ADMINISTRATIVE ANALYST (SOCIAL SERVICES)
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for conducting analyses and studies to evaluate functions and processes of the Onondaga County Department of Social Services and developing recommendations to assist program managers in solving management problems. Depending upon the nature, requirements, and objectives of the study, an employee in this class utilizes such techniques as task analysis, work distribution and workflow charting, systems and organizational analysis, review of reports, and utilization of electronic data processing systems in order to complete the analysis and prepare recommendations and reports. Supervision is received from the Supervisor of Administrative Analysis (Social Services) who allows the incumbent independence and initiative in conducting studies of management concern, in analyzing and evaluating programs and in developing appropriate recommendations in keeping with agency goals and objectives. An employee in this class exercises general supervision over a small number of subordinate employees. Does related work as required.
TYPICAL WORK ACTIVITIES
Performs systematic application of management principles, practices, theories, and techniques applicable to social services management situations in the analysis of existing, proposed or mandated social services programs, rules and regulations.
Conducts assigned management and organization studies and surveys to develop appropriate recommendations for management improvements of local social services programs by developing work plans, collecting and analyzing data, preparing pertinent analyses, developing recommendations, and drafting reports of study, including findings.
Works with information technology staff to ascertain benefits of utilizing electronic data processing systems to gather data or to improve effectiveness and efficiency of a given social services program and explains programs to assist information technology staff in devising programs and systems to meet these needs.
Provides technical assistance on an assigned basis to social services program managers and supervisors in implementing new or modified systems.
Reviews electronic data processing systems and software to determine if social services program needs are being met.
Reviews forms and consults with personnel who use the forms to assist in their design or review their design to insure effectiveness and efficiency in their use and function.
Reviews and updates organizational policy and administrative and procedural manuals as directed.
Plans and supervises the work of subordinate personnel in gathering data and compiling portions of studies and surveys.
and to ensure cohesive workflow and efficient, accurate work product.
Coordinates the efforts of subordinate paraprofessional and clerical personnel in study and preparation.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of techniques and methods used in administrative analysis.
Good knowledge of techniques and methods used in management analysis.
Good knowledge of accepted designs and theories relating to organization, effective management, and work processes.
Good knowledge of the rules, regulations, policies, and practices of a local social services agency.
Working knowledge of electronic data processing equipment, its capabilities and limitations.
Ability to utilize techniques and methods of administrative analysis to local social services agency problems.
Ability to identify social services management problems; assess their implications; analyze data; draw logical conclusions and recommend appropriate solutions.
Ability to plan and supervise the work of others in keeping with agency needs and priorities.
Two (2) years of permanent competitive class status in the title of Administrative Analysis Aide (Social Services) or Income Maintenance Specialist.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of
Regents to grant degrees with a baccalaureate degree and two (2) years of professional level work experience in a human services agency in one of the following areas: research, planning; administrative methods analysis, systems analysis; or planning, developing, or implementing electronic data processing systems; or,
B. Six (6) years of paraprofessional or professional level work experience, two (2) years of which must have been in a professional level capacity in a human services agency in one of the following areas: research; planning; administrative methods analysis, systems analysis; or planning, developing or implementing electronic data processing systems, or,
C. An equivalent combination of training and experience as defined by the limits of A and B.
