DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility to plan, organize and direct a large aquatics program. Under direction of an administrative superior, an incumbent, in this class, sets goals, objectives and standards for the overall program, prepares budgets and allocates funds to individual programs and facilities. Work is performed in accordance with established policy and administrative directives. Supervision is exercised over a small number of supervisory personnel; administrative supervision is exercised over a large number of swimming program and facilities personnel. Does related work as required.
TYPICAL WORK ACTIVITIES
Sets goals and objectives, and plans and organizes programs for a large aquatics service; develops a budget for the aquatics program and allocates money to individual programs and facilities; submits budget for administrative approval.
Reports regularly in written narrative and numerical form on program progress.
Recommends the hiring and discipline of all employees in the aquatics service by approval of recommendations from first line supervisors and from personal interview and observation; composes letters of employment and dismissal for aquatics personnel.
May conduct swimming and lifesaving tests in the water by acting as a director or "victim" to qualify prospective candidates for jobs as Lifeguards.
Selects instruction concepts and writes syllabus for learn-to-swim program.
Talks by telephone and in person to representatives of the public school district to coordinate pool activities and create a mutual schedule for pool use.
Organizes and manages a competitive swimming program for children in the jurisdiction by setting goals, recruiting coaches, doing administrative and budgetary work for the organization.
Holds regular staff meetings for Aquatics Supervisors to discuss program goals and problems and to discuss specific difficulties and assignments.
Attends staff meetings for Swimming Facilities Managers and other employees to aid Aquatics Supervisors in discussions of programs, goals and assignments.
Visits swimming facilities or programs regularly, including evening and weekend hours, to inspect for cleanliness of facility, proper safety and guarding precautions, organization and effectiveness of programs, and/or proper record keeping techniques.
May directly supervise a learn-to-swim program at a number of swimming facilities by visiting each program regularly and acting as a resource person for dealing with special instructional and disciplinary problems.
Prepares public relations and publicity releases to newspaper, television and radio; may participate in interviews for the media as a representative of the aquatics program and the Parks and Recreation Department.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of water rescue and first aid techniques.
Thorough knowledge of swimming facility and program management and safety standards.
Thorough knowledge of teaching techniques and concepts at all levels in the field of swimming and lifesaving.
Good knowledge of the concepts of program organization and planning and administration as they relate to aquatics programs.
Good knowledge of program budget development and administration as it applies to aquatics programs.
Good knowledge of the principles and practices of supervision as they apply to an aquatics program.
Working knowledge of the techniques of public relations and publicity as they apply to an aquatics program.
Ability to supervise a large number of subordinates in a manner conducive to high effectiveness and morale.
Ability to enforce rules and regulations firmly and tactfully.
Ability to prepare comprehensive reports in narrative and statistical form dealing with program progress in the field of aquatics.
Ability to prepare program budgets in the field of aquatics.
Skill in swimming, water rescue and first aid.
Physical condition commensurate with the demands of the position.
One (1) year of permanent competitive class status in the title of Aquatics Supervisor.
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in Recreation or Physical Education and two (2) years of professional work experience, or its part time equivalent, in swimming facility or swimming program management which must have been in a supervisory capacity; or,
B. Six (6) years of paraprofessional or professional work experience, or its part time equivalent, in aquatics, at least two (2) years of which must have been professional work experience in swimming facility or swimming program management which must have been in a supervisory capacity; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
Graduation from a regionally accredited or New York State registered college or university with a masters degree in Recreation or Physical Education may be substituted for one (1) year of the above described experience.
SPECIAL NECESSARY REQUIREMENT
A. Possession of a current Lifeguard Training Certificate from the American National Red Cross or equivalent certificate from the YMCA or other certifying agency; and,
B. Possession of a current CPR for Professional Rescuer Certificate from the American National Red Cross or other equivalent certifying agency on the basis of standards approved by the New York State Commissioner of Health.
When assigned to teach swimming:
Possession of the American National Red Cross Water Safety Instructor Certificate or equivalent certificate from the YMCA or other certifying agency.
