Clinton Sewer improvement project
Onondaga County is in the process of finalizing the Clinton Street CSO Abatement Project Facility Plan (Nov 2005)
and Clinton CSO Abatement: Environmental Information Document (Nov 2005) (EID) for the abatement of combined sewer
overflows that currently discharge into Onondaga Creek
from eleven combined sewer overflow points located
along the creek near the center area of the City of
Syracuse between East Adams Street and West Fayette
Street.
The plan calls for a regional treatment and storage
facility and installation of conveyance pipelines to
transport combined sewage flow to the treatment
facility. The site identified for the treatment and
storage facility is proposed for land bordered by the
creek and the railroad overpass near Clinton Street
that is currently owned by the City and used for
parking.
The County is required to carry out the Clinton
project under a federal court order.
A meeting has been scheduled where County
representatives will describe the plan and EID to the
public, receive comments, be available to answer
questions and solicit suggestions for possible
mitigation measures:

The Clinton Street CSO Abatement Project Facility Plan (Nov 2005) has been under development for a number of
years, and public participation activities have taken
place beginning in 2000. Copies of an initial draft
plan that included various possible sites for the
treatment facility were distributed in the spring of
2002. Copies of the current Clinton Street CSO Abatement Project Facility Plan (Nov 2005) with recommended
sites and the Clinton CSO Abatement: Environmental Information Document (Nov 2005) are now available for public
review:

Following a public hearing and finalization of the
Facilities Plan, the County will proceed with design
of the proposed facilities and develop a schedule and
sequence for construction. Design of the facilities is
scheduled to be completed by the spring of 2007.
Following design, construction is estimated to take
about 3 years. The public will be kept informed
throughout the design and construction phases of the
project.
