ASSISTANT DIRECTOR DAY TREATMENT SERVICES
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting the Director Day Treatment Services with the program planning and policy implementation for the Children's Day Treatment Program of Onondaga County. The program is a psycho-educational treatment program designed to service a maximum number of severely emotionally disturbed children and their families by providing ongoing diagnosis and evaluation services, day treatment services and aftercare services. An employee in this class exercises supervision over the day treatment clinical staff consisting of psychiatric social workers and clinical psychologists. The Director Day Treatment Services exercises general supervision over the work of an employee in this class. Does related work as required.
TYPICAL WORK ACTIVITIES
Exercises supervision over the day treatment clinical staff which provides treatment to emotionally disturbed children.
Assists in implementing and maintaining a system to fulfill all necessary financial and clerical record keeping and reporting requirements mandated by state and local agencies.
Assists in coordinating the ongoing development, implementation, and monitoring of child and family evaluation and individualized treatment plans.
Assists in developing policy that maintains and improves clinical service delivery; assures program policy compliance through clinical supervision.
Provides case consultation to day treatment staff regarding diagnosis and treatment of clients and families.
Facilitates New York State Office of Mental Health required treatment plan review meetings.
Is responsible for interviewing and hiring of employees, staff deployment, and supervision and/or disciplinary action of subordinate staff.
Provides direct clinical services to clients and families; prepares case records.
Provides supervisory oversight of day treatment clinical staff to assure effective working relationships with clients, families, professional colleagues and collaborators.
Assists in developing and providing in-service training for agency personnel.
Maintains liaison with other social and health agencies, schools, and the courts to promote understanding and awareness of the department's programs.
Coordinates summer camp program.
Coordinates and facilitates day treatment clinical staff meetings.
Provides clinical leadership in meetings with community, professional and civic collaborators to address service delivery.
May act for the Director Day Treatment Services in his/her absence.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the origins and dynamics of early childhood development and of current methods and techniques for diagnosing and treating emotionally disturbed children.
Good knowledge of administration.
Good knowledge of the principles and practices of supervision.
Good knowledge of program planning and evaluation.
Good knowledge of various types of mental health and special education services for emotionally disturbed children.
Good knowledge of federal, state, and local laws, rules, and regulations governing the provision of special education and mental health services for children.
Ability to analyze budgetary information.
Ability to supervise the day treatment clinical staff providing mental health treatment services for emotionally disturbed children.
Ability to express oneself clearly orally and in writing.
Physical condition commensurate with the demands of the position.
Two (2) years of permanent competitive class status in the title of Psychiatric Social Worker 2.
A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a master's degree in social work and four (4) years of professional level, post-master's degree work experience in psychiatric social work or a closely related field; one (1) year of which must have been in a clinical* setting and two (2) years of which must have been in a supervisory capacity (supervision of subordinate staff); or,
B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a doctorate degree in clinical psychology and one (1) year of professional level, post-doctorate experience in clinical psychology, which must have been in a clinical* setting and must have been in a supervisory capacity (supervision of subordinate staff).
Clinical setting is defined by (a) any setting licensed by the New York State Department of Mental Health for outpatient, inpatient or day treatment services; or, (b) working under the supervision of a certified psychiatric social worker, or a licensed psychologist, or psychiatrist; or, (c) individual practicing privately in the area of psychiatry or clinical psychology, or psychiatric social work.
SPECIAL NECESSARY REQUIREMENT
Possession of a license or certification to practice the speciality for which the candidate uses to qualify, i.e., social work or clinical psychology, at the time of appointment.
