DIRECTOR OF TAX PREPARATION
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for coordinating functions involving the preparation of tax data and its distribution to the various taxing jurisdictions. An employee in this class is required to explore various means of better tax preparation through the application of data processing. Emphasis is placed on maximum utilization of data processing methods to affect better tax preparation procedures. Responsibility also includes coordinating the input and editing data from which tax rates are established in the Onondaga County Finance Department. Supervision is exercised over a small number of clerical personnel. General supervision is received from the Director or Real Property Tax Service. Does related work as required.
TYPICAL WORK ACTIVITIES
Audits input data from the taxing jurisdiction for proper data coding and related information; reviews output to verify data information; reviews output to verify data.
Assists in balancing the taxing jurisdiction value.
Schedules and attends meetings of assessors to explain new data processing methods and procedures.
Oversees distribution of field books to taxing jurisdictions after internal processing.
Answers public inquiries regarding tax questions, when possible.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the current methods and techniques of tax preparation.
Good knowledge of the principles of tax collection.
Some knowledge of modern data processing methods relating to tax preparation.
Ability to establish and maintain good working relationships with other governmental jurisdictions and the general public.
Ability to follow complex instructions, both orally and in writing.
Physical condition commensurate with the demands of the position.
Five (5) years of paraprofessional level work experience, or its part time equivalent involving the applications of principles of tax collection, tax bill preparation and preparation of abstracts and tax warrants which must have included application of data processing information systems.
