PROJECT DIRECTOR (EISEP)
DISTINGUISHING FEATURES OF THE CLASS 30740
The work involves responsibility for participating in planning development activities concerning the Expanded In Home Services to the Elderly Program (EISEP) as well as implementing and evaluating components of the program. Responsibility also includes administrative functions such as personnel management, budget preparation as well as acting as spokesperson for the program. Supervision is exercised over a small number of subordinate staff. General supervision is received from the Deputy Commissioner of Adult and Long Term Care Services (Director of Office for the Aging). Does related work as required.
TYPICAL WORK ACTIVITIES
Establishes and maintains communications with health and social services agencies to coordinate referrals and services.
Participates in planning and system development of the program.
Reviews client care plans for appropriateness.
Authorizes delivery of client services.
Prepares budgets and reports.
Evaluates services and analyzes program statistics.
Works with community agencies to provide training and information to staff with regard to community resources.
Monitors the planning and budget preparation for sub-contracting agencies under EISEP.
Reviews billing records and updates agency contracts as needed.
Supervises the Elderly Services Coordinator and other related support staff.
Interprets State, Federal and local policies and regulations as they apply to the EISEP program and clients.
Develops orientation and in service training activities for case management staff.
Acts as spokesperson for the program; explains guidelines to community agencies and groups.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the needs of the elderly.
Thorough knowledge of community resources and service delivery systems.
Good knowledge of social intervention techniques.
Good knowledge of State, Federal and local regulations with regard to the provisions of in home services.
Ability to plan and direct the work of others.
Ability to represent agency and program to the community.
Ability to prepare accurate reports and maintain records.
Ability to establish and maintain effective working relationships with staff any related community agencies.
One (1) year of permanent competitive class status as an Elderly Services Coordinator.
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in a social work or human services or a closely related field and two (2) years of professional level work experience, or its part time equivalent in social work, community services, or an elderly long term care system or a closely related field, one (1) year of which mush have been in an administrative capacity; or,
B. Six (6) years of paraprofessional or professional level work experience, or its part time equivalent in social work, community services or an elderly long term care system or a closely related field, two (2) years of which must have been in a professional level capacity with one (1) of the two years being in an administrative capacity; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
NOTE: Successful completion of graduate semester credit hours from a regionally accredited of New York State registered college or university in social work, human services or a closely related field, may be substituted for work experience as follows: Thirty (30) graduate semester credit hours may be substituted for one (1) year of professional level work experience.
NOTE: Administrative work experience is defined as work involving the planning and implementation of a program or project.
