WATER PLANT MANAGER (TYPE B PLANT)
DISTINGUISHING FEATURES OF THE CLASS
The work involves control over and responsible charge of Type B water treatment and related distribution facilities (as defined by New York State Sanitary Code). Employees in this class are responsible for total control of the facilities subject to the general direction of an administrative superior. Leeway is allowed for the exercise of independent judgment in carrying out technical details of the work. Depending on assignment, supervision may be exercised over the work of plant operation staff, maintenance, and/or motor equipment employees. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises and directs the production operation of finished water, inclusive of adding chemicals to water, pumping and water plant maintenance, by review of operation reports, discussion of daily activities, and on site inspection to give advice and guidance to subordinate personnel to efficiently maintain the production of finished water at the required capacity and quality.
Plans and programs operating facilities to deliver treated water to customers and to maintain adequate quantities of stored water by anticipating customer demand, supervising proper application of chemicals, and conducting studies on water production and distribution costs and analyzing same to apply conclusions to future planning of costs and water distribution needs.
Plans and implements maintenance programs for water treatment plants and water treatment equipment therein.
Interacts with regulatory agencies, consulting engineers, contractors, sales representatives, consumers and the public in the planning, protection, maintenance, expansion or modification of facilities.
Initiates training of water treatment plant personnel and trades or maintenance personnel and executes same by assessing training needs and planning ways to meet these needs.
Gathers narrative and numerical information to be utilized by the administration in developing an annual budget.
Reviews, approves, or evaluates, depending on the matter to be reviewed, plans, specifications, or theories and procedures of water treatment or water treatment plant construction by reading and understanding technical literature or applying water treatment theories and procedures against proven standards.
Reviews and approves employee work schedules, leave requests and overtime needs as well as requests for the purchase of materials and supplies.
Composes reports to supervisor which discuss water quality, water production costs, and other matters germane to water production and distribution.
Supervises and directs maintenance and repair tasks to water distribution pipelines and appurtenances by on site inspection and advice and guidance so that maintenance is performed efficiently and properly.
Supervises the operation and maintenance of metering and related devices of all points of connection by on site inspection and conference with subordinates to advise, guide, or order with respect to operation and maintenance of metering and related devices to prevent malfunctions.
Reviews plans and specifications regarding new construction or renovation in the distribution system or for other agencies' construction which may affect the distribution system by technical evaluation of plans through application of construction principles to ensure sound construction.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of principles and practices of the safe and efficient operation of a Type B water treatment plant (as defined by New York State Sanitary Code).
Thorough knowledge of principles, practices, and equipment used in the operation, maintenance and repair of a Type B water treatment plant.
Thorough knowledge of principles and applications of physics, chemistry, and bacteriology as they relate to water purification.
Good knowledge of principles and practices of supervision.
Ability to plan and supervise the work of others.
Physical condition commensurate with the demands of the position.
Two (2) years of permanent competitive class status as a Principal Water Plant Operator (Type A Plant) or Principal Water Plant Operator (Type B Plant).
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in engineering or a natural or physical science and two (2) years of work experience, or its part time equivalent, in the actual operation of a water treatment plant with facilities for application of chemicals to the water, such as chlorine or chlorine compounds, chlorine-dioxide, chlorine-ammonia, fluoride compounds, or the process of dechlorination; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate's in applied science degree in environmental health technology or public health technology and five and one half (5 ½) years of work experience as defined in (A) above; or,
C. Possession of a New York State Professional Engineer's license and one (1) year of work experience as defined in (A) above; or,
D. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate's in applied science degree in natural or physical science and eight (8) years of work experience as defined in (A) above, or;
E. Thirteen (13) years of work experience as defined in (A) above.
SPECIAL NECESSARY REQUIREMENT
Possession of a grade I-B or I-A operator certificate issued under Subpart 5-4 of the New York State Sanitary Code for the facility to be operated.
