ASSISTANT SCHOOL PURCHASING OFFICER
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting the School Purchasing Officer in the purchasing of a wide variety of commodities, goods and services associated with the operation of a large school district. Under the general supervision of the School Purchasing Officer, the employee has direct responsibility for certain areas of the purchasing activity in addition to overseeing the competitive bidding activities of the district. The work is preformed in accordance with established policies and procedures. Considerable latitude may be exercised by the employee in accomplishing the task and allows for the use of independent judgement. Supervision may be exercised over a small number of professional and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Oversees competitive bidding activities, including but not limited to, bids consolidation on a department wide basis; determines which commodities are worthy of cooperative purchase application, schedules the bids on commodities prior to the current contract termination, checks specifications for accuracy and completeness prior to formal bidding, tabulates results at bid opening.
Approves or disapproves incoming purchase requisitions by reviewing authorization, validity, description content, quantity priority and expense classification.
Conducts purchase analyses and surveys to determine what goods and services to procure, when and how to procure, determine the potential for standardization and cost reduction in the procurement of goods and services.
Assigns commodities for purchase and evaluates employee performance.
Provides instruction to operational personnel to solve problems related to purchase of goods and services.
Assists in procuring universal goods and services, making final decisions on purchases.
Supervises staff by monitoring purchases for accuracy and completeness.
FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices, and procedures of purchasing.
Thorough knowledge of market conditions, trade, legal conditions and business methods associated with the purchasing process.
Good knowledge of school district policies and procedures with reference to purchasing and record keeping.
Ability to prepare specifications and standards for necessary commodities, equipment and services.
Ability to analyze and compare price quotations.
Ability to understand and carry out technical, oral and written directions.
Ability to express oneself clearly and concisely both verbally and in writing.
Ability to supervise subordinates in a manner conducive to full performance and high morale.
A) Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate degree in Accounting, Marketing, Business Administration, or a closely related field, and one (1) year of work experience, or its part time equivalent, in large scale purchasing of a variety of commodities; or,
B) Seven (7) years of paraprofessional or professional level work experience, or its part time equivalent, in accounting, marketing, business management, retail sales management or a closely related field, three (3) years of which must have been in the large scale purchasing of a variety of commodities; or,
C) A satisfactory equivalent combination of education and experience as defined by the limits of (A) and (B) above.
