DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for planning, implementing, supervising, coordinating and conducting a comprehensive employee training program for the Onondaga County Department of Drainage and Sanitation. Under the general supervision of the Commissioner of Drainage and Sanitation, an employee in this class exercises considerable latitude in determining the training needs of the department, preparing and administering in-house training programs, arranging for on-premises training by vendors/consultants, coordinating continuing education opportunities, arranging for off-premises training and conducting field training. Supervision is exercised over a Safety Director. Does related work as required.
TYPICAL WORK ACTIVITIES
Identifies staff training needs and designs/develops a specialized program to meet those needs within the wastewater treatment industry, for personnel within the sewer maintenance, pump station operation and maintenance, treatment plant operation and maintenance, construction, instrumentation and electrical, industrial waste control, engineering, flood control and laboratory sections;
Develops and conducts employee and supervisory orientation programs for all new employees and supervisors;
Develops and supervises employee apprenticeship training program;
Arranges for all needed and mandated safety training programs in conjunction with the Safety Director;
Makes arrangements for physical facilities, speakers, equipment and materials for training sessions;
Develops in-house operator certification program;
Reviews with section heads and makes recommendations regarding the selection of employees to attend institutes, schools, seminars, conferences, in-house training, etc.
Develops and maintains a public relations program;
Prepares training travel requests as necessary;
Develops and maintains a department newsletter;
Prepares, organizes and maintains the department's audio-visual and reference library, archives and engineering reports and drawings storage;
Researches purposes and implements training methods most effective for the department;
Evaluates all training programs for their effectiveness and needs for change through the use of narrative reports and program participant data;
Conducts and coordinates wastewater treatment plant tours;
Prepares an annual budget and annual report.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of principles, methods and equipment common to the wastewater treatment industry and its various support areas;
Thorough knowledge of principles, practices and techniques of developing,
supervising and evaluating training programs;
Good knowledge of modern development, equipment, current literature and sources of information relative to the wastewater treatment industry and its various support areas;
Good knowledge of present and State and Federal legislation policies and regulations as they relate to the wastewater treatment industry and its various support areas;
Ability to prepare training manuals and programs on a variety of wastewater
Ability to communicate to vendors/consultants our need for training;
Ability to communicate to employees during in-house training sessions;
Ability to compile complex data and prepare detailed reports;
Physical condition commensurate with the demands of the position.
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in chemical, civil, sanitary, or environmental engineering, an environmental science, a physical science or a closely related field and two (2) years or its part-time equivalent, of professional level operational, maintenance, instrumentation/electrical or engineering experience in wastewater treatment or environmental pollution control, and two (2) years of academic teaching or planning, development and teaching of an occupational in-service training program; or,
B. Eight (8) years or its part-time equivalent, in a paraprofessional or professional level work experience in chemical, civil, sanitary, or environmental engineering, an environmental science, a physical science or a closely related field, at least two (2) years must have been in a professional level operational, maintenance, instrumentation/electrical, or engineering experience or environmental pollution control and at least two (2) years of academic teaching or planning, development and teaching of an occupational in-service training program.
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
