Clinton Street area CSO abatement


 

Onondaga County is working to abate combined sewer overflows (CSOs).

CSOs create human health risks because they add bacteria, floating trash, organic material, heavy solids, and grit to city streams and Onondaga Lake. Material from CSOs collects on vegetation along and in streams. It looks bad and smells bad, and it can also transmit disease to humans who may come in contract with the water. Material from CSOs also depletes the dissolved oxygen in the water that is necessary for aquatic life.

By implementing this project, Onondaga County will meet or exceed federal and state water quality requirements, reduce human health risks associated with the discharge of untreated sewage to Onondaga Creek and Onondaga Lake, and eliminate odors caused by discharging overflows. The County will also make improvements to the area affected by construction of the abatement work. The following documents describe this project in detail:

The goal of the Clinton project is to abate eleven CSOs between Fayette and Oneida streets near downtown Syracuse.

Transportation engineers will develop ways to maintain, as much as possible, the flow of traffic and the supply of parking spaces both during and after construction of the facilities. The Environmental Information Document examines this and other potential environmental effects of the project.

Construction continues to progress

  • Construction began at the end of July 2007 and is continuing.
  • Installation of manholes, sheeting, and sewer lines continues.
  • Installed about 60 linear feet of the 72-inch pipe
  • Formed and poured walls for two manholes
  • Completed a section of microtunneling along Tully Street.

Upcoming work

Work anticipated for July includes:

  • Continue installation of manholes, sheeting, and sewer conveyance pipelines
  • Continuation of microtunneling operation on west side of Onondaga Creek and under the Creek to the Trolley lot
  • Continue site restoration activities
  • Installation of "green" porous pavement for path on east side of MOST.

Phase II Conveyance-related work (June 2008)

Mobilization continues on project the site. Exploratory borings were completed to help develop the dewatering plan.

Contract 2A covers pipe installation under the railroad near RTF to the rear of the MOST and will take in one CSO (030).

Upcoming work:

  • Finish exploratory borings
  • Install two dewatering test wells
  • Begin installation of geotechnical monitoring instruments
  • Install construction fencing, and place signage for road detours.

RTF bids rejected

The County notified bidders on April 25, 2008 that all bids on the Clinton RTF project were rejected. Working with the ACJ parties and others, the County will pursue implementation of alternatives technologies to address the Clinton CSOs. These technologies will include green infrastructure projects.
