ASSISTANT DIRECTOR OF JUVENILE DETENTION SERVICES
DISTINGUISHING FEATURES OF THE CLASS
This work involves responsibility for assisting the Director of Juvenile Justice and Detention Services in the administration and direction of activities of the Hillbrook Detention Home, a juvenile holding facility. An employee in this class places primary emphasis upon the daily supervision, scheduling and evaluation of the institution staff. Responsibility is also exercised for establishing and maintaining training programs to update staff in current trends dealing with juvenile behavior and other related youth problems. The employee determines the need for professional assistance in the areas of psychiatric, psychological and probation services for residents. Supervision is exercised over a number of Detention Home Counselors and supportive staff. Assignments are received from the Director through conferences and work is reviewed through discussion and observation of the institution's operation in areas of assignment. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises and schedules the work of Detention Home Counselors I and II and specialized positions in the service delivery area as to shift assignment, particular problems with certain juveniles and other related functions.
Establishes and maintains a comprehensive staff training program that would involve, but not be limited to, identifying needs and areas for training; establishing a training plan; preparing associated manuals; contacting and engaging experts in the field of juvenile behavioral problems to deliver training; evaluating the training program and effecting changes to better structure training; etc.
May act as program administrator on certain federally funded programs identified within the institution.
May act for the Director of Juvenile Justice and Detention Services in his/her absence when so authorized by the Director.
Assists in establishing and maintaining staff evaluation procedures that would involve, but not be limited to, identifying areas, functions and qualities of counselors that are necessary for effective job performance; designing and updating an evaluation form based upon the institution's need; instructing supervisory personnel in manner and procedure of evaluation; may counsel on evaluation results in individual employees.
Recommends to the Director specific areas and/or programs that would be of benefit to the institution and juveniles assigned.
Schedules and administers a student and volunteer help program through graduate and undergraduate schools with programs in juvenile behavioral problems; maintains records, notifies schools and may evaluate student performance in field assignments.
Interviews applicants for staff appointments to determine credentials and abilities.
Has responsibility for all special disciplinary situations and makes recommendation to the Director as to the best solution and follow through.
May deliver talks to interested lay and professional groups discussing the institution's goals, current programs and problems of children in an institutional setting
Makes transportation arrangements and approves leave for all children in the institution's custody for court appearances, medical assistance and related leaves.
Investigates all complaints regarding violations of institutional rules and regulations.
Evaluates children reprimanded to Hillbrook as to why child is present in the home, type of behavior exhibited by the child and the best course of action and program of treatment during stay in the home.
Plans and selects activities that have individual and group treatment value.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the motivation, interest, attitude and behavior patterns of children and adolescents.
Thorough knowledge of modern methods of institutional management as related to group living for delinquent children.
Thorough knowledge of the institution's rules, regulations and procedures.
Good knowledge of modern principles and practices of training and counseling children.
Ability to plan, supervise, and review the work of others.
Ability to communicate effectively verbally.
Ability to develop work schedules for subordinates and to maintain material, supply and activity records in connection with the institutional operations.
Ability to enforce regulations with firmness, tact and impartiality.
Physical condition commensurate with the demands of the position.
Two (2) years of permanent competitive class status in the title of Detention Home Counselor II.
A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree, and four (4) years of professional level work experience, or its part-time equivalent, in a juvenile justice services program, two (2) years of which must have been in a supervisory capacity; or,
B) Eight (8) years of paraprofessional or professional level work experience, or its part time equivalent, working with juveniles, four (4) years of which must have been professional level work experience in a juvenile justice services program, two (2) years of which must have been in a supervisory capacity; or,
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
Successful completion of graduate semester hours in social work, psychology, public administration, or a field closely related to child or adolescent development from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees may be substituted for non-supervisory work experience as follows: Thirty (30) graduate semester hours in equivalent to one (1) year of work experience; Sixty (60) graduate semester hours is equivalent to two (2) years of work experience.
