The work involves responsibility for planning, coordinating and supervising the development and implementation, of a variety of programs for the elderly and disabled residents of the Syracuse Housing Authority (SHA). Additionally, an employee in this class provides staff support to SHA resident organizations, advocates for the elderly and disabled residents, and supervises a small number of staff providing transportation services to residents. Work is performed under the general supervision of the Executive Director with leeway given for the exercise of initiative and independent judgment in the daily routine of activities and programs. Work is reviewed through conference with assistance provided in the development of new programs, handling of problems and securing of additional program funds. General supervision is exercised over a small number of part¨-time Bus Drivers. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Coordinates various community services and programs for the elderly residents of public housing including multiple elderly high rise apartment buildings:

- Health: Coordinates with healthcare providers to offer various health screenings, yearly flu and shingles shots, blood pressure clinics, healthy cooking classes, smoking cession classes, CPR training and various exercise programs.

- Education: Coordinates with local organizations to provide various trainings such as literacy support, financial education, nutritional education, elderly abuse, fall prevention courses, healthcare education.

- Social Services: Educates and counsels senior residents regarding community services that assist individuals with daily living such as Meals-on-Wheels, food pantries, county senior programs, HEAP, PEACE services.

- Recreation Activities: Organizes peer to peer gatherings, coordinates trips to various community events, parks, concerts, and organizes games and crafts, dinners, dances, and other activities to increase socialization and decrease isolation among the SHA elderly community.

- Transportation: Supervises part-time Bus Drivers, creates monthly bus trip schedule and otherwise organizes transportation for elderly residents to events.

Assists the tenant organizations in organizing, electing officials, planning, and setting up programs and operating with independence in order to ensure the continuity of tenant organizations:

- Coordinates with the League of Women Voters to monitor yearly officer elections for each tenant organization.

- Assists at tenant organization meetings to ensure Roberts Rules of Order are maintained.

- Assists with membership drives by providing information to residents.

Provides staff support to tenants and tenant organizations in the form of officer training sessions, notices and printed materials, advice and assistance in planning and implementing programs and activities for senior residents:

- Creates materials and notices to advertise tenant events and meetings.

- Provides specific job duty training for each tenant organization officer; creates and provides forms.

- Monitors the processing of tenant organization fees and monies.

Meets with community agencies to seek programs and services, solicit help, seek funding, exchange information and advocate for elderly tenants:

- Meets with outside organizations such as Upstate Hospital, St. Camillus, Onondaga Aging and Youth, PACE, etc., to develop collaborations that provide services to SHA elderly residents.

- Writes and develops small grants to obtain such items as exercise equipment, TV's, games, etc.

- Coordinates with Onondaga County Department of Aging and Youth to promote County sponsored events and programming for seniors.


Good knowledge of the characteristics needs and interests of elderly public housing residents in the areas of health, recreation, education, social services and similar activities.

Good knowledge of local community agencies, facilities and services which can be utilized to aid residents. Good knowledge of federal, state, and local housing regulations as they apply to agency programs.

Ability to plan, coordinate, organize and direct a variety of service programs and activities for the elderly. Ability to supervise employees.

Ability to communicate effectively both orally and in writing.

Ability to establish and maintain cooperative and effective working relationships with public and private agencies, fellow employees, and SHA residents.

Ability to maintain records.

Ability to secure the cooperation of others.

Ability to successfully work with and serve a diverse local community.


Open Competitive:

A. Graduation with a Bachelorís Degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees in Social Work, Public Administration, Human Services, Human Resources, Social Science or a human service related field and two (2) years of professional level work experience, or its part time equivalent, in the delivery of a human service program (educational, recreational, health, housing, etc.) to low income adults; or,

B. Six (6) years of professional level work experience, or its part time equivalent, in a human service field, two (2) years of which must have been professional level work experience in the delivery of a human service program (educational, recreational, health, housing, etc.) to low income adults; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B) and (C).
