MATERIALS MANAGEMENT COORDINATOR
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for coordinating the establishment, implementation and supervision of a perpetual automated fixed asset inventory system to insure effective utilization and continuity of supply. An employee in this class is responsible for the management of inventory records and preparation of reports for fixed assets accountability; development of procedures for the movement of property; and the identification and classification of commodities. The incumbent is also responsible to facilitate cooperation between the County of Onondaga and its political subdivisions to provide guidelines and coordination as it relates to redistribution and disposal of surplus property. This position is distinct from other inventory control classifications in its scope of responsibilities that encompass research of legal requirements, regulations and methods to develop and implement policy and procedure. Regular operation of a motor vehicle in carrying out duties is characteristic of this class. General supervision is received from an administrative superior, who allows the incumbent a large degree of latitude for exercising independent judgment and initiative in areas of responsibility. Supervision is exercised over subordinate personnel involved in inventory control and the redistribution and disposal of surplus property. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, directs and supervises a uniform system for identifying, labeling and controlling non-consumable equipment.
Assists and coordinates with Information Technology personnel or professional services to develop, implement and maintain an automated system of non-consumable inventory control, including design and format.
Prepares reports including recommendations to assist management in formulating decisions relating to insurance, budget, audit and control, finance and legal activities.
Identifies and classifies commodities and services using standard industrial classification procedures.
Creates applicable forms and written procedures necessary for the transfer of property and disposal of surplus.
Determines methods of redistribution and/or disposal of municipal property.
Collates data by establishing historical costs, performing appraisals of property and developing a depreciation method in order to provide data for audit and control, budget and other financial reporting.
Develops, implements and maintains procedures for the movement of property including the redistribution of surplus, establishment of fair market values, and the disposal of property via public auctions, sealed bid sales, or other appropriate methods as designed by municipal authority.
Organizes, coordinates and schedules auctions or sales relating to the disposal of property including legal advertising, publicizing, scheduling, tagging and all other related preparatory work as required.
Assists in the preparation of specifications relating to the sale of fixed assets via competitive bid.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of inventory control procedures as outlined by state and local municipal mandates.
Good knowledge of properties, uses, costs and standards of business, commercial, industrial and construction materials, equipment and supplies.
Good knowledge of the principles and techniques of acquisition or distribution of a variety of materials and equipment utilizing automated systems.
Working knowledge of purchasing practices and procedures.
Working knowledge of the principles of asset valuation.
Working knowledge of the principles and practices of supervision.
Ability to develop, implement and supervise a system for equipment disposal through public sale, trade in or other appropriate method.
Ability to identify and classify commodities and services using standard industrial classification procedures.
Ability to supervise and direct subordinate staff engaged in acquisition, distribution, warehousing or clerical activities.
Ability to communicate effectively both orally and in writing.
Ability to collate data and prepare written reports.
Physical condition commensurate with the demands of the position.
One (1) year of permanent competitive status as a Buyer I.
Five (5) years of work experience, or its part-time equivalent, in either:
A) Production and inventory control or materials management (production and inventory control or materials management must include requisition, receiving, storage and disbursement of materials and supplies), one (1) year of which must have been in a supervisory capacity; or,
B) In purchasing a variety of commodities on a moderately large scale which involves item pricing or cost analysis of items, one (1) year of which must have been in a supervisory capacity.
NOTE: Completion of college credits from a regionally accredited or New York State registered college or university in business management, business administration, marketing, materials management, purchasing, computer science or a very closely related field to inventory control or materials management may be substituted for two (2) years of non-supervisory work experience as follows:
Thirty (30) semester hours are equivalent to one (1) year of non-supervisory work experience; sixty (60) semester hours are equivalent to two (2) years of non-supervisory work experience.
SPECIAL NECESSARY REQUIREMENT
Possession of a valid New York State driver's license at time of appointment.
