SWIMMING FACILITY MANAGER
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for supervising the operation and maintenance of either a municipal swimming pool or a natural water swimming area. Under general supervision, an employee in this class is responsible for directing all activities, which involve use of the water as well as decks or beaches and locker rooms surrounding a public swimming facility. Emphasis is twofold: safety of patrons and staff through constant vigilance of all activities, thereby ensuring enforcement of rules and regulations particularly as they apply to water safety; and, facility cleanliness and maintenance. Supervision is received from an Aquatics Supervisor in the City of Syracuse or Recreation Supervisor in other jurisdictions, who makes frequent, unannounced visits to the facility and by attendance at staff meetings. Supervision is exercised over lifeguards and recreation aides who are involved in a variety of swimming programs planned by the Department of Parks and Recreation. Does related work as required. This position is non-competitive when part-time and/or seasonal.
TYPICAL WORK ACTIVITIES
Conducts training sessions for all lifeguards in lifeguarding techniques, first aid, mouth-to-mouth respiration, cardiopulmonary resuscitation and other emergency measures to be used in life or death situations which might occur while patrons are in the water.
Prepares staffing schedules, timesheets, accident and first aid reports, patron attendance reports, facility checksheets, equipment and repair requests, statistics on facility usage during special programs and recreational swims.
Inventories lifeguarding, first aid and locker room supplies, submits requisitions at staff meetings.
Assists staff in keeping pool, deck, lake, beach areas and locker rooms clean and free of glass and litter; disinfects pool decks and locker rooms.
Supervises recreation and family swims, water polo, swim teams, scuba diving and any special programs scheduled for the facility.
Schedules staff during impaired weather, using independent judgment on releasing lifeguards and aides from duty or assigning maintenance tasks to them.
May act as lifeguard when scheduled; may take part in teaching during learn-to-swim programs, when no special instructor is supplied.
Enforces impartially all rules, which have been adopted for the safety and well being of patrons and staff; counsels and disciplines patrons for continuing infractions and may bar them from use of facility.
Visits subsidiary or mobile pools in area of assignment to check on staff and activities.
Prepares written evaluations on all staff at mid-season and at end of season.
Submits inventory on all facility equipment (jackets, whistles, badges, hats, and so on) as well as a final written report on the staff and facility at end of season.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of water rescue methods and first aid techniques.
Good knowledge of swimming hazards and safety precautions.
Ability to coach or supervise special swimming and diving events when scheduled at facility.
Ability to teach swimming and all methods of lifeguarding and resuscitation.
Ability to plan, assign and supervise the work of subordinates in a manner conducive to full performance and high morale.
Ability to enforce rules and regulations with firmness and tact.
Ability to supervise and coordinate lifeguards and volunteers during rescue operation if it occurs in a natural water facility.
Ability to keep accurate records, prepare statistical reports and timesheets.
Ability to deal with the public in a respectful and courteous manner.
Physical condition commensurate with the demands of the position.
A. Three (3) months or one (1) season as an Assistant Swimming Facility Manager; or,
B. Nine (9) months or three (3) seasons of full time paid work experience as a
lifeguard, a teacher of swimming or lifeguarding or as a swimming coach.
SPECIAL NECESSARY REQUIREMENT
A. Possession of a current Lifeguard Training Certificate from the American Red Cross or equivalent certificate from the YMCA or other certifying agency; and,
B. Possession of a current CPR for Professional Rescuer Certificate from the American Red Cross or other equivalent certifying agency on the basis of standards approved by the New York State Commissioner of Health.
When assigned to the City of Syracuse Department of Parks and Recreation:
Possession of the American Red Cross Water Safety Instructor Certificate or equivalent certificate from the YMCA or other certifying agency.
When assigned to the County of Onondaga Department of Parks and Recreation:
Possession of the American Red Cross Water Front Lifeguarding Certificate.
