Notice of public hearing
Regarding the proposed Clinton Street Sewer Improvement Project Required by the
January 20, 1998 Amended Consent Judgment concerning Onondaga Lake
NOTICE IS HEREBY GIVEN that a public hearing will be held by Onondaga County regarding the Clinton Street Sewer Improvement Project ("Project") and the environmental impacts of the Project.
The Onondaga County Department of Water Environment Protection ("DWEP") will conduct the public hearing as follows:

LOCATION: M. J. Rubenstein Museum of Science & Technology (MOST)

The purpose of the hearing is to inform the public of
the public use to be served by the proposed Project,
the approximate locations of the proposed Project, its
impact on the environment and residents and businesses
in the locality of the Project and to receive
testimony from residents, businesses and other
interested parties on the Project and its proposed
locations. Any person may present an oral or written
statement at the hearing. The public purpose of the
Project is to eliminate and/or substantially decrease
the negative impacts of eleven (11) combined sewer
overflow discharge points along Onondaga Creek. The
Project calls for a regional treatment and storage
facility and installation of pipelines to transport
flow to the treatment and storage facility. The
proposed location for the treatment and storage
facility is land that is being used for surface
parking with a street address of 102 Dickerson Street
which the County proposes to acquire for the Project
and the following are the proposed locations which the
County proposes to acquire interests in as needed for
the pipelines described in the Facilities Plan:
portions of West Fayette Street, Walton Street, West
Jefferson Street, West Street (service road), Tully
Street, Dickerson Street, Gifford Street, West
Onondaga Street, South Clinton Street, Adams Street, a
surface parking lot located between W. Fayette Street
and Walton Street, a surface parking lot located
between Walton Street and W. Jefferson Street, lands
located between West Onondaga Street and Dickerson
Street, surface parking lots located between Gifford
Street and Dickerson Street and property located
between Adams Street and West Onondaga Street. The
entire Project must be completed and operational by
January 1, 2012 under federal court order. Design of
the facility is scheduled to be completed by the
spring of 2007. Following design, construction is
estimated to take about two years.
The details of the Project, reasonable Project
alternatives, alternate locations and the impacts of
the Project on the environment, residents and
businesses that have been considered consistent with
the Amended Consent Judgment and the State
Environmental Quality Review Act, are contained in a
Draft Facilities Plan (DFP)
and
Draft Environmental Information Document (DEID)
that was prepared by the
County and submitted to the New York State Department
of Environmental Conservation and the USEPA on
November 21, 2005. These documents form the basis of
the proposed actions that will be the subject of this
public hearing. Copies of these documents are

On November 29, 2005, a formal public information
meeting was held on this Project. Copies of the
Responsiveness Summary compiled on these meetings will
be sent to meeting participants and will be available
on the County's web site.

A transcript of the hearing, all written comments
received and responsiveness summaries will be part of
the County's environmental review, public
participation process required by State Department of
Environmental Conservation for approval of the DFP and
site acquisition process and will be provided to the
United States Environmental Protection Agency (USEPA)
for use and consideration in the preparation of
environmental findings pursuant to the National
Environmental Policy Act (NEPA) as part of the
County's application for federal financial assistance.
