
located near downtown Syracuse. The Facilities Plan
evaluates alternative technologies to address the
overflows and alternative sites for a
storage/treatment facility.

This month, the County and design engineers continued
to make contacts with local residents about the
project, develop plans for the environmental
information document, and update timetable for
facility plan finalization.
Work continued to prepare the two new athletic
practice fields located in the upland part of the
Harbor Brook Retention Basin. Sod was placed on the
field and the side slopes were hydroseeded and
mulched. About 30 more trees will also be added to
the area this Spring.
The draft Harbor Brook facility plan was released in
March 2002. The draft plan outlines and evaluates
alternative technologies including the in-water system
for abating and treating the 18 CSOs which release
into Harbor Brook. This draft plan also identifies
potential sites for CSO abatement facilities.
During 2003, the County will continue to proceed with
public participation activities with interested
residents and organizations in the Harbor Brook area
and hopes to finalize the Facility Plan with a
recommended alternative and necessary environmental
review by the end of 2003.

Latest materials for Urban Best Management Practices
public education program which include a teacher guide
and student activity book were printed. Distribution
now to be implemented.

County staff continued to represent the County at
monthly meetings of the Partnership's four committeesExecutive, Resource, Outreach and Project.

Finalized funding needed for renewal of service
contract to collect and dispose of floatables debris
from the Inner Harbor and presented to County
Legislative committees of Environmental Protection and
Ways and Means during March. On April 7th, full
Legislature voted approval of $62,500 (half the
requested amount) for continuation of the existing
contract with CNY Aquatic to cover floatables debris
collection this summer. Met with contractor to
finalize plans for this summer on April 21.
Collection activities began at the end of April. Met
with Eric Weber from Lakefront Development Corporation
to discuss coordination on this summer's debris
removal operation.

Over 500 people visited the County's Lake
Improvement Web site during April.
The year 2002 was important in the Amended Consent Judgment program
because under Appendix B pages 10-12 of the ACJ,
ten CSO-related projects each had a
major milestone completion date of July 1, 2002.
Some of these interim projects were completed well
ahead of the major milestone date, and all except two
met the major milestone date. Two projectsthe
Kirkpatrick Street Pump Station Upgrade and the Harbor
Brook In-Water Systemrequired milestone extensions
which were requested of the State and are under
review. The projects are listed below by date completed:
Under Appendix A of the ACJ, certain improvement
projects at Metro were designated as interim projects
and given a major milestone date for completion of
July 1, 2002. All six projects were completed by the
milestone date and most well ahead of schedule. The

Bi-weekly tributary sampling events were conducted.
Appropriate notification was provided to DEC and ASLF
prior to sampling dates.
Lake sampling
Sampling in the Lake was conducted at the South Deep
station. Appropriate notification was provided to
DEC and ASLF prior to sampling dates.
River sampling
None to report.
Fisheries sampling
All of the 219 larval samples collected during 2002
has been sorted and identified. Verification is underway.
Work continued to final AMP 2001 Annual Report by
drafting responses to questions raised by DEC.
30 fishing angler diaries were received from 132
cooperators from the 2002 fisheries assessment
program.
Lake monitoring buoy put back in Lake after winter
