5. Irreversible / irretrievable commitment of resources
The Harbor Brook CSO abatement project, as proposed,
will require the commitment of land and materials for
construction of the RTFs. The two recommended sites
comprise a total of approximately 7.3 acres (site 4 =
5.4 ac; site 10 = 1.9 ac). Conveyances will be located
underground, mostly in the rights-of-way of existing
roads. However, some work will cross private lots,
such as the proposed improvements in the vicinity of
Fowler High School.
The cost for the proposed project is approximately $55
million. Costs include construction, engineering,
legal/administrative, and contingency. However, after
careful evaluation of available alternatives, the
proposed alternative was found to be the most
cost-effective means of complying with the ACJ.
Energy resources will be consumed during construction
as well as during the operation of the RTFs. Gasoline
and diesel will be the primary fuels used during the
construction phase, while electricity and natural gas
will be used primarily in the operational phase.
Energy use during the operational phase is expected to
be relatively low, given that the RTFs/FCFs will not
operate or be staffed continuously. In addition,
design and construction specifications for the RTFs
are expected to take advantage of fuel-efficient
technologies including high-efficiency motors, energy
efficient lighting, among others.
