- Completed development of specifications for the new CAD, RMS and Mobile Data Radio Network.
- Continued development of a County and City Land Mobile Radio System to meet Homeland Security Interoperable Communications Standards. The 9-1-1 Center, in conjunction with the Department of Information Technology, developed a web page on the County website to provide up to the minute information on this project to all residents of the County. The site can be accessed at ongov.net using the “OCICS Click to Find Latest Information” link or by going to http://esp.ongov.net/OCICS/.
- Completed implementation and testing of the new 9-1-1 Center back-up site.
- Named John M. Balloni as new Commissioner of Emergency Communications, and named Jo-Anne Munroe as new Deputy Commissioner of Emergency Communications.
- Hired and trained new Maintenance Worker II.
- Completed two training classes of new employees
- The new Mobile Field Communications Unit (Field Comm) was placed into service. The new Field Comm Unit was used to assist Montgomery County Emergency Communications with radio support during flood conditions.
- Absorbed the New York State Police Information Network (NYSPIN) function from the Town of Camillus Police Department.
- Completed policy development for dealing with a pandemic flu outbreak
- In partnership with the Onondaga County Health Department added videoconferencing equipment and capabilities.
- Allowed the Upstate Medical University staff to train twenty medical residents on telemetry usage.
- Continued to work with the Onondaga County Health Department to identify opportunities for State and Federal grant resources.
- The Onondaga County Comptroller’s Office conducted a fiscal audit of the Department of Emergency Communications. The auditor’s final report stated, “Emergency Communications records appear to be accurate and complete and are in adherence to management’s policies and procedures in all material respects.”
- During 2006, 9-1-1 Center staff received over 20,463 hours of new and in-service training.
- Actively participated as members of CNYLEADS Technical and PROC (Policy Review & Oversight Committee) Committees.
- Participated in various Disaster Drills & Tabletop Exercises within the County and introduced concept of “tactical dispatchers” to support on-scene communications for major incidents.
- Continued participation in Onondaga County’s Internet website by hosting our own Department pages to further our community education program.
- Continued the community education program regarding proper use of the 9-1-1 emergency telephone number.
- Meet the New York State mandate that 90% of all calls be answered within 10 seconds.
- Continue to develop a plan for the OCICS (Onondaga County Interoperable Communications System), a new interoperable voice communications radio system for all emergency service and support agencies in Onondaga County. This is consistent with the direction provided by the County Executive in December 2004.
- Complete the re-accreditation audit with the Commission on Accreditation for Law Enforcement Agencies (CALEA). The concluding stage of the accreditation process will be completed when we appear before the CALEA Board in early 2008 for final review and approval. The achievement of Accreditation signifies that we are meeting the highest national standards for communication centers as established by an independent body.
- Complete the capital projects to replace the Computer Aided Dispatch (CAD) System, the Records Management System (RMS), and the upgrade the Mobile Data Communications System to better serve all police, fire, and EMS agencies.
- Complete the Microwave Improvement Project that includes new communication equipment shelters at eleven of the existing radio tower sites.
- Implement new KRONOS time accounting system.
- Increase employee productivity through targeted training and mentoring.
- Improve police, fire and EMS voice communications via incremental cost-effective changes.
- Partner with the New York State Department of State to become the regional host site for the New York State mandated 40-hour Telecommunicator course.
- Develop a comprehensive Disaster Recovery Document for 9-1-1 Center notifications and operations.
- In conjunction with NYSDOT and Onondaga County Department of Information Technology implement a Remote CAD Traffic Interface application and Roadway Video for the 911 Center.
- Continue to take a leadership role in Onondaga County’s Homeland Security efforts.
