Onondaga County Hillbrook Juvenile Detention Center

Hillbrook Juvenile Detention Center is a 32 bed secure facility designed to house Juvenile Deliquents (JD) and Juvenile Offenders (JO), and Adolescent Offenders (AO)* who have been arrested for committing a crime and are at risk to public safety or a risk of flight for not showing up for a court date.

*As part of the new Statewide Raise the Age Legislation, on October 1, 2018, Hillbrook began housing all 16 & 17 year olds charged with Felony offenses. 

Hillbrook is a short-term facility for youth until their final dispositions of their cases. Based upon the outcomes of their court case, the youth are returned to their communities, placed on probation or referred to agencies that provide longer-term care.

Although most residents are from Onondaga County, the facility will admit out-of-county residents when there are vacancies.

Hillbrook’s Mission is to ensure public safety while encouraging individual success for each youth through restorative justice, strength-based programming and family and community involvement. The facility is under the supervision of the Onondaga County Office of Children and Family Services and certified by the New York State Office of Children and Family Services.

The Hillbrook Detention Center works and supports the vision of the Onondaga County Partnership for Youth Justice that all youth involved in the Juvenile Justice System are given an opportunity to safely stay in their community and receive community based supports that are culturally competent in order to successfully transition to adulthood.

What is "Raise the Age?"

 

  • Legislation signed into law which increased the age of criminal responsibility for some offenses.

 

  • All youth age 16-17 arrested for misdemeanor offenses will receive a Family Court Appearance Ticket and may be eligible for Adjustment Services.

 

  • Creation of a new "Youth Part" in criminal court for 16-17 year-olds charged with felony offenses.

 

  • 16-17 year-olds can no longer be housed in county jails.

Classification of Offenders

 

  • Juvenile Delinquents (JD's)--Youth under the age of 18 in Family Court

 

  • Juvenile Offenders (JO's)--Youth ages 13-15, prosecuted through Criminal Court

 

  • Adolescent Offenders (AO's)- *New Under RTA--Youth 16-17 year olds charged with felony offenses whose cases originated in Criminal Court but may be reduced to Family Court
