5. Project phasing/implementation schedule

5.1 General

To facilitate the construction of the Midland Avenue RTF and Conveyances Project, the County requested approval of re-sequencing the project from the NYSDEC in March 2000. Based on this re-sequencing, the following project phases were developed:

Phase one project, including:

  • Tallman Street CSO transmission pipeline from Tallman Street to a terminus point approximately 60 feet north of Oxford Street (completed December 2000).

Phase two project, including:

  • RTF
  • 2.5 MG off-line, underground storage tank. (Note: Included in Phase Two Project subsequent to NYSDEC approval of revised phasing plan [see discussion below] to permit reduction in RTF peak influent pumping rate from 667 cfs to 330 cfs.)
  • Tallman Street CSO transmission pipeline from the terminus point of the Phase One Project to the RTF
  • Midland Avenue CSO transmission pipeline from the RTF to a point approximately 1,000 feet upstream of the RTF
  • Entire Bellevue Avenue CSO transmission pipeline.

Phase three project, including:

  • Midland Avenue CSO transmission pipeline from a point approximately 1,000 feet upstream of the RTF to West Newell Street
  • Entire Elmhurst Avenue CSO transmission pipeline.

The revised phasing plan was subsequently approved by the NYSDEC in May 2000.

The County completed the construction of the Phase One Project in December 2000. The Phase One Project was initiated and completed within the revised minor milestone dates established for this project phase by the NYSDEC. Remaining significant milestone dates presently established for the project by the NYSDEC and proposed County milestone date revisions are as follows:

The separate sewer separation projects planned for the Midland Avenue service area pursuant to the ACJ are scheduled to be completed by January 1, 2012 (major milestone).
