TAX MAP TECHNICIAN II
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing advanced technical work in the preparation and maintenance of a county tax map. An employee in this class transfers existing assessment records into a tax map sequence system. The work also requires that the employee make difficult title searches and compilations and thorough analysis of parcel description data in connection with the responsibility for keeping existing tax maps and assessment rolls complete, accurate and up-to-date. General supervision is received from an administrative superior. Supervision is exercised over an employee involved in the gathering of basic data from property records and documents and the subsequent rough sketching of parcel deed descriptions. Does related work as required.
TYPICAL WORK ACTIVITIES
Assembles parcel description data for tax maps under preparation using deeds, surveys, property records, maps and aerial photographs.
Performs advanced difficult deed research and parcel plotting and layout relative to the updating and maintenance of tax maps.
Searches for, inspects and examines property deeds and reviews related court records to determine ownership and title to property.
Examines legal documents such as deeds, mortgages, judgments, appropriations, surveys, maps, et al., to determine property lines.
Prepares sketches of parcels, description and size, ownership and title to assign new account numbers to parcels of property created by tract map filings for use by assessors in preparing the tax roll.
Examines transfer of property records and assigns a tax map parcel number to each property transfer.
Compiles and interprets all data and maintains all records necessary to annual updating of completed tax map and tax rolls.
Supervises, assigns and reviews the work of a subordinate employee involved in the gathering of basic data from property transfer records, tax maps and related documents and subsequent rough sketching of parcel deed descriptions.
Answers routine inquiries by phone or assists visitors with property deed or tax map problems or questions.
FULL PERFORMANCE KNOWLEDGE SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the methods and procedures of title searching real property.
Good knowledge of County property recording systems and town assessment record systems.
Good knowledge of the methods and techniques of mechanical drawing.
Good knowledge of personal computers and associated software used in drafting and engineering drawing preparations.
Working knowledge of the principles and practices of supervision.
Ability to perform difficult property deed research and title searches and to determine location of property described.
Ability to compile and analyze data relative to the preparation and maintenance of tax maps.
Ability to analyze and interpret aerial photographs.
Ability to prepare accurate composite property maps.
Ability to supervise the work of others.
Physical condition commensurate with the demands of the position.
Three (3) years of permanent competitive class status as a Tax Map Technician I.
Four (4) years of work experience, or its part time equivalent, in inspecting titles to real property or in preparing parcel sketches for the updating of tax maps, one (1) year of which must have included the use of personal computers preparing drawings using Computer Aided Drafting (CAD) software.
