MEDIA DEVELOPMENT SPECIALIST
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for the design and development of video, audio and multi image sound/slide programs to support student instruction, public relations, recruitment and community outreach efforts. The work also includes the operation, maintenance and continued expansion of the cable network. An employee in this class designs and produces video materials and programs, audio materials, multi image slide/tape presentations, slide series and other materials through the use of sophisticated audio and visual equipment. The work is produced with creativity and independence over design and production material after initial objectives and media needs are established. Work is reviewed with the supervisor and the user (faculty member, administrator, etc.) with changes made as needed to best meet objectives. The employee receives general supervision from a coordinator responsible for the audio visual program. Supervision is not a typical function of this class but the employee may occasionally direct and coordinate a technical support team in an academic environment, which depending on assignment, may involve a photographer, audio visual specialists and/or students. Does related work as required.
TYPICAL WORK ACTIVITIES
Creates, designs and produces audio and visual materials and programs involving the operation and maintenance of audio and video post production facilities as well as providing for the operation and continued expansion and development of the cable network.
Designs and produces television programs and other materials for use by faculty and administration;
Operates various types of video production equipment including teleŽvision cameras, recorders, switchers, etc;
Operates electronic video editing equipment and video sound equipment;
Transfers films and slides to video and duplicates video tapes;
Designs graphics for television;
Serves as director of crew members during production;
Provides for engineering and design to reflect changing needs;
Interfaces various equipment components into existing system for maximum operational efficiency.
SLIDE AND SLIDE/TAPE PRODUCTION
Designs and produces slides and slide/tape productions used in classroom instruction, public relations, student recruitment and various other efforts;
Creates programs and materials that fit the need of the user;
Develops scripts, plans slides, finds and coordinates music and other sound effects, records narration and combines all of these elements into a usable package;
Writes scripts and prepares story boards;
Operates a single animation and special effects camera to create multi image, special effect and text slides;
Edits and mixes using audio recording equipment to produce sound tracks;
Programs projector multi-image presentations on a slide projector microprocessor and programmer.
Receives all requests for messages to be broadcast over the system and establishes an order of priority to accomplish the delivery of these messages (class cancellations, emergency announcements, up-coming events and various notices from departments);
Edits and formats these messages to fit the layout of the system before they can be stored on computer disc and transmitted;
Operates and maintains a Video Microprocessing Character Generator, numerous cable network video receivers and an R.F. (Radio Frequency) Generator and Distribution System to a number of buildings.
Creates special audio tracks for slide/tape presentations;
Previews and records music, then edits the music to extend or shorten its length;
Records and edits narrations and sound effects;
Mixes all sound elements into a finished sound track;
Provides tape duplication in various formats and sets up public address systems.
Maintains an inventory of audio and visual supplies and materials.
Maintains contact with a variety of academic and administrative departments as well as county agencies to provide and clarify information, objectives and content relating to the audio-visual programs and materials being developed.
FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the operation and uses of a variety of sophisticated audio and visual media production equipment.
Good knowledge of the methods and techniques of design and development of video, audio and multi-image sound/slide programs.
Ability to conceptualize and create concepts and scripts for media projects to meet a variety of user needs and to coordinate the production of media projects to completion.
Skill in the operation of cameras, lighting systems, videotape electronic editors and duplicators, video calibration equipment and video processors and related equipment.
Skill in the operation of multi-channel stereo mixing equipment, reel to reel audio tape decks, audio cassette tape decks and multi-bay tape duplicators.
Skill in the operation of sophisticated slide duplication equipment to create multi-image, special effect and text slides.
Skill in the recording and mixing of sound effects including narratives to create sound tracks.
Two (2) years of permanent competitive class status in the title of Audio Visual Specialist.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in audio visual technology, communications technology, educational communications, broadcast or television production or technology or a field closely related that focuses on the use and maintenance of production and recording equipment; or
B. Four (4) years of work experience, or its part time equivalent, in the development and production of media programs, which must have involved the use and operation of both audio and visual equipment; or
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
